The regulation is stipulated in the Government’s Decree 81/2010/NĐ-CP on civil aviation safety.

According to the Decree, passengers are not permitted to leave any item, including luggage, in aircraft.

Aircraft operators must coordinate with aviation security forces at airports to conduct emergency measures, search and examine both inside and outside of airplanes to detect dangerous items such as weapons and explosive materials.

The Decree empower security staff on board to take preventive action in order to timely discover and stop violations of civil aviation safety.

Businesses providing aviation services have to report all incidents and violations of civil aviation safety to the Ministry of Transport and the Việt Nam Civil Aviation Authority within 48 hours after the occurrences./.
