Minister clarifies reasons for high rate of land-related denunciations

VGP – Minister of Natural Resources and Environment Nguyen Minh Quang attributed prolonged complaints and denunciations to unreasonable compensation and settlement.

Minister Quang pointed out the reasons while he was questioned by National Assembly deputies’ about the burning issues under the Ministry’s management, during the legislature’s Q&A session on Wednesday.

He added that, in some cases, competent agencies were not decisive enough.

The Government, as he said, issued Decree 69/2009/ND-CP dated on August 13, 2009 to provide additional regulations on land planning, prices, compensation levels and support for resettlement, which has helped boost site clearance progress.

The Ministry will ask the Government to review the implementation of these regulations for possible amendments in the coming time.

Government Inspector Huynh Phong Tranh said most of the prolonged denunciation cases involved site clearance and land evictions.

At the end of 2011, the Government organized a meeting during which, the Government Inspectorate was asked to establish taskforces to study prolonged cases in provinces. Governor Tranh said all these cases will be basically addressed by the end of this year.

Minister Quang said the future amendments to the Decree 69/2009/ND-CP would be made to further harmonize the relations between the State, investors, citizens in compensation and site clearance.

He said the Ministry will propose lengthening land use duration to 30-50 years.
