PM attends Hai Phong municipal Party congress

VGP - PM Nguyen Tan Dung attended and addressed the 15th Party Congress of northern Hai Phong city on October 22.

The congress also saw the presence of former General Secretary Le Kha Phieu, former National Assembly Chairman Nguyen Van An, former permanent member of the Party Secretariat Phan Dien, DPM Vu Van Ninh and leaders from ministries and central agencies.

It was reported at the congress that the city has fulfilled set targets, achieving an average GDP growth of 8.67% per year. The city’s gross domestic product (GDP) in 2015 is estimated to be 1.52 times higher than that in 2010 and an average GDP per capita is around US$2,860, 1.8 times higher than the 2010 figure.

Hai Phong focused resources on enhancing investment management and creating breakthroughs in socio-economic infrastructure, particularly in transport facilities to affirm the city’s key role in the northern transportation system.

The city also gained positive results in investment attraction, urban planning, new-style rural area construction, natural resource utilization, environmental protection, culture, education, training, science, technology, health care, social security and order, as well as national defence.

The municipal Party Committee has made comprehensive progress in building the Party, strengthening unity and democracy and improving leaders’ capacity.

In the coming 2015-2020 tenure, the municipal Party Committee aims to maximize the city’s potential to renew the growth model, restructure the economy, improve the competitiveness, attract further investments and create breakthroughs in development.
 
These efforts aim to turn Hai Phong into a large competitive center of services and industry; a national maritime economic development hub; a center of education, training, medical, science and technology of the northern coastal region; an important transport hub and the main sea-borne exit for northern localities; and a green, civilized and modern city.

The city will strive for a 10.5% annual GDP growth, a 14% average industrial production development index and an average GDP per capita of US$5,600 per year. All communes in the city will be qualified as new-style rural areas; the ratio of trained labor will be 85%; and the poor household rate will fall by 0.7-1% annually.
 
The congress is scheduled to wrap up on the October 24 morning.
