New policies come into effect in August
VGP – A series of policies on sanctioning of administrative violations and coercive implementation of administrative decisions in the customs field, providing the mechanism of autonomy and self-management applicable to public science and technology organizations and guidelines for financial support for guest workers will come into effect since August 2016.

Violations on customs inspection will be punished to VND 80 million.
Decree No. 49/2016/NĐ-CP on amending a number of articles of the Government’s Decree No. 109/2013/ND-CP dated September 24, 2013, on sanctioning of administrative violations in the fields of price, charge, fee and invoice management will come into effect on August 1.
Violations in the fields of price, charge, fee and invoice management will be fined from VND10-15 million.
The Government issued Decree No. 51/2016/ND-CP on providing labor management and wages and bonuses for employees of wholly state-owned one-member limited liability companies, Decree No. 52/2016/ND-CP on providing wages, remunerations and bonuses for managers of wholly state-owned one-member limited liability companies and Decree No. 53/2016/ND-CP on providing labor management, wages, remunerations and bonuses in companies with the State acting as a controlling shareholder or capital contributor.
Decree No. 54/2016/NĐ-CP on providing the mechanism of autonomy and self-management applicable to public science and technology organizations defines the self-reliance of science and technology organizations in terms of finance, organization, personnel, asset management and use.
Joint Circular No. 09/2016/TTLT-BLĐTBXH-BTC on guidelines for financial support for guest workers prescribed in the Government's Decree No. 61/2015/ND-CP dated July 9, 2015 on job creation policies and National employment fund will take effect on August 1.
This Joint Circular provides guidelines on procedures and amounts of financial support for guest workers and the development of overseas labor market
Circular No. 05/2016/TT-BNV guides the application of the base salary level to persons working at agencies and public non-business units of the Party, the State, socio-political organizations and associations and entitled to salaries and allowances.
