MARD instructs management and use of export permit of endangered wild-life souvenirs

VNGOVNet – To manage the export, import, re-export, introduction from the sea, transit, rearing for reproduction and artificial cultivation of endangered, rare and precious wild animals and plants, the Ministry of Agriculture and Rural Development (MARD) has just issued Ordinance 16/2007/TT-BNN instructing the management and use of export permit of souvenir specimens stipulated in the Appendices of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES Certificate).

As regulated in the Ordinance, CITES Certificate is printed and issued nationwide by Vietnam’s CITES Management Authority. The provincial-level Ranger Branches will receive, manage and issue the certificate to such organizations and individuals who meet the requirements like ranches; artificial cultivation establishments of wild fauna and flora species certified by the competent State authorities as stipulated in Article 21 of Decree 82/2006/NĐ-CP; traders in souvenir specimens licensed by the competent State authorities, having contracts on consuming/supplying products or materials originated from wild fauna or flora with ranches or cultivation establishments under the current regulations.

The provincial-level Ranger Branches are responsible for registering the applications for CITES Certificate from organizations/individuals within their territories to Vietnam’s CITES Management Authority in December every year; license the Certificate on time to meet the demands of these organizations/individuals; manage, check and instruct the use of the Certificate; are responsible to the laws for managing and licensing the Certificate in their localities. Organizations/individuals licensed with CITES Certificate must register their demand for using the Certificate to the local Ranger Branch; register the design, logo, and label of their souvenir specimens; and make periodical reports on the use of the Certificate every six months.

CITES Certificate can be given to Vietnamese people settling abroad and foreigners (customers) engaging in export of specimens of wild fauna and flora species in conformity with the regulations. The Certificate is used in exporting completed souvenir specimens (not applied for living fauna and flora species) and each customer is given with the Certificate in maximum for four specimens of each species.
