ODA disbursement fails to meet targets

VGP – The total amount of ODA disbursement hit VND 4.1 trillion, meeting 6.9% of the National Assembly’s target and 12.7% of the PM’s assigned plan in the first half of 2019.

The Ministry of Planning and Investment (MoPI) convened a meeting to sum up ODA disbursement in the first six months of 2019 on July 18 in Ha Noi. 

Eight out of 59 localities had over 30% of FDI disbursement including Hai Phong, Ninh Binh, Phu Yen, HCMC, Binh Duong, Tra Vinh, Kien Giang, and Bac Lieu. Up to 28% of localities suffered from zero percent of ODA disbursement. About 11 ministries had under 30% of ODA disbursement rate. 

The MoPI attributed the slow ODA disbursement progress to the lack of corresponding capital, improperly allocation of capital, unaccomplished investment procedures. 

The ministry also blamed slow progress of site clearance and resettlement, procedures on ODA disbursement and capital withdrawal to the problem.

In addition, foreign donors also contributed to the slow progress of ODA disbursement. 

Minister of Planning and Investment Nguyen Chi Dung said that the ministry founded some working groups to inspect, investigate and urge ministries, sectors, and localities with low rates to seek solutions to speed up progress. In addition, the ministry also proposed the PM consider capital transfer from units with high rates to lower ones with a view to speeding up ODA disbursement rates and spurring economic growth./.
