The beneficiaries of the new document include those making great contributions to the cause of national construction and protection in Việt Nam; economically disadvantaged people as regulated by the PM’s standards of poverty and legal documents on Vietnamese nationality; Stateless people applying for Vietnamese citizenship; applicants for Vietnamese citizenship who are Lao immigrants to Việt Nam and were licensed to reside here before January 1, 2009.

The exemption is also granted to the applicants for Vietnamese citizenship who are Cambodian refugees of the genocide during the period of 1978-1983, having no documents proving their original citizenship and once making registration at UNHCR-sponsored refugee camps in Việt Nam.

The new fees are raised by VND 500,000-1,000,000 from the current rates.
