PM: Necessary public service to people, businesses must be prioritized

VGP – Necessary public services to people and businesses must be given priority during the process of launching e-Government in line with taking people as the center and the convenience and satisfaction of people as the target and ensuring that no one is left behind.

PM Nguyen Xuan Phuc made that statement at the video conference between the National Committee on e-Government and steering committees for e-Government building in ministries, branches and localities on July 23 in Ha Noi. 

According to the report on the implementation of the electronic invoices with the authentication code of the tax authorities of the Ministry of Finance, as of June 20, 8 million invoices were authenticated, gaining more than VND100,000 billion in revenue and VND7,776 billion from tax. 

Regarding the database under control of the Viet Nam Social Insurance, as many as 14.4 million people are joining compulsory social insurance, 363,000 ones participating in volunteering social insurance; 12.87 million ones registering for unemployment  insurance and 84.48 million ones joining health insurance, reaching the coverage proportion of 89%. 

Speaking at the meeting, PM Phuc highlighted that ministries have completed seven among 83 specific tasks assigned in Resolution No. 17/NQ-CP on a number of key tasks and solutions for e-Government development in the 2019-2020 period, orientation to 2025, which was released for only three and a half months. 

He highly spoke of the role of the Government Office and the Ministry of Information and Communications in building e-Government. 

The Government referred to shortcomings such as the proportion of online public service at level 3 and 4 is low (15% for localities and 29% for ministries and agencies) while the set target is aiming at launching 30% of online public service at level 4 by the end of 2019. 

The goal of the e-Government is to provide digital based public information and service to all the people, enhance publicity, transparency and anti-corruption as well as promote the participation of people in the Government’s decision-making process, he stressed. 

He asked for ensuring inter-connection and cyber security and safety and prevention of duplication, highlighting the need to launch Public-Private Partnership in realizing e-Government. 

Phuc required accelerating works to soon put the national public service portal into operation in November this year. 

The Ministry of Information and Communications is tasked to join hands with the Government Office to assess risks and propose measures to reduce risks during the implementation process.
