Meeting held to speed up disbursement of ODA, preferential loans

VGP – A meeting was organized on August 1 to discuss measures to attract and use ODA and preferential loans in 2017-2020 and orient ministries, agencies and localities to seek for further resources.

According to the report of the Ministry of Planning and Investment, from 1993 to June 2017, Viet Nam inked loans and non-refundable aid of around US$82.61 billion (including the loans of US$74.92 billion).

As of June 2017, as many as 810 projects have been launched and the undisbursed capital reached around US$21.167 billion.

The capital will be disbursed till 2026, mainly focusing on the 2017-2020 period with US$17.485 billion. Thus, each year, Viet Nam needs to disburse US$4.37 billion.

In 2017, the disbursement of total ODA and preferential loans may attain US$4.6 billion. However, only US$1.5 billion was disbursed in the first half of the year, accounting for 32.6% of the expected figure.

Delegates at the meeting reviewed inked ODA and preferential loans, which have not been disbursed as well as identified urgent issues to speed up the implementation and disbursement of ODA and preferential loans in 2017.

Comments were given to reflect shortcomings and obstacles in monitoring ODA to find out measures to effectively use the ODA.

PM Nguyen Xuan Phuc chaired the meeting, which attracted the participation of Deputy PMs Vuong Dinh Hue and Pham Binh Minh and leaders from ministries, agencies and localities.
