PM Phuc proposed the northern province focus on three directions namely tourism service, high-tech agriculture and forestry processing, and border gate economy.

Firstly, Cao Bang was asked to turn tourism into a spreadhead sector, including historic tourism, spirituality tourism, and ecotourism by tapping sustainably its unique characteristics  and upholding values of newly-recognized Non Nuoc Cao Bang Global Geopark. The local authorities were urged to work with investors and experts to utilize the heritages for local development.

Secondly, the northern province was urged to develop high-tech farming especially local specialties including Xuan Truong sticky rice, Trung Vuong orange, Ha Tri tangerine, Dong Khe pear, Phuc Hoa grapefruit, and Trung Khanh chestnut,  H'Mong chicken, Tap Na dark picks and so on.

The PM suggested Cao Bang focus on three pillars namely clean organic production, high-tech application and processing, and value chain connectivity.

The locality was asked to upgrade brand names for agricultural products.

Thirdly, Cao Bang province was urged to develop border gate economy with a view to connecting with potential and broad market of China.

PM Phuc recommended the locality focus on both hard and soft infrastructure especially transport, human power, and IT./.
