Specifically, the program looks to ensure proper nutrition and strengthen physical exercise towards improving stature and health for the people, while raising awareness and change the behavior of each citizen and the community to proactively prevent common health risks.

It also aims to ensure the continuous and long-term health management and protection at grassroots medical establishments to contribute to reducing the burden of diseases  and death and improving the quality of life for the people.

The program will be implemented on a national scale from 2018 to 2030. From 2031 onwards, the reality, demands and results of the program implementation will be used as the foundation to decide the next targets and priority areas. The program beneficiaries are the entire population, including the group of priority subjects specified for each area.

The program offers six key solutions and missions concerning management, policy implementation and intersectoral coordination; profession; communication and social mobilisation; resources; international cooperation; and monitoring and assessment.

There are also solutions on caring for and ensuring proper nutrition for mothers before, during and after the birth; breastfeeding for the first six months; ensuring proper nutrition and reducing salt in the diet and providing nutritious meals for laborers at production establishments; strengthening physical exercises for the people; vaccination for children; and ensuring the supply of vaccines in the extended vaccination program.
