PM Dung chairs conference on new-style rural area construction

VGP - PM Nguyen Tan Dung chaired an online conferencethe implementation of the National Target Program on New-Style Rural Area Construction (NTP) in 2014 and implementing the 2015 plan.

Also present at the conference were Deputy PM Vu Van Ninh, Head of the Central Steering Committee on the NTP, the committee’s members and leaders from several ministries, central agencies and localities.

Reports showed the new-style rural area construction has seen drastic changes. Most of provinces, which used to pay little attention to the program or have communes disqualified from new-style rural area standards, organized conferences to figure out causes and seek solutions to strive for a high rate of qualified communes by the end of 2015.

Numerous activities were held in different ways, helping raise the awareness of authorities and the public about the program together with creative and active approaches in mobilizing resources to quicken the program’s implementation.

Localities focused on addressing pressing issues arising during  the implementation, thus the rate of communes reaching the standards rose remarkably. The infrastructure for production and daily life were upgraded, creating facelifts in rural areas and helping rural residents’ income increase.

By the end of 2014, the country had 785 qualified communes (8.8%); 1,285 communes (14.5%) achieved 15-18 criteria; 2,836 communes (32.1%) got 10-14 criteria; 2,964 communes (33.6%) satisfied 5-9 criteria and 945 communes (11%) reached five criteria.

Xuan Loc district and Long Khanh town in the southern province of Dong Nai were recognized as new-style rural areas at the district level.

In 2015, the committee targetted 20% of  communes receiving recognition, ensuring each central-governed province or city to have at least three qualified communes and five qualified districts. It is also expected to fulfill the review on the 2011-2015 period and approve a plan for the 2016-2020 period.

The committee suggested the Party and the Government to incorporate the implementation of the program in the 2016-2020 period in the content of Party Congress at all levels.

It also asked ministries and agencies to review and suggest adjustments to the set criteria with regard  to realities in localities and regions.
