New ten-year National Program approved for rural development

VGP – PM Nguyễn Tấn Dũng has just approved the National Goal Program on rural development for the period of 2010-2020.

The Program covers 11 fields of comprehensive socio-economic and political-security development in rural areas.

By 2015, some 20% of communes will meet all conditions of the country’s newly-issued Rural Area Criteria and the figure will be raised to 50% by 2020.

The program focuses on planning and using land and infrastructure for farm production, industries, handicrafts, and services.

Standard asphalt roads linking communal centers will be completed in at least 35% of communes by 2015 and 70% in another five-year spell.

Reports from provinces and cities show that just over 23% of 9,100 communes nationwide have construction planning.

Economic restructure will be based on mechanizing agricultural production and mitigating post-harvest losses.

Quick and sustainable poverty reduction in 62 poorest districts continues to play a central part in the Government-funded Program.

Other key points of the Program include the renovation of effective production paradigms; education-training development; healthcare improvement; communication development; clean water supply and sanitation; consolidation of the grass-roots political organizations; and social security-order.

The PM adopted the National Criteria for Rural Areas with 19 specific norms.

Currently, 11 communes throughout the country are piloting new model of  rural  development in line with these norms.

Schools and medical stations fully funded by the State

The Central Government will totally fund the construction of communal headquarters, standard schools, medical stations, cultural houses, as well as training communal public servants.

The construction of village roads, irrigation works, sewage systems, and clean water facilities will also be partly funded by the Central Government.
