The Government chief tasked the local authorities to work with relevant agencies to craft and submit the adjustments; select bidders in accordance with the laws.

The Ministry of Construction is responsible for overseeing the tasks and the project on adjustments.

The HCMC People’s Committee reported that as an economic engine, the city will develop constantly. The adjustments aim to meet two criteria including business attraction and social consensus.

The Department of Architecture Planning reported that the adjustment aims to develop manpower; appropriate urban structure in order to develop technical infrastructure; respond to climate change; and prevent flooding.

By 2045, the city will build a highly competitive environment; perfect its infrastructure system; develop urban space; mitigate negative impacts of climate change; raise land use efficiency; and develop urban areas./.
