The central province targets to provide most of its public services online; perfect the provincial database system on people, land, natural resources, finance, trade, industries as well as environment; issue licenses of business, investment, construction and real estate ownership through the Internet; and create electronic working conditions through video-teleconferences.

To realize its target of becoming an e-province by 2015, Nghệ An is conducting a series of key IT projects, including the one sponsored by the Bill and Melinda Gates Foundation (BMGF) to help rural people benefit from IT and telecommunication services; and the another one on building an IT park.

The province is also asking the Work Bank (WB) to provide ODA credits while mobilizing internal resources to serve IT development.

In addition, Nghệ An DIC is working with the Việt Nam Posts and Telecommunications Group (VNPT) to upgrade infrastructure, widen applications, train manpower, develop software industry, and supply local residents with more Internet and telecommunications services.

It was reported that, 60% of the province’s public agencies had Internet broadband connection and 83.2% of enterprises owned local area networks (LAN).
