Legislators debate master plan on development in disadvantaged areas

Viet Nam has 53 ethnic minority groups wiht total population of over 14 million people living in 51 provinces and cities, 548 districts, and 5,266 communal-level administrative units) across the country.

Ethnic people are mainly residing in Northwest, Central Highlands, Mekong Delta, Central Coast regions where poverty rate is highest due to low quality of workforce, adverse national conditions.

The Master Plan was designed to level the development gaps between the above regions and the rest of the country through introduction of a string of preferential policies to unleash development potential in these regions from now to 2030.

Some key targets through 2025 of the Master PLan for socio-economic development in ethnic, mountainous and disadvantaged areas.

The Government expects to double average income of enthnic people by 2 times by 2025 compared to that of 2020 and reduce poverty rate by 3-5% annually, according to the Master Plan.

The Government also targets to build roads to all communue centers, stablize life of 70% of households of spontaneous migrants, allocate land for housing and production, and keep forest coverage rate at 42%. 

The rate of trained workforce is expected to increase to 50% and the proportion of five-year-old children accessing full-day preschool is expected to increase to 98%.

The rate of people aged from 15 to 35 with fluent Vietnamese writing and reading skills is expected increase to over 95%.

By 2030, ethnic people's average income is expected to increase by 2.5 times compared to that of 2026 and the poverty rate is expected to decrease by 80% against 2020.

Major solutions to socio-economic development in ethnic, mountainous, disadvantaged areas

The Master Plan also envisages a series of solutions to soci-economic development in ethnic, mountainous and disadvantaged areas.

Accordingly, the Government will develop and issue list of criteria for recognition of the ethnic, mountainous and disadvantaged areas, paving the way for allocation of investment capital.

The Government will review, supplement and incorporate ethnic minority policies into a National Target Program on socio-economic development in ethnic and mountainous areas for the 2021-2030.

Preferential policies and mechanisms will also be develop to improve the quality of public employees working in ethnic and mountainous areas./.
