The PM made the statement while addressing the ninth Mekong-Japan Summit in Manila, the Philippines on November 13.

The Summit featured the participation of the leaders of Cambodia, Laos, Myanmar, Thailand, Viet Nam and Japan.

He expressed his gratitude for the support offered by the Japanese Government and people to the Mekong region as a whole and Viet Nam in particular.

The leader emphasised that the Mekong-Japan cooperation needs to focus on supporting Mekong countries in developing advanced industry and agriculture; enhancing the quality of human resources as well as their research & development (R&D) capacity; constructing high-quality infrastructure and strengthening regional connectivity; shifting the development model in orientation towards being environmentally friendly, clean and sustainable; and strengthening environmental protection and sustainable management and use of the Mekong River water resource.

The summit recognized the significant results achieved in the realization of the Tokyo Strategy 2015, including the implementation of the Mekong-Japan Action Plan for Realization of the Tokyo Strategy 2015, the Mekong-Japan Connectivity Initiative and the Mekong Industrial Development Vision. Mekong countries spoke highly of Japan’s support for the Sub-regional cooperation.

After two years of implementing the Action Plan for the Tokyo Strategy 2015 and the Mekong Industrial Development Vision, Japan has sponsored over two third of its committed sum of YEN750 billion (US$6.6 billion) for the 2016-2018 period. The leaders of Mekong nations also applauded Japan’s commitment to the deployment of the partnership for sustainable infrastructure and the implementation process of the Industrial Human Resource Development Cooperation Initiative.

Discussing cooperation directions for the time ahead, the leaders agreed to boost economic and industrial cooperation between Japan and Mekong countries, as directed in the document on Mekong industrial development put forward at the ninth Mekong-Japan Economic Ministers’ Meeting; strengthen the coordination between Mekong-Japan cooperation and other regional and international organizations, such as the Asian Development Bank, the ASEAN-Japan Center and the Mekong River Commission; and support Mekong nations to implement the green growth and flood and drought response projects, alongside reaffirming the significance of sustainable management and use of Mekong water resource and Mekong River environmental protection.

In additions, the leaders also discussed regional and international issues of mutual concern. The summit emphasized the need to strengthen law enforcement of Mekong countries with support from Japan, including the enhancement of the law enforcement at sea and anti-terrorism capabilities, along with facilitating cultural and people-to-people exchange between Japan and Mekong nations.

Concluding the summit, the leaders issued a joint statement, whilst agreeing on the organization of the 10th Mekong-Japan Summit in Japan.
