PM Nguyễn Tấn Dũng launches construction of Central VN’s biggest thermoelectric plant

VNGOVNet – The construction of the Thermoelectric Plant Vũng Áng I was started on December 23 in Kỳ Lợi Commune, Kỳ Anh District, Hà Tĩnh Province. This is Vietnam’s biggest coal-fueled thermoelectric plant invested by the Vietnam Machinery Installation Corporation (LILAMA). PM Nguyễn Tấn Dũng attended the groundbreaking ceremony and pressed the button to launch the Plant’s construction.

The Thermoelectric Plant Vũng Áng I Project was built on an area of 213 ha with the investment capital of VND 19,995 billion (equivalent to US$ 1.242). The plant consists of two turbine groups of 600 MW each in the model of one furnace plus one turbine. The first turbine group will be put into operation in the first quarter of 2011 and the second turbine group in the first quarter of 2012, with the total capacity of 1,200 MW and productivity of 7.2 billion kWh per year.

The plant is fuelled with coal dust 5 Hồng Gai-Cẩm Phả with the annual consumption volume of nearly 3 million tons, transported by sea via the Vũng Áng deep-water port. The plant has an automatic alarming system and meets all standards on environmental hygiene.

Before starting this important project, LILAMA has signed a principle contract with the Vietnam Electricity Corporation (EVN) on trading electricity produced by the Thermoelectric Plant Vũng Áng I. Accordingly, EVN will purchase electricity from the plant for 30 years since the plant is put into operation.

Addressing the groundbreaking ceremony, PM Nguyễn Tấn Dũng stressed that, in order to promote national industrialization and modernization and maintain the annual growth rate of over 8%, the electricity sector must double the electricity production in the next five years. The PM lauded LILAMA for being the investor for the first time and the general contractor of the country’s biggest thermoelectric project. LILAMA has proactively mobilized its resources, fulfilled legal  procedures and urged domestic companies to design and set up the investment project.

The PM ordered LILAMA to strictly observe legal regulations on construction investment. The plant must meet all international standards of quality and requirements on labor safety. The investor should closely collaborate with local Party Committee, government and people to ensure the project’s schedule and economic efficiency.
