National steering committee on online bidding makes debut

VGP – The Prime Minister has recently signed Decision No. 1735/QD-TTg on the establishment of a national steering committee on online bidding.

The committee is tasked with  helping the Government and the PM to research, direct and implement the online bidding application master plan and roadmap.

It is headed by Deputy PM Trinh Dinh Dung, while Minister of Planning and Investment Nguyen Chi Dung serves as the deputy head.

Other members of the steering committee include deputy ministers (or equivalent) at ministries and ministry-level agencies, including the Ministry of Planning and Investment (MPI), the Ministry of Finance, the State Bank of Viet Nam, the Ministry of Information and Communications, the Ministry of Industry and Trade, the Ministry of Construction, the Ministry of Health, the Government’s Office, and the Government Inspectorate. The secretary of the steering committee is the director of the Bidding Management Department under the Ministry of Planning and Investment.

The steering committee is tasked with researching and proposing to the PM the directions and solutions for the handling of the important intersectoral issues in the field of online bidding.

In addition, the steering committee helps the PM to direct, harmonize and regulate coordination between ministries, sectors, localities, corporations and State-own economic groups, in settling the important intersectoral problems with regards to the implementation of the online bidding application master plan and roadmap. It is also responsible for helping the PM to encourage relevant ministries and sectors in implementing the important intersectoral issues related to the field of online bidding.

The steering committee operates in line with the mechanism of upholding the responsibility of the head, while its members work concurrently.  

As the permanent body of the steering committee, the Ministry of Planning and Investment is responsible for ensuring the operational conditions of the steering committee.
