RESOLUTION

Key solutions for directing and managing the implementation of socio-economic development plan and State budget estimate in 2011

In 2010, despite of various difficulties and challenges, Việt Nam gained significant achievements in economic growth, macro-economic stability, poverty reduction, while social welfare, environment protection, administrative reform, socio-political stability, national defense and security, diplomatic work and the country’s international status were strengthening, thanks to the Party’s cohesive leadership, the Government’s decisive and effective management and direction, as well as the endless efforts and consensus of ministries, sectors, business community and the entire people. Many socio-economic objectives and norms of 2010 have been reached or passed the preset targets, significantly contributing to the realization of the socio-economic development plan for 2006-2010 period. However, besides the fundamental achievements, the economy still has some weaknesses and shortcomings, particularly in inflation curbing, trade deficit control, payment balance improvement, growth quality elevation, and settlement of social burning issues, therefore, in the time to come, it requires more efforts, consensus, and high determination from the whole Party, people, army and the political apparatus.

2011 is the first year of implementing the Socio-economic development plan for 2011-2015 period and the Strategy for socio-economic development in 2011-2020. The successful realization of the socio-economic development plan for 2011 is of significance to creating premises for concretization of the targets and tasks of the Plan and Strategy. 

The world’s economic picture is forecast to be complicated with implicit difficulties and challenges. To continue pursuing deep international economic integration, Việt Nam needs to timely grasp domestic and global economic changes, to consolidate management and direction work to ensuring macro-economic stability, to spur production and business, to ensure social welfare, and to stabilize people’s life.

The overall goal of the socio-economic development plan for 2011, which was approved at the 8th working session of the National Assembly (12nd tenure), is that: “Consolidating macro-economic stability and inflation curbing in combination with growth model renovating and economic structure transforming; striving for higher economic growth compared to 2010, elevating the quality, efficiency, and competitiveness of the national economy; ensuring social security and welfare, bettering people’s life; maintaining political stability; consolidating national defense; guaranteeing security, social order and safety; raising the efficiency of diplomatic work and international integration.” The goal is concretized in some key socio-economic targets, including the gross domestic product (GDP) up 7-7.5% against 2010, consumer price index grow less than 7%, total export turnover  up 10% against 2010, trade deficit under 18% of the export turnover, State budget overspending at around 5.3% of the GDP, total social investment capital equivalent to 40% of the GDP, enrollment for tertiary education  and vocational training up 6.5% and 16.5% respectively, job creation for 1.6 million laborers including 8.7 million workers sent abroad, ratio of poor households down by 2% under the new standard poverty benchmarks and reduces by 4% in 62 most poorest districts; 4% of communes qualifying the norms of new rural areas, 69% of environment law –breaking cases with serious damages to be fined; 82% of the medical solid waste to be treated; 83% of urban solid waste to be collected, and 40% of land covered by forest. 

To fruitfully implement the National Assembly’s Resolutions, including No. 51/2010/QH12 on the socio-economic development plan for 2011; No. 52/2010/QH12 on State budget estimate for 2011 and No. 53/2010/QH12 on State budget allocation for 2011, the Government asks ministries, sectors, the People’s Committees of provinces and centrally-governed cities to focus their management and regulation on the following key solutions:

Part I

KEY SOLUTIONS FOR MANAGEMENT AND DRECTION IN IMPLEMENTING THE SOCIO-ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET ESTIMATE FOR 2011

 

I. CONSOLIDATING MACRO-ECOMOMIC STABILITY, ENSURING MACRO BALANCES

  1. Inflation curbing, market stabilization

a)      The State Bank of Việt Nam must regulate monetary policy in a active, flexible and cautious manner, and coordinate with the Ministry of Finance and other relevant ministries to harmoniously combine monetary and fiscal policies in order to control the growth of total payment means, credit and to keep interest rates at reasonably low levels; actively and flexibly regulate the exchange rate on the basis of market signals; consolidate analysis and forecast capacity, actively adjust money supply to guarantee the liquidity of the banking system toward inflation curbing.

b)      The Ministry of Finance, in collaboration with the Ministry of Industry and Trade, and other ministries, sectors and localities, will be responsible for issuing or putting forward measures to amend, supplement, perfect legal price regulations, enhancing managerial measures over price registration-enumeration-posting and observation. The Ministry is assigned to take measures to prevent timely and effectively price elevation; to expand inspection and supervision of the implementation of price control regulations against key commodities subjected to price stabilization; and to give strict fines against cases infringing price regulations.

c)      The Ministry of Health, the Ministry of Industry and Trade, under their assigned competence and functions, will coordinate with ministries, sectors and localities to deploy synchronous and effective measures to control and ensure reasonable prices of medicines and milky products to minimize illegal price hikes.

d)      The Ministry of Industry and Trade will be responsible for collaborating with the Ministry of Finance and other ministries, sectors and localities:

-         To consolidate and enhance the efficiency of analysis and forecast work, closely keep watch of the domestic and international markets, of factors affecting prices of goods, to take timely actions on regulating supply and demand and stabilizing the market, particularly commodities subjected to price stabilization or key inputs for production and daily life, avoiding price hikes and goods shortage. To closely coordinate with ministries, sectors and localities to speed up production, to enhance the management of supply-demand of essential commodities and those subjected to price stabilization.

-         To deploy synchronously measures of market management, to closely combine task forces in charge of market control and inspection to inspect and control prices, market, to prevent speculation and illegal price hikes, particularly on such occasions as festivals, Lunar New Year, to give strict punishments against cases violating trade and market regulations.

-         To boost trade activities in grass-roots levels, rural areas, to develop market system, commercial collectives, shops and retail sales. To develop mechanisms, policies and to take proper measures to create linkages between producers and distributors-consumers in order to shape stable channels of goods circulation in combination with quality management and food hygiene and safety. To take proper measures to promote the role of mass organizations, consumers’ associations. To study, develop and apply proper mechanisms to encourage e-commerce development.

-         To finalize and submit to the PM, right in Q1/2011, the Master Planning Scheme on Việt Nam’s e-commerce development until 2020.

e)      Ministries and sectors in charge of State management over prices of State-controlled commodities and services like education and healthcare, are responsible for coordinating with the Ministry of Finance and other ministries, sectors and localities to:

-         Continue implementing roadmap for price adjustment on the basis of market rules against the State-controlled commodities like electricity, coal, clean water and others, encouraging investment for production, economical and effective use of these commodities; forecasting the impacts of price fluctuation of the commodities against the CPI and take necessary measures.

-         Develop and issue proper mechanisms and policies to gradually adjust the cost for education and healthcare services on the basis of market rules, in combination with proper policies on assisting the poor and those beneficiaries; enhance mobilization of social resources for upgrading the quality and efficiency of these services.

f)        Ministries and sectors, in charge of State management over prices of key commodities for production and daily life, will take prime responsibility to collaborate with the Ministry of Industry and Trade and other ministries, sectors and localities to continue developing and perfecting distribution systems of these commodities, especially the distribution system of food, petroleum, steel, fertilizers, and cement.

g)      The Ministry of Agriculture and Rural Development, in collaboration with ministries, sectors and localities, will be responsible for directing and developing food storage system that serves production and export.

h)      The Ministry of Information and Communications will take prime responsibility to coordinate with the Ministry of Finance, the Ministry of Industry and Trade and other ministries, sectors and localities to carry out information dissemination programs on mechanisms, policies, market situations in a timely, transparent, and precise manner.

  1. Controlling trade deficit, improving payment balance

a)      The Ministry of Industry and Trade will be responsible for coordinating with ministries, sectors and localities:

-         To identify key export products and branches with competitive advantages so that necessary measures will be taken to speed up export; to focus on inspection of the quality of exports. To continue bolstering planning and developing commerce infrastructure and storage facilities at border gates. To develop, issue and organize the enforcement of policies on encouraging businesses to absolutely save energy, materials, reducing input costs, applying new technologies in order to raise the quality and competitiveness of their export products. To develop and submit to the PM the National Action Program on exports development in Q1/2011.

-         To consolidate and enhance the efficiency of market forecast work, to regularly update and disseminate information on global markets, particularly key exports and markets, policy changes, application of trade barriers; to take specific measures to improve the effectiveness of commercial offices abroad; to speed up and improve the effectiveness of trade promotion activities abroad; to provide early warnings of lawsuits on anti-dumping against made-in-Việt Nam products and prepare necessary actions to prevent the lawsuits.

-         To develop the Strategy on negotiating free trade agreements (FTAs); to popularize, guide and assist the business community to effectively exploit the markets that have signed FTAs with Việt Nam; to proactively beef up negotiation of the on-going FTAs on the basis of comprehensive and close assessment of opportunities and challenges against the country in order to expand export market with priority given to investment attraction in supporting industries, high-class and value-added services that help create highly-competitive products in the global production and value chain.

-         To review agreements on mutual recognition between Việt Nam and other countries, to foster the signing of these agreements with big and potential export markets to facilitate outbound export, to overcome technical barriers, to reduce export costs, especially agricultural-forest-aquaculture products.

-         To issue preferential policies on tax, credit and land to support the development of auxiliary and consumption industries, prioritizing projects which help expand production capacity and create new momentum for export; to encourage association among industries, to standardize products to minimize costs. To perfect and submit to the Government the Project on supporting industries development in Q1/2011.

-         To draft and submit to the PM the National Action Plan on products development in replacement of imports in Q1/2011. To issue or propose the competent agencies to adopt and organize the implementation of proper mechanisms and policies to encourage businesses to pour investment in import-replacement projects with quality and competitiveness attained for quick circulation.

-         Publicize the list of non-essential commodities, the list of made-in-Việt Nam goods, the list of imports with possible damages to domestic production and people’s life. To draft and implement synchronous and effective measures of import control, particularly for those that not essential or equivalent to made-in-Việt Nam goods that meet required quality.

-         To enhance prevention of trade frauds, cheating of imported prices, cross-border smuggling, particularly petroleum, oil, tobacco, minerals.

-         Develop proper and effective mechanisms to encourage Vietnamese people to use domestically-made products and speed up the campaign “Buy Vietnam”; to instruct ministries, sectors, localities and businesses to design specific targets and plans to maximize the campaign.

b)      The Ministry of Finance will coordinate with ministries, sectors, and localities:

-         To regulate tax policy flexibly in support of export, reducing import and trade deficit. To continue reforming tax procedures and customs clearance to create favorable conditions for export.

-         To enhance inspection and supervision of imported goods, materials and equipment for State-funded projects, ensuring serious implementation of the PM’s instruction on using goods, materials and equipment that are already produced domestically with the similar quality.

-         To speed up pilot program on credit insurance for export.

-         To take necessary and effective measures to control or prevent businesses’ price raising of special imported goods, materials, machines and equipment.

c)      The Ministry of Planning and Investment, in collaboration with ministries, sectors and localities will take proper measures to attract more or speed up ODA and disbursement. To draft and submit to the PM the Project on orientations for ODA attraction, management and use and other preferential loans in Q4/2011.

d)      The State Bank of Việt Nam will be responsible for coordinating with the Ministry of Finance and other relevant ministries, sectors:

-         To enhance inspection and supervision of outward or inward capital flows, particularly foreign indirect investment (FII); to create favorable conditions to lure remittances; to speed up and improve efficiency of analysis and forecast work of the inward and outward capital resources in order to proactively regulate the foreign currency market, stabilize payment balance and propriety increase foreign currency reserve.

-         To use proper monetary tools to encourage commercial banks to provide loans for production of commodities with high export turnover.

e) The Ministry of Health, the Ministry of Natural Resources and Environment will coordinate with other ministries, sectors, and localities to draft mechanisms and policies on food safety and hygiene control and environment protection against imported commodities, then submit it to the Government in Q1/2011.

f) The Ministry of Science and Technology will be responsible for coordinating with the Ministry of Industry and Trade and other ministries to review, draft, issue regulations on technical standards, quality, food safety and hygiene of each category of imports, to gradually improve technical standards, quality, food safety and hygiene in accordance with the international requirements and the country’s realities; to limit the import of commodities which are out of date or cause harmful to people’s health, environment, particularly the commodities subjected to non-encouragement.

  1. Maintaining the stability of monetary, credit and banking systems

a)      The State Bank of Việt Nam will be responsible for coordinating with other ministries, sectors and localities:

-         To effectively regulate monetary tools; to control the growth of total liquidity and credit at reasonable rates, to take necessary measures to regulate the levels of interest rates of the credit institutions in support of macro-economic stability, inflation curbing, contributing to fostering production, business and people’s life; to take actions to assist commercial banks to provide loans for the development of agriculture, rural areas, small and medium-sized enterprises, export firms, and others operating in supporting industries. To minimize the use of administrative measures.

-         To continue perfecting legal framework on foreign exchange management; to regulate the foreign exchange market and exchange rate in a flexible and proper manner, in accordance with the demand-supply of foreign currency, to ensure the market liquidity, encourage export, reduce trade deficit, and improve the international payment balance and contribute to raising foreign currency reserve; to study, amend, and supplement regulations on management of the international payment balance.

-         To carry out synchronous and effective measures to control the foreign currency and gold markets; to prevent and seriously punish illegal gold trading and foreign currency exchange. To continue perfecting legal framework of, enhancing management-inspection-supervision-transparent information dissemination over the gold and foreign currency markets. To draft and perfect regulations on management of gold trading activities under the direction of expanding the State management role and tightening control over production and circulation of gold lumps. To put forth proper measures to reduce dollarization, to gradually change the current domestic mobilization-lending relation in foreign currency into buying-selling relation among credit institutions, then submit them to the PM for approval in Q1/2011.

-         To draft and submit to the PM a Project on speeding up non-cash payment in 2011-2015 period.

-         To continue reviewing and amending regulations on credit-banking safety in line with international practices and the country’s socio-economic conditions; to direct credit institutions to restructure their property and capital resources toward more safety and sustainability. To focus on reviewing and amending mechanisms and policies to raise credit quality, to enhance inspection, supervision of and issue early warnings of risks against the system; to assist commercial banks, credit institutions to prevent risks and ensure the banking system.

b)      The Ministry of Finance will be responsible for coordinating with other ministries, sectors and localities:

-         To finalize legal framework, expand management-inspection-supervision-transparent information dissemination of the financial markets, particularly bond, securities, insurance, real estate ones to improve efficiency of these markets and spur capital mobilization for socio-economic development.

-         To regulate capital mobilization plan for State budget and Government bond-based investment in an efficient way and in line with the market capacity, disbursement and absorbability.

c)      The Ministry of Justice will be responsible for coordinating with local authorities to enhance State management over notarization, authentication, guaranteed exchange registration, making sure that the works are transparent, clear, legal, and contributing to securing the credit system.

  1. Enhancing financial disciplines, striving for reduction in State budget overspending, securing Government’s unsettled debt, the country’s public debt and foreign debt

a)      The Ministry of Finance will be responsible for coordinating with other ministries, sectors and localities:

-         To strive to increase budget collection while reducing overspending to keep the State budget overspendings in 2011 lower than the level approved by the National Assembly and keep on the trend in the following years. To closely combine fiscal and monetary policies and others to attain the targets of socio-economic development in 2011.

-         To drastically direct and enhance management over State budget collection while mitigating losses and late tax payment, particularly in such areas of land, natural resources, tax declaration; to seriously observe legal regulations on public property auction; to strive to increase the State budget revalue by 5% compared with the National Assembly’s preset target. To quickly perfect institution and legal framework to ensure State auditing of betting activities and profit-making games.

-          To intensify inspection, supervision, auditing the State-allocated items of expenditure, refinanced loans, Government-guaranteed loans, items of expenditure originated from State financial funds, loans or advanced items of ministries and localities. To continue supplementing and perfecting sanctions for serious punishments again cases violating regulations on State budget usage.

-         To ensure expenses for implementation of preferential policies given to State merited people; of assistant policies given to social welfare beneficiaries; of the newly adopted national poverty standard. To coordinate with other ministries, sectors and localities to strictly manage national- and local-level programs and projects; to inspect and supervise the use of financial resources in implementation of social security and welfare policies to make sure that these policies are effective carried out and benefit the right people.

-         To perfect institution, exercise management and close supervision of Government’s debt, public debt, making sure that they are under safe control; to enhance management, supervision of loans use for high efficiency and safe financial system. To complete and submit to the Government the Strategy on national debt until 2020 with vision to 2030 in Q1/2011

b)      The Ministry of Planning and Investment will be responsible for coordinating with the Ministry of Finance and other ministries, sectors and localities to expand inspection, supervision of projects funded by the State capital resources, ensuring full observation of investment regulations and fulfilling projects on schedule; to focus capital on effective projects which can be feasibly completed and put into operation in 2011; to minimize capital advances and expansion of the list of projects funded by State-bond; to decisively reallocate or take back capital of projects which have been deployed slowly or ineffectively; to intensify thrift practice, fighting wastefulness, and severely punishing cases violating legal regulations on State capital use.

c)      Ministries, sectors and localities will exercise strictly financial and budget disciplines, foster inspection and supervision of State capital use; to review and prioritize capital for effective projects which can be feasibly completed in 2011 and 2012. The Ministry of Planning and Investment will take prime responsibility to instruct ministries, sectors and localities to inspect and supervise closely the adjustment to the increase of total investment levels for projects using State capital. The adjustment must be carried out in accordance with adopted process, legal procedures at minimum level.

II. SPEEDING UP ECONOMIC STRUCTURE TRANSFORMATION IN COMBINATION WITH RENOVATING THE GROWTH MODEL, IMPROVING PRODUCTIVITY, QUALITY, EFFECTIVENESS AND COMPETITIVENESS OF THE NATIONAL ECONOMY

  1. Speeding up economic structure transformation in combination with renovating the growth model.

a)      The Ministry of Planning and Investment will be responsible for coordinating with ministries, sectors and localities:

-         To continue bettering and improving the quality of socio-economic development planning work, ensuring conformity and connectivity between socio-economic development planning and those of sectors, regions, and domains. To enhance inspection and supervision of observation of planning among ministries, sectors and localities, particularly the combination between regional and sectoral planning. To timely put forward to competent agencies to address shortcomings of planning management and implementation work.

-         To devise plan and roadmap for the development of economic zones, industrial parks with geo-economic advantages in combination with sectoral structure transformation, formation of value chain and production-business network, professionalization and improvement of product quality.

-         To draft and submit to the PM for approval the Planning on human resource for 2011-2020 that meet targets and norms of socio-economic development at national, sectoral and local scales. To instruct and supervise the implementation of human resource planning schemes of ministries, sectors and localities.

-         To perfect institutions, mechanisms, policies on investment, improving rationality and effectiveness of investment structure. To focus on investment attraction into highly-advantaged economic sectors and regions. To closely control the granting of certificates to, and manage projects using extensive energy and natural resources; to stop granting new certificates to or revoke certificates of projects with wasteful use of energy and natural resources and causing environmental pollution.

-         To review, amend and supplement the decentralization mechanism of investment management toward centralism and focus, ensuring socio-economic efficiency at national, sectoral, regional, and local scales in short, medium and long terms. To expand State management role of the central agencies toward direct management of certain fields of natural resources exploration, land use, casino, profit-making online games, and projects with extensive use of electricity and water that considerably affect the environment.

-         To continue perfecting institution, developing new mechanisms and policies in order to fully exploit potentials and resources for socio-economic development in combination with the consolidation of national defense and security of Việt Nam’s territorial waters.

-         To continue perfecting, then in Q/2011 submit to the Government the Project on quick renovation and transformation of the economic structure for 2011-2020 period.

b)      The Ministry of Industry and Trade will be responsible for coordinating with the Ministry of Planning and Investment and other ministries, sectors and localities to select products and services of competitive advantages to design proper mechanisms and policies to mobilize resources for raising the proportion of added values to the products and services which meet environmental standards towards the reduction in the proportion of labor-, energy-, imported material-intensive products.

c)      The Ministry of Agriculture and Rural Development will take prime responsibility to coordinate with ministries, sectors and localities”

-         To choose farm produce with competitive advantages, high domestic and international demand and potentials in order to design proper mechanisms and policies to encourage and speed up production of these produce; to develop new production models in agriculture, bio-agriculture, clean agriculture, high-tech agriculture, and highly-economic valued products.

-         To continue spurring investment in building a system of storage facilities for some key farm produce, commodity production zones and developing processing industry.

-         To review, perfect and coordinate to speed up the implementation of regulations on credit, technical, technological, agricultural infrastructure, and rural area assistance. To continue perfecting institution and beefing up the implementation of the National Goal Program on building new rural areas. To focus management and regulation on the realization of agricultural and rural planning for communal administrative level.

d)      The Ministry of Finance will be responsible for coordinating with the Ministry of Agriculture and Rural Development, other ministries, sectors and localities for pilot implementation of agricultural production insurance; to adopt proper assistant policies to encourage peasants to purchase insurance, businesses to design insurance products for key commodities that strongly affect production and daily life.

e)      The Ministry of Culture, Sports and Tourism will be responsible for coordinating with other ministries, sectors and localities to continue perfecting mechanisms and policies to create resources for tourism development, effectively deploying tourism promotion programs; to enhance direction and coordination in designing planning schemes and infrastructure development for tourism, in educating workforce for tourism sector so as to make it one of the country’s economic spearheads to strengthen socio-economic development.

f)        The Ministry of Transport will be responsible for coordinating with other ministries, sectors and localities to take proper and specific measures to increase public transport capacity in big cities; to develop various transport models, improving transport means and services to meet the rising demand for quality and quantity of passengers and goods, contributing to ease traffic congestions particularly in big cities.

g)      The Ministry of Science and Technology will be responsible for coordinating with other ministries, sectors and localities to speed up the Program on national product development under the PM’s Decision No. 2441/QĐ-TTg dated on December 21, 2010.

  1. Developing infrastructure, enhancing mobilization of resources for development

a)      The Ministry of Planning and Investment will be responsible for coordinating with other ministries, sectors and localities:

-         To focus the State resources on synchronous investment in key projects for high efficiency. To take measures to mobilize resources to ensure adequate capital, land, workforce, energy for investment development, particularly key transport axis of roads and railways, and power projects.

-         To improve quality, efficiency of public investment; to focus investment on key projects with difficult capital recovery. To review and re-arrange the list of State-funded projects in prioritized investment order; to pay attention to allocate capital for key, urgent, effective projects which can be feasibly completed in 2011 and 2012. To review, amend and supplement the current regulations on cost per unit (CPU) of constructions, projects, firstly the State-funded projects.

-         To intensify effective inspection and supervision of the use of development and Government-bond capital. State-bond capital will not be allocated to projects without preset target, uncompleted fulfillment of investment procedures, non-urgency, and inefficiency. To reallocate capital between constructions and projects within the same area in accordance with progress and accomplishment; not to shift State-bond capital that is not used up, to the next year.

-         To continue perfecting legal framework and take necessary measures to enhance mobilization of social resources for infrastructure development, to encourage public-private partnership (PPP), private investment, and foreign investment in infrastructure.

-         To enhance inspection and supervision of investment. To thoroughly implement measures of thrift practice, anti-wastefulness, and anti-corruption in public investment.

b) The Ministry of Finance will be responsible for coordinating with other ministries, sectors and localities:

- To perfect institution, mechanisms and policies on capital mobilization for development through financial, securities, bond markets, consolidating capital mobilization and use for socio-economic development.

- To raise the efficiency of the financial market through building mechanisms on encouraging the development of intermediate financial organizations, diversifying and improving the quality of financial services, modernizing information technology system and exchange infrastructure, disseminating information, building staff capacity.

- To verify and submit to the Government for approval of the Plan on issuing Government’s guaranteed bonds that will be conducted by the Bank for Development of Việt Nam, Việt Nam Bank for Social Policies; to fully observe the Government guarantee for social policy banks, programs and projects funded by the Government-guaranteed bonds; to enhance inspection and supervision of capital use.

- To continue perfecting institution, mechanisms and policies, enhancing inspection and supervision of lottery activities.

c) The Ministry of Natural Resources and Environment will be responsible for coordinating with other ministries, sectors and localities:

- To review and assess comprehensively the implementation of and put forward to amending and supplementing the Law on Land. To perfect institution, mechanisms, and policies on land management and use, ensuring State budget collection and legitimate interests of people when their land use right is changed; to design comprehensive solutions to raise the efficiency of land use and promote the role of the real estate market so that to make the land value become of one important resources for socio-economic development.

- To enhance inspection and supervision of land use situation of projects and businesses; to resolutely revoke land that is wrongly used, without approved planning, wastefully and inefficiently used. To strictly punish activities relating to price speculation, price hikes, illegal profit seeking, or cases violating land law and land use.

- To focus on the settlement of compensation, site clearance, resettlement in support of people’s legitimate interests, contributing to speeding up investment process and scheduled operation of projects.

- To coordinate with the Government Inspectorate and other ministries, sectors and localities to focus on consolidating timely and complete settlement of denunciations and complaints relating to land so as to avoid adverse consequences and public angry, particularly in local level. To give strict punishments against cases violating legal regulations on land management and use.

d) The Ministry of Transport will be responsible for coordinating with other ministries, sectors and localities to center on consolidating and enhancing capacity of investment and construction consultancy, management capacity over traffic constructions; to intensify supervision of investment in transport projects to ensure their required quality and efficiency.

e) The Ministry of Construction will be responsible for coordinating with ministries, sectors and localities to draft and submit the Project on renovating management mechanism in construction investment to the Government in Q2/2011.

3. Ensuring adequate electricity supply for production and consumption

a) The Ministry of Industry and Trade will be responsible for coordinating with other ministries, sectors and localities:

- To focus on removing barriers and difficulties, taking synchronous and drastic measures so that contractors can speed up the implementation, transfer and operation of power plants and projects with required quality and schedules.

- To review, amend, supplement the regulations on production, supply and consumption of electricity; to closely inspect and supervise the power use in businesses, investment projects for economical use and efficiency; to design mechanisms and policies on encouraging electricity savings in production and consumption; to severely give punishments to cases violating legal regulations on production, distribution and use of electricity.

- To direct the power sector to strive for adequate power supply for production in 2011 with minimum power cut. To develop and submit to the Government in Q1/2011 the Program on national electricity savings with specific and proper measures to encourage economical power use, striving for 10% power savings in production and consumption respectively.

- To develop and submit to the Government in Q1/2011 the Project on establishment and operation of the National Steering Committee on electricity to ensure unity and improve the efficiency of management and regulation work relating to power production, distribution and consumption at national, sectoral and local scales.

b) Ministries, sectors and localities focus on synchronously and drastically directing measures on creating favorable conditions for spurring implementation, transfer and operation of power plants and projects; to develop specific programs and plans on electricity savings in production and consumption within the competence of each ministry, sector and locality.

h)      The Ministry of Information and Communication will be responsible for coordinating with the Ministry of Industry and Trade and other ministries, sectors and localities to speed up information dissemination of policies and mechanisms on power generation, distribution and use; to carry out practical television and broadcasting programs to mobilize and encourage businesses and people to save power.

4. Enhancing renovation and effectiveness of businesses

a) The Ministry of Planning and Investment will be responsible for coordinating with other ministries, sectors and localities:

-         To perfect institution, mechanisms and policies on exercising State management and ownership function over State-owned enterprises (SOEs), separating State administrative management function from State ownership function in the SOEs; to strengthen and consolidate legalized organizations in SOEs.

-         To perfect mechanisms and policies on encouraging strong development of non-public businesses and economic organizations; to create equal environment among businesses of all economic sectors; to ensure equal opportunities and accessibility of businesses to resources, particularly land and credit capital. To effectively organize the implementation of the Program on legal assistance to businesses. To adopt mechanisms and policies to shape effective and sustainable development of small and medium-sized enterprises (SMEs), collective economic organizations.

-         To strengthen management, inspection, and supervision of business operations, ensuring strict observation of regulations on sectoral and regional planning, effectively mobilizing and using resources, protecting the environment and other legal stipulations.

a)      The Ministry of Finance will be responsible for coordinating with other ministries, sectors and localities:

-         To perfect management mechanism, and enhance inspection and supervision of State agencies over the SOEs; to strengthen and consolidate capacity, effectiveness, self-reliance, responsibility of State-owned economic groups, corporations, and enterprises.

-         To continue speeding up the re-arrangement, equitization and reduction of SOEs with State’s dominating capital proportion, focusing on the economy’s central sectors and fields in which non-public sectors do not engage in; to abolish business monopoly in some branches that affects the national economy like petroleum, electricity and water supply, etc.

-         To expand inspection and supervision of loan borrowing, loan use, and debt payment in SOEs to avoid the collapse or bankruptcy resulted from insolvency. To decisively dissolve poorly-performed and ineffective SOEs.

-         To study, develop mechanisms and policies to further capital mobilization for production and businesses To speed up the pilot implementation of credit insurance for export, credit assistance for agriculture, for small and medium-sized enterprises under various forms or proper State assistance to facilitating credit sources for production and business, particularly export businesses, and SMEs, agriculture and rural areas.

b)      Ministries, sectors, provincial and centrally-governed People’s Committees, Management Boards, Council of members, General Directors, Directors of State-owned economic groups, corporations, enterprises must strictly and fruitfully carry out the re-arrangement, renovation, development and effectiveness improvement in SOEs that is stipulated in the Announcement No. 174/TB-VPCP dated on June 28, 2010 and PM’s Directive No. 1568/CT-TTg on the implementation of the Politburo’s Conclusion No. 78-KL/TW dated on July 26, 2010.

  1. Improving quality and effectiveness of foreign direct investment attraction and use

a)      The Ministry of Planning and Investment will be responsible for coordinating with other ministries, sectors and localities:

-         To develop proper mechanisms and policies to encourage or attract investment projects which form the network of production and business of supporting industries to establish value chain.

-         To review, amend, supplement decentralization regulations on investment management, ensuring the activeness of localities in combination with responsibilities, institutional system and enhanced inspection and supervision role of ministries and central agencies. To give severe punishments to law-breaking cases relating to foreign direct investment management.

-         To perfect information and report regime, to strengthen inspection, supervision and evaluation of foreign direct investment activities in Việt Nam and the country’s outward investment.

-         To issue legal documents on synchronous management and regulation of investment promotion activities nationwide; to develop Strategy on investment promotion that is capable of comprehensively regulating the national investment promotion activities; to develop and publicize list of projects that need foreign investment capital in 2011-2015.

b)      The Ministry of Science and Technology will be responsible for coordinating with the Ministry of Planning and Investment and other ministries, sectors and localities to review, amend, and supplement legal regulations on technical standards, technology transfer for foreign-funded projects and enterprises.

c)      The Ministry of Labor, War Invalids and Social Affairs will be responsible for coordinating with the Ministry of Planning and Investment, other ministries, sectors and localities to review, amend, supplement legal regulations on labor training and use and mechanisms and policies on salary, income, preferential treatments for workers in foreign-funded projects and enterprises.

d)      The Ministry of Natural Resources and Environment will be responsible for coordinating with the Ministry of Planning and Investment, other ministries, sectors and localities to review, amend and supplement legal regulations on environment protection for foreign-funded projects and enterprises. To stop licensing certificates or revoke certificates of foreign-funded projects with wasteful use of land, energy, natural resources, minerals or breaking environmental law.

  1. Improving productivity, quality, efficiency and competitiveness of the national economy

The Ministry of Planning and Investment will be responsible for coordinating with other ministries, sectors, and localities:

-         To deploy synchronously and effectively and in a specific roadmap the PM’s Decision No. 1914/QĐ-TTg dated on October 19, 2010, on approving the Project on solutions for improving growth quality and efficiency and competitiveness of the economy.

-         To quickly draft and implement proper mechanisms and policies to encourage improvements in productivity, quality, and efficiency of businesses, focusing on scientific and technological , small and medium-sized, supporting industrial enterprises.

-         To design proper mechanisms and policies to encourage the formation and  development of strong economic groups with well-known trademarks that can compete in domestic and international markets.

-         To boost the deployment of online business registration nationwide, creating favorable conditions for people and businesses to conduct business registration. To adopt necessary mechanisms and policies for, and create favorable conditions to assist businesses’ human resource training and development, technological and scientific applications, information dissemination about local and international markets, business partners, legal regulations.

III. DEPLOYING PLANNING, IMPROVING WORKFORCE QUALITY, INTENSIFYING SCIENTIFIC AND TECHNOGICAL APPLICATION

  1. Deploying planning on human resource in 2011-2020 period.

a)      Ministries, sectors, and provincial and centrally-governed People’s Committees, in Q1/2011, will ratify and implement human resource planning under their assigned competence for 2011-2020. The Ministry of Planning and Investment will be responsible for coordinating with other ministries, sectors and localities to sum up and submit to the Government in Q2/2011, the Planning Scheme on human resource development for 2011-2020 period.

b)      Provincial and centrally-governed People’s Committees, where key economic zones, industrial parks, high-tech parks are located, must actively work with the Ministry of Education and Training, the Ministry of Labor-War Invalids and Social Affairs, the Ministry of Construction to train and meet the labor demand in terms of quantity and quality of businesses operating in these areas; at the same time, to pay attention to and create favorable conditions for laborers to work and live.

  1. Improving the workforce quality

a)      The Ministry of Education and Training will be responsible for coordinating with other ministries, sectors and localities:

-         To perfect and submit the Strategy on education and training development in 2011-2020 to the PM for approval in Q2/2011.

-         To continue improving education and training quality of all school levels on the basis of implementation of the Strategy on education and training development, National Goal Program on education and training, Program on universalization of nursery education for children of five, Program on upgrading schools, classrooms, and public houses for teachers; renovating and strengthening the effectiveness of ethic and lifestyle education for pupils and students.

-         To actively implement the National Assembly’s Resolution on renovating financial mechanisms for education and training, PM’s instructions on renovating tertiary education management in 2010-2012.

-         To organize the review of social mobilization work of education and training in 2006-2010, to propose measures to boost the work in 2011-2015, then submit them to the Government in Q2/2011.

b)      The Ministry of Labor-War Invalids and Social Affairs will perfect and submit the Strategy on vocational training development in 2011-2020 period and Program on vocational training for rural laborers to the PM for approval in Q2/2011. To expand scope of, while heightening vocational training quality to increase the proportion of trained labor in terms of quantity and quality; to develop proper mechanisms, policies on encouraging the development of linkages between labor employers and training facilities; to enhance demanded training; to adjust training structure in accordance with the country’s socio-economic development orientations.

c)      The Ministry of Construction will coordinate with the Ministry of Education and Training, provincial and centrally-governed People’s Committees to speed up progress of building hostels under the related Program.

d)      The Ministry of Finance will be responsible for coordinating with the Ministry of Education and Training, State Bank of Việt Nam, Ministry of Labor-War Invalids and Social Affairs, Ministry of Planning and Investment, Việt Nam Bank of Social Policies, Bank for Development of Việt Nam to allocate adequate capital for the implementation of programs on: providing loans for pupils and students, upgrading schools, classmates, and public houses, building hostels.

e)      Ministries, sectors and localities will coordinate with the Ministry of Education and Training, Ministry of Labor-War Invalids and Social Affairs and investors, on the basis of approved human resource development planning, to actively organize training work for high qualified human workforce to timely meet the demand of businesses, organizations, and individuals.

f)        The Ministry of Culture, Sports and Tourism will be responsible for coordinating with the Ministry of Health, Ministry of Education and Training, Việt Nam Women’s Union, and relevant agencies to submit to the PM for approval Programs on: improving height and physical strength of Vietnamese people, Vietnamese sustainable family development, Việt Nam’s culture development and promotion.

  1. Enhancing scientific and technological application

The Ministry of Science and Technology will take prime responsibility to coordinate with other ministries, sectors and localities:

-         To perfect and submit to the PM for approval in Q2/2011of the Strategy on scientific and technological development and application in 2011-2020 period. To speed up the realization of the Program on national products development.

-         To bolster the transfer of scientific and technological R&D results to agricultural production.

-         To develop and adopt mechanisms and policies on properly supporting the establishment of scientific and technological enterprises, on encouraging businesses to renovate technologies, master imported technologies towards creation of technologies, especially those of energy- and input-savings, improving value and competitiveness of products.

-         To take measures to spur the development of scientific and technological services, particularly those of information, consultancy, mediation, evaluation, verification, intellectual property, technical standards.

-         To develop and consolidate the system of centers for scientific and technological information, scientific and technological application, and scientific and technological development funds; to strengthen the development of scientific and technological market, of various forms of technology and equipment market, of electric exchange floors, technology exchange centers in the country’s key economic regions.

-         To continue preparing necessary conditions in terms of infrastructure, legal framework, human resource, techniques, and safety for nuclear power development; to deploy the Master Planning on development and application of nuclear energy for peaceful purpose until 2030.

IV. ENSURING SOCIAL WELFARE IN COMBINATION WITH THE IMPLEMENTATION OF SUSTAINABLE POVERTY REDUCTION PROGRAM, IMPROVING THE QUALITY OF HEALTHCARE, GUARANTEEING PEOPLE’S CULTURAL AND SPIRITUAL LIFE

  1. Ensuring social welfare in combination with the implementation of sustainable poverty reduction program

a)      The Ministry of Planning and Investment will be responsible for coordinating with other ministries, sectors and localities:

-         To verify and submit to the PM the contents and norms of capital allocation for the National Goal Program; to recapitulate and submit to the Government to report to the National Assembly Standing Committee the projected capital allocation plan for National Goal Programs based on which to allocate capital for ministries, central agencies and localities prior to January 31, 2011.

-         To actively negotiate with international financial institutions, foreign governments and organizations to acquire preferential long-term loans with reasonable interest rates to supplement capital for poverty reduction, job creation, students and pupils’ educational expenses, poor households’ demand, and other social welfare targets.

b)      The Ministry of Labor, War Invalids and Social Affairs will be responsible for coordinating with other ministries, sectors and localities:

-         To quickly finalize the Government’s draft Resolution on orientations of sustainable poverty reduction in 2011-2020 period, then submit it to the Government in Q1/2011.

-         To speed up solutions for fast and sustainable poverty reduction in 62 poorest districts, Program on poverty reduction in extremely disadvantaged communes and villages, the National Goal Program on sustainable poverty reduction in 2011-2015 period, supporting poorest districts’ labor export.

-         To continue perfecting policies for people with meritorious services to the country, people who volentarily joined the Vietnamese people’s army at young ages; pension policies; to speed up the settlement of unfinished works relating to confirmation and recognition of people taking part in resistance wars so that they can be benefited from preferential policies. To diversify forms and models of social assistance and relief. To strengthen inforation dissemination to improve peoples’s awareness of, and effectively organize the implementation of gender equality in all social aspects. To raise the quality and effectiveness of caring and protection of children.

-         To conduct planning, invest in developing detoxication and post-detoxication centers, particularly in key localities, rehabilitation-bringing-up centers, sanatoriums, caring and consultancy centers for the convicted, chronic mental patients, orphans, homeless disabled persons.

c)      The State Bank of Việt Nam will take prime responsibility to coordinate with other ministries, sectors and localities to fruitfully carry out measures of expanding credit access for the poor, agricultural sector, rural areas and peasants.

d)      The Ministry of Finance will be responsible for coordinating with other ministries, sectors and localities to design and perfect credit mechanisms and policies for the poor, credit lending to pupils, students and social welfare beneficiaries, particularly ethnic minorities and the poor, in line with the set poverty reduction orientations for 2011-2020 period.

e)      The Ministry of Construction will be responsible for coordinating with other ministries, sectors and localities to continue implementing programs on building hostels, houses for low-income groups in urban areas and for workers in industrial parks, thickening house background in the Mekong Delta, supporting poor households to build houses in rural areas.

f)        The Ministry of Agriculture and Rural Development will be responsible for coordinating with other ministries, sectors and localities to well organize the supervision and valuation of impacts and damages caused by natural disasters and epidemics so that the related funds can be used proactively and social resources can be mobilized timely to overcome consequences for quick restoration of production and people’s life stability.

g)      The Committee for Ethnic Minorities will coordinate with ministries, sectors and localities:

-         To continue directing the effective implementation of policies for ethnic minorities like those on land for production, clean water, housing land for poor ethnic minorities, evacuation and re-settlement for wandering hill-tribes; of the Program on assisting poverty reduction in extremely difficult communes and villages in 2011-2015 period.

-         To study and develop specific socio-economic development policies for ethnic and mountainous areas in 2011-2015 period.

h)      Ministries, sectors and localities will look back and review the implementation of the national goal programs and the national programs in 2006-2010 within their competence; while designing plans for the implementation of the national goal programs and national programs in 2011-2015 in the direction of clarifying targets, scopes and objects so that these programs can be combined in terms of contents, management, and regulation, then sending to the Ministry of Finance for verification, recapitulation, and submission to the Government in Q1/2011.

  1. Speeding up job creation

The Ministry of Labor-War Invalids and Social Affairs will be responsible for coordinating with other ministries, sectors and localities:

-         To expand scope and improve the quality of vocational training, fruitfully carry out approved projects and programs on vocational training; to combine vocational training with job creation and improvement in laborers’ incomes.

-         To synchronously deploy mechanisms and policies on job creation and vocational training, particularly for the poor, rural laborers, ex-servicemen, and urbanized areas.

-         To expand manpower export markets, especially high-demand and safe ones; to fruitfully carry out policies, programs, and projects on manpower export; to intensify vocational training, provide basic knowledge for and necessary assistance to migrant workers.

-         To continue implementing measures on encouraging and supporting businesses, production facilities to hire more labor; to follow well regulations on salary, social insurance, unemployment insurance, and other preferential policies for unemployed people; to build progressive, harmonious, healthy working relations in businesses.

-         To develop database, enhance forecast on labor supply and demand; to boost activities of job introduction, consultancy, information dissemination of labor markets.

-         To direct the implementation of labor safety and sanitation work, improve working conditions and environment; to develop progressive, harmonious, and healthy working relations in businesses.

  1. Improving the quality of health work and massive healthcare

a)      The Ministry of Health will be responsible for coordinating with other ministries, sectors and localities:

-         To speed up the progress and putting into operation of grass-roots hospitals funded by the Government bonds, particularly district-level hospitals; to adopt roadmap and specific measures to overcome overloaded situation in central-and provincial-level hospitals, especially those specializing in fatal diseases. To expand the application of medical staff rotation to help grass-roots medical establishments to improve their treatment capacity.

-         To enhance State management over production, import, distribution, and supply of medicaments; to adopt strict supervision mechanisms on prices of medicaments, particularly in private healthcare sector.

-         To speed up mobilization of social resources for medical services, healthcare through encouraging public-private, private and foreign-funded medical examination and treatment facilities with proper mechanisms and policies on land, site clearance, human resource. To diversify medical services, encourage the development of high-tech medical services. To expand the mobilization of various resources for construction of medical waste management and treatment system.

-         To study and renovate healthcare insurance mechanisms towards compulsory minimum insurance levels for all; to adopt mechanisms and policies to engage the private sector in providing these services.

b)      Ministries, sectors and localities will proactively apply proper preferential mechanisms and policies on land, site clearance, human resource, credit, etc., to beef up the mobilization of social resources for medical, healthcare services in order to meet people’s increasingly demand.

  1. Ensuring people’s cultural and spiritual life

a)      The Ministry of Culture, Sports and Tourism will be responsible for coordinating with other ministries, sectors and localities:

- To adopt plans and programs on cultural development in combination with tourism and other economic development. To organize effective implementation of the campaign “the whole people are unified to build cultural life.”

- To conserve, embellish and promote tangible and intangible cultural values of historical and cultural relics systems in combination with tourism development. To coordinate with localities to well organize the festivals, cultural and sportive activities to ensure saving, social security and order.

b) The Ministry of Information and Communications will be responsible for coordinating with other ministries, sectors and localities:

- To raise the quality of information, mass media, and publication; to widen television and broadcasting coverage with ethnic languages in remote and mountainous areas. To encourage the creation of cultural and literary works. To adopt and fruitfully implement the plan on scientific and technical development and technological application in information and communication work.

To organize regular press briefings to provide information on socio-economic performance to the mass media. To enhance the development of telecommunication and Internet services; to step up information technology application in State agencies and society, contributing to strengthen socio-economic development and international integration.

V. EXPANDING NATURAL DISASTERS’ PREVENTION AND CONTROL, ENVIRONMENT PROTECTION, AND CLIMATE CHANGE RESPONSE

1. Preventing natural disasters and coping with climate change

a) The Ministry of Natural Resources and Environment will be responsible for coordinating with other ministries, sectors and localities:

- To focus investment on material infrastructure, equipment, and training for research and forecast facilities in charge of natural disasters and climate change; to improve forecast capacity of the weather, hydrometeorology to serve production and daily life.

- To center on realizing the National Goal Program on coping with climate change, particularly sea level rise, prioritizing resources for important and coastal areas. To investigate, study, and evaluate impacts of the climate change so that it can be incorporated in strategies, planning schemes, plans, programs on socio-economic development of sectors, regions, localities and the whole country. To develop and report to the Government, in Q2/2011, the Project on bio-diversity protection in order to mitigate consequences of and adapt to the global climate change.

b) The Ministry of Agriculture and Rural Development will be responsible for coordinating with other ministries, sectors and localities to effectively deploy programs on upgrading sea-river dykes, to adopt measures to prevent inundations in big cities; to actively direct effective response to natural disasters, storms and flood; at the same time, taking timely and effective solutions to prevent droughts; to fruitfully carry out the program on population arrangement and evacuation away from areas most vulnerable to natural disasters.

c) The Ministries of Construction will be responsible for collaborating with other ministries, sectors and localities to investigate and report to the PM in Q2/2011 the project, model, mechanism on building anti-natural disaster houses in accordance with real conditions and features of provinces, areas, regions which are frequently hit by storms, flood, and natural disasters.

2. Enhancing environment protection, improving efficiency of natural resources exploration and use

a) The Ministry of Natural Resources and Environment will be responsible for coordinating with other ministries, sectors and localities:

- To continue investigation and development of, submit to competent agencies to issuing or amending and supplementing the legal and technical standards systems on environment protection.

- To strengthen inspection, supervision and detection of, giving strict punishments to acts violating the environment law. To focus on addressing issues relating to environment protection in trade villages, industrial parks and urban areas.

- To step up information dissemination to raise the whole society’s awareness and responsibility of the environment protection. To proactively boost international cooperation, particularly in the management and exploration of rivers with relevant countries.

- To study, amend, supplement mechanism and policies to improve the effectiveness of natural resources exploration and use while mitigating impacts on the environment. To review, amend, and supplement decentralization mechanism on management, exploration of minerals, land, forests, water, and other fields with impacts on the environment.

- To strictly control certificate licensing and management of natural resources exploration; extension, addition, and granting of new licenses to minerals and natural resources exploration businesses will not be considered if they have failed to observe legal regulations on environment protection. Cases infringing legal stipulations on management and exploration of natural resources and minerals will be seriously punished.

b) The Ministry of Construction will be responsible for coordinating with other ministries, sectors and localities:

- To organize the implementation of the Program on preventing clean water losses and revenue loss, on solid waste treatment; to build planning on water drainage and sewage water systems, especially in residential areas, industrial parks.

- To inspect, review, amend, supplement or propose to amend, supplement properly and timely regulations, mechanisms, and policies on cement development planning, construction material planning, ensuring the target of environment protection, economical use of minerals and energy.

c) The Ministry of Industry and Trade will be responsible or coordinating with other ministries, sectors and localities to inspect, review, amend, supplement or propose to amend, supplement timely and properly the regulations, mechanisms, policies and planning of the steel sector, ensuring economical use of minerals, energy and environment protection.

d) The Ministry of Agriculture and Rural Development will be responsible for coordinating with other ministries, sectors and localities to take synchronous measures for sustainable protection and development of forest resources; to strengthen the protection of specialized and protective forests; to encourage quick development of productive forests. To take necessary mechanisms and policies to ensure legitimate rights of and encourage people to transplant, protect and explore forests in a proper and effective manner. To coordinate in direction, giving severe punishments against cases violating legal stipulations on management and protection of forests.

d) The Ministry of Finance will be responsible for coordinating with the Ministry of Natural Resources and Environment, other ministries, sectors and localities to study and submit to competent agencies for approval of new regulations on, or amend, supplement the current regulation on tax, fees, charges relating to the environment protection, exploration and use of minerals.

VI. CONTINUING TO PERFECT LEGAL SYSTEM, SPEEDING UP ADMINISTRATIVE REFORM, IMPROVING EFFICIENCY OF STATE MANAGEMENT, EXERCISING THRIFT PRACTICE, FIGHTING WASTEFULLNESS, CONSOLIDATING ANTI-CORRUPTION

1.      Speeding up administrative reform, improving efficiency of State management

a)      The Ministry of Home Affairs will be responsible for coordinating with other ministries, sectors and localities:

-         To finalize the Master Program on State administrative reform in 2011-2020 period and submit it to the Government in Q1/2011.

-         To review, perfect the decentralization mechanism on management between central and local levels, ensuring the Central’s synchronous management and local level’s activeness, creativeness, deep understanding of realities; to combine decentralization with enhancement of superior inspection, supervision and inferior responsibility, giving prominence to the responsibility of chiefs.

-         To continue implementing the pilot policy on discovering, attracting, appointing and giving preferential treatments to talented public servants. To improve people and business community’s consultancy quality in administrative reform.

-         To coordinate with the Office of Government to deploy administrative procedures control in ministries, sectors and localities.

-         To collaborate with the Ministry of Justice, other ministries, sectors and localities to study, develop and introduce compulsory norms of legal knowledge among the public servants.

-         To deploy public inspection task to ensure administrative disciplines and improve public morality; to renovate the recruitment regime and method for public servants in order to gradually heighten the quality of the public servants.

-         To provide instructions to ministries, sectors and localities to recapitulate, evaluate the performance of their term, the implementation of assigned functions and missions of each ministry, sector and locality. Based on that, proposing changes in organizational apparatus, functions, missions and management decentralization for the next term, then submit to competent agencies for approval.

-         The Office of Government will be responsible for coordinating with ministries, sectors and localities to continue fruitfully implementing the Project on streamlining administrative procedures, expand control over administrative procedures. To develop and submit to the PM in Q1/ 2011 the PM’s Decision on assigning tasks to ministries, sectors and localities to implement the National Assembly’s Resolution on the outcomes of overseeing administrative procedures reform in 2011-2010. To continue supplementing, perfecting the national database on administrative procedures. To urge ministries, sectors and localities to fully carry out streamlining administrative procedures that was adopted by the Government.

b)      The Ministry of Planning and Investment will be responsible for coordinating with other ministries, sectors and localities:

-         To continue perfecting the system of institution, mechanisms, and policies to create favorable business environment, simplifying business registration and dissolution process. To continue strengthening the review and inspection over investors and their observation of lines stipulated in granted business certificates so that licensed projects, which are slowly implemented or investors are incapable, can be revoked or transferred to other capable investors.

-         To enhance the effectiveness of the development and enforcement of strategies, plans, planning schemes, and policies. To improve the quality of information dissemination, analysis, macro forecast throughout the process of policy making and enforcement.

c)      The Ministry of Justice will be responsible for coordinating with other ministries, sectors and localities:

-         To develop and report to the Government to submit to the National Assembly Standing Committee and to the National Assembly the Program on law-ordinance making of the National Assembly tenure 13th, 2012; to supplement the National Assembly’s 2011 program on law-ordinance making relating to administrative procedures reform that was stipulated in the Government’s Resolutions.

-         To focus on studying, amending and supplementing the Civil Law, then report to the Government soon for consideration and completion, then submit to the National Assembly.

-         To study and propose the Government to submit to the National Assembly for approval of the modality and content of legal document on merging the Law on enacting legal documents and the Law on legal documents of People’s Committees and People’s Councils; to ensure the simplicity, accessibility, and convenience of the legal system for enforcement.

-         To study, advise, and propose the Government to amend, supplement the Constitution, laws on State apparatus organization under the spirit and content of the 11th National Party Congress’s Resolution, then submit them to the National Assembly Standing Committee and the National Assembly.

d)      The Ministry of Construction will be responsible for coordinating with other ministries, sectors and localities:

-         To review, amend, and supplement mechanisms and policies on construction investment, construction licenses granting, urban construction investment management in line with requirements and realities of the country’s development; to enhance instruction, inspection and management over granting construction licenses and monitoring construction quality.

-         To review, study, amend, supplement mechanisms and policies on urban areas; to study, draft and submit to competent agencies the Bill on urban areas.

-         To implement new rural planning, direct the building of sample houses in residential areas under the National Goal Program on building new rural areas in 2010-2020.

-         To continue reviewing, perfecting mechanisms and policies on economic-technical norm, construction cost norm in line with the market rules and international practice. To develop construction price database and publicize construction prize index. To publicize the construction investment for all constructions and new construction technologies.

-         To continue identifying norms on assessing real estate market, valuing real estate; to study and establish information system on the real estate market from central to grass-roots levels.

e)      Ministries, sectors and localities under their assigned competence and functions, will organize serious enforcement of the Government’s Decision on entrusting them to implement the National Assembly’s Resolution on supervisory outcomes of the implementation of administrative procedures reform in 2001-2010 period. To focus resources on, ensure effective implementation of streamlining administrative procedure. To expand and improve the quality of people and businesses’ consultation.

2.      Speeding up thrift practice, anti-wastefulness, and anti-corruption

a)      The Government Inspectorate will be responsible for coordinating with ministries, sectors and localities to enhance information dissemination, mobilization to raise awareness of thrift practice and anti-wastefulness. To carry out drastically and synchronously measures against corruption, focusing on preventive measures with increased transparency and openness.

b)      The Ministry of Public Security will direct increased discovery, investigation and coordination with relevant agencies to strictly punish corruption cases; study and propose measures to improve the effectiveness of discovery and investigation of corruption cases; to draft and submit to the Government regulations on protection of corruption detecters and denouncers.

c)      The Ministry of Justice will be responsible for coordinating with other ministries, sectors and localities to effectively enforce the Project on renovating and improving the effectiveness of judicial assessment, focusing on addressing arising problems in penal and civil procedural activities, contributing to raising the effectiveness of settlement of corrupted cases.

d)      The Ministry of Information and Communications will be responsible for coordinating with other ministries, sectors and localities to develop propaganda programs to create strong advancements in the awareness and action of thrift practice, anti-wastefulness, and anti-corruption, in combination with the implementation of the campaign “learning and following President Hồ Chí Minh’s moral example”.

VII. ENHANCING NATIONAL DEFENSE AND SECURITY, ENSURING SOCIAL ORDER AND SAFETY, IMPROVING THE EFFECTIVENESS OF DIPLOMATIC WORK

  1. Enhancing national defense and security, ensuring social order and safety

a)      The Ministry of National Defense will be responsible for coordinating with other ministries, sectors and localities:

-         To prioritize resources for enhancing national defense and security, firmly protecting the independence, sovereignty, territorial integrity, particularly territorial waters and island areas of Việt Nam. To decisively fight , defeat all sabotaging plots and activities of hostile forces.

-         To look after life of army officers and soldiers with priorities given to army units in important, border, island areas. To carry out popularization to strengthen the whole political system and every individual’s awareness and responsibilities of the national defense development.

-         To enhance mobilization of resources for socio-economic development, in combination with the consolidation of national defense and security in strategic and sensitive areas. To perfect and deploy the Comprehensive Project on military economic zones on land and sea border areas and islands, the Project on socio-economic development in CT229 (Safety Zone).

b)      The Ministry of Public Security will be responsible for coordinating with other ministries, sectors and localities:

-         To continue perfecting legal background for synchronous deployment of measures on preventing, discovering, fighting, and punishing timely and strictly crimes relating to national security, social order and safety, particularly in important areas, ensuring safety for key events in 2011, especially the 11th National Party Congress and 13th National Assembly election. To draft a plan for effective implementation of the Politburo’s Directive No. 48-CT/TW dated on October 22, 2010 on enhancing leadership over crime prevention and fighting in the new context.

-         To carry out synchronous measures to reduce traffic accidents and congestion in big cities; to enhance prevention and control of combustions and explosions and activities infringing legal regulations on food safety and hygiene.

-         To carry out popularization and education to strengthen the whole political system and people’s awareness of and responsibilities for people’s security tactics combined with the national defense, prevention of, and fights against crimes.

c)      The Ministry of Planning and Investment will be responsible for coordinating with the Ministry of Agriculture and Rural Development, the Ministry of National Defense, the Ministry of Public Security, other ministries, sectors and localities to study, submit to the PM in Q2/2011 the regulations stipulating that foreign-funded forest planting projects belong to conditional categories. To direct localities to revoke licenses of the foreign-funded forest planting projects in areas which are sensitive in terms of national defense and security, then reallocate the land to local residents and military units, combining socio-economic development with national defense and security.

d)      The Government Inspectorate will be responsible for coordinating with ministries, sectors and localities to well carry out people-reception work, settlement of complaints and denunciations in accordance with the Law on Complaints and Law on Denunciations; to continue consolidating inspection of the responsibilities of authorized and competent persons who are in charge of complaints and denunciations settlement; to timely and legally address lawsuits relating to complaints and denunciations in early stage, particularly the lawsuits on land, natural resources and environment protection with participation of many people; to focus on completely handling remained, complicated, and pro-longed cases; to study and carry out comprehensive measures to address crowded appeals to Central level.

  1. Improving the effectiveness of diplomatic work

a)      The Ministry of Foreign Affairs will be responsible for coordinating with other ministries and sectors:

-         To proactively build practical programs and projects to upgrade and develop relations toward broader and deeper levels with neighboring countries, strategic partners, big countries, and traditional friends, ensuring interests of the participating parties; speeding up cooperation with potential partners in different regions.

-         To enhance economic diplomacy, effectively organize the implementation of the CPVCCC Secretariat’s Directive No. 41-CT/TW dated on April 15, 210 on economic diplomacy work. To supervise and speed up the deployment of international agreements and commitments agreed during high-ranking visits; to pay attention to reducing trade barriers, expanding markets for exports.

-         To continue speeding up the settlement of border issues with neighboring countries, addressing well arising problems; to actively exchange with relevant countries to beef up maritime cooperation; to resolutely struggle against all activities violating Việt Nam’s sovereignty, sovereignty right, and national interests in the East Sea.

-         To actively deploy cultural diplomacy; to mobilize the United Nations Education, Science and Culture Organization (UNESCO) to recognize Việt Nam’s cultural and natural heritages. To well implement Party and State’s policies on overseas Vietnamese people work; to organize activities which aim to gather, mobilize overseas Vietnamese to contribute to the Fatherland’s development.

-         To coordinate with the State Bank of Việt Nam and ministries, sectors and relevant agencies to well organize the Asian Development Bank’s annual meeting in Việt Nam in 2011.

b)      The Ministry of Industry and Trade will be responsible for coordinating with relevant ministries and agencies to effectively deploy conventions and agreements on economic and trade with partners. To take full advantages of the interests brought back as a full member of the World Trade Organization (WTO); to harmoniously and consistently settle the implementation of the country’s commitments to the WTO. To effectively implement the Program on post-WTO technical assistance. To continue reviewing and developing the roadmap for tax cut implementation within the framework of signed agreements, in accordance with Việt Nam’s realities.

c)      The Ministry of Justice will be responsible for coordinating with the Ministry of Public Security, Supreme People’s Procuracy, Supreme People’s Court, the Ministry of Foreign Affairs to effectively organize the implementation of the Law on Legal Assistance, mutual legal assistance agreements inked with other countries, to put forward the expansion of cooperation in mutual legal assistance with other countries, territories, contributing to enhancing effective and sustainable partnership with countries and territories, particularly in the economic, trade, crime prevention areas.

   Part II

IMPLEMENTATION ORGANIZATION

1. Based on this Resolution and the Government’s working agenda in 2011, ministers, heads of ministerial-level agencies, Governmental bodies, Chairmen of provinces and centrally-governed cities:

-         To quickly develop, enact and implement, at once in January 2011, their specific action plans with clear targets, missions, schedules and implementers, then send them to the Ministry of Planning and Investment prior to January 22, 2011 to sum up and report to the Government in its regular meeting for January.

-         To focus on directing and regulating in drastic-flexible-effective manner, all solutions enshrined in this Resolution and other policies of the Party, National Assembly, and Government; to assign a leader in each agency, locality to directly organize the implementation of the Resolution. The People’s Committees of provinces and centrally-governed cities will enhance direction of the synchronous implementation of solutions in order to focus resources for development, spur production and business, expand control over prices, market, foodstuff safety and hygiene, in combination with social welfare guarantee, social and cultural development, environment protection in their assigned administrative boundaries.

-         To regularly inspect and supervise the progress and outcomes of the performance of the set working programs; to organize monthly meetings to review the implementation of the Resolution. To sum up, assess, and prepare monthly and quarterly reports on the realization of the Resolution to the Ministry of Planning and Investment prior to date 22 every month and quarter. The Ministry of Planning and Investment will be responsible for collaborating with other ministries, sectors and localities to inspect, supervise and evaluate the implementation of the Resolution to report to the Government at its monthly regular meeting.

2. Ministers, heads of ministerial and Governmental agencies must grasp thoroughly and strictly implement regulations of the Law on enacting legal documents and measures to implement the Law; to focus on improving the capacity of their apparatus and staff, speeding up drafting and submission of legal documents on detailed implementation of laws, ordinances which have already took effect to complete this work in Q1/2011. To thoroughly study and value impacts and effectiveness of each mechanism and policy before issuing or submitting to competent agencies for enactment, with due attention should be paid to implementation feasibility and conditions, particularly remote and disadvantaged provinces.

3. Ministers, heads of ministerial and governmental agencies, Chairmen of provinces and centrally-governed cities will direct competent agencies to review and evaluate the results of the implementation of strategies, planning schemes, plans, programs on development on the basis of the socio-economic development Strategy for 2011-2020 period and socio-economic development  plan for 2011-2015, which will be approved by the upcoming 11th National Party Congress; at the same time, to develop legal corridor for supervising and evaluating the performance of the socio-economic development plan for 2011-2015. The Ministry of Planning and Investment will be responsible for reporting the performance to timely serve the Government’s regulation and management.

4. Ministries, ministerial and Governmental agencies, People’s Committees of provinces and centrally-governed cities:

-         To focus on enhancing coordination for the implementation of the Resolution; while closely collaborate with Party and State’s bodies, the Fatherland Front, and mass organizations to successfully achieve the targets, missions set out in the Resolution; to uphold the sense of responsibility and clarify functions and obligations of each agency, organization and individual; to timely commend and reward, and give strict punishments against those who fail to implement assigned missions.

-         To enhance transparency, responsibilities of the public activities; to enhance inspection, supervision and valuation of public duty performance of each agency, organization and individual; to timely, strictly and clearly commend and reward in the implementation of the assigned missions.

-         To proactively inspect and supervise for quick and flexible policy response; to organize task forces specializing in researching sectors under the assigned competence or relating to socio-economic development in order to prose effective and timely solutions for management and regulation.

-         To effectively direct the implementation of the grass-roots democracy Regulation, to give prominence to supervisory role of the mass over State agencies and public servants. To enhance meetings, dialogues, and settle petitions of businesses and individuals.

5. Ministers, heads of ministerial agencies, Governmental bodies, Chairmen of the People’s Committees of provinces and centrally-governed cities will be comprehensively responsible to the PM for the deployment of the Resolution within their assigned functions and obligations. To proactively provide full, timely information to, while enhancing exchanges with and collecting feedbacks from people and businesses about mechanisms and policies, especially those relating to people’s life and businesses’ operations. To expand direction and coordination of the mass media to focus on information dissemination that creates high consensus and aggregate strength of the entire nation toward successful translation of the targets and missions for 2011.

6.  Ministries, sectors, and the People’s Committees of provinces and centrally-governed cities will review, recapitulate, and evaluate the national-scaled performance of the Resolution and propose solutions for the Government’s management and regulations in the following years, report them to the PM and send them to the Ministry of Planning and Investment prior to December 10, 2011. The Ministry of Planning and Investment will sum up and report to the Government at its regular meeting in December, 2011./.
