NA to make important decisions at 4th session

Addressing the event, NA Chairwoman Nguyen Thi Kim Ngan stressed that the tenth tropical storm and serious floods have caused heavy losses in both lives and properties in numerous localities.

The NA  shared the difficulties and losses of people and treasured the drastic directions of the Government, ministries, agencies, and localities; the active spirit and effort of the Party, local administrations, and military forces in emergency relief and consequence mitigation, said Ms. Ngan.

The NA called  upon Vietnamese voters and people in the country and abroad to provide both material and spiritual support for victims and their families; assist them in overcoming difficulties and early stabilizing production. 

Positive socio-economic performance

In the first nine months, the domestic economy expanded positively with stable macro-economy, growing production, export, and tourism, administrative reform progresses, and improved investment and business environment.

The top legislator acknowledged and praised the effort of the Government, sectors, levels in implementing the  NA’s Resolutions on socio-economic development plan and State budget. Ms. Ngan also lauded the business community and people for overcoming challenges and lay a foundation for fulfillment of socio-economic development norms.

Besides the positive achievements, the socio-economic performance is facing various challenges including high budget overspending, public debts, settlement of NPLs, slow distribution and disbursement of State budget, inefficient public investment projects, and slow SOEs equtization.

In addition, the infringements  of environmental protection, and food hygiene, traffic accidents, social evils, and crimes occurred complicatedly. 

According to the Chairwoman, in the rest of the year, the remaining tasks are extremely heavy, demanding great efforts to overcome challenges; fulfill the preset goals; and prepare for the next phase of development.

At the session, the NA would discuss on the Government’s reports on the implementation of socio-economic development plan, State budget for 2017; make decision on socio-economic development norms and State budget estimate for 2018. 

The law-making task will be given due attention in which the NA will pass six bills and put nine others up for discussion. 

Finally, Chairwoman Ngan proposed deputies strictly exercise a sense of responsibility, use brainpower, and uphold spirit of solidarity, democracy to make contributions to the fourth session up to expectations of voters and people./.
