RESOLUTION

Key solutions for directing the implementation of the social-economic development plan and State budget estimate in 2012

     Despite many difficulties and challenges in 2011, the national economy has, as guided by the sound leadership of the Communist Party and drastic measures taken by the Government, as well as fuelled by efforts exerted by  sectors and agencies of all levels, the business community and people, moved positively and obtained an array of significant achievements in curbing inflation, stabilizing the macro-economy, and ensuring social welfare. These included an economic growth rate of at about 6%; agriculture developing stably; food output making a new record high; industrial production increasing fairly; service and tourism sectors continuing with their growing trend. Export turnover saw a three fold rise over the preset target; trade deficit went down sharply; State budget overspending dipped; the currency and credit balance were put under control; the foreign currency market and foreign exchange rate was gradually stabilized; the foreign currency reserve increased; the speed of price hike gradually slowed down; due attentions were paid to social welfare; people's living standards were step by step  improved; other social fields made progress. Political security, social order and safety were maintained; national defense was strengthened, and national sovereignty and territory was secured; and external relations continued to obtain important results.

However, those remarkable achievements could not hid shortcomings and weaknesses the national economy had faced. They were a decline in business efficiency due to rising prices of inputs and difficulties in getting loans; inflation and loan interest rate remaining high though they had decreased; inflation-triggered pressures and macro-economic volatility still causing worries; and many social pressing issues being resolved slowly. These all required greater efforts and higher determination to be made by the entire political system, the business community and people in the coming years. In 2012, inflation curbing, macro-economic stabilization and social welfare guaranteeing will continue to be top priorities. The year 2012 starts with the implementation of guidelines for further stepping up the economic restructuring to raise productivity, quality, performance and competitiveness towards sustainable development. Successfully realizing the plan set for the year 2012 is of significant importance as it will ensure the settlement of difficulties in the immediate term and generate necessary resources for social welfare while creating a strong foundation for the implementation of targets and tasks of the social-economic development plan for the 2011 - 2015 period and the social - economic development strategy for the 2011 – 2020 period to achieve the highest results.

  The general target of the 2012 social-economic development Plan which has been adopted by the National Assembly included: prioritizing curbing inflation, stabilizing the macro-economy, maintaining growth rate at a reasonable level in combination with renovating growth model and restructuring the national economy, and improving the quality, performance and competitiveness of the national economy; ensuring social welfare and security and improving people's living standards; maintaining political stability, strengthening national defense and ensuring security, social order and safety; enhancing the performance of external relations and international integration.

The key targets set for 2012 include: a GDP growth of about 6% - 6,5%; total export turnover growth of 13%; an import surplus accounting for  about 11% - 12% of total export turnover, if practical, so to reduce trade deficit to below 10%; State budget overspending accounting for less than 4.8% of GDP; total capital investment for social development making up for  33.5% of GDP; consumer price index expanding by less than 10%; 1.6 million laborers having jobs; urban unemployment rate standing at 4%; the ratio of trained laborers of the total workforce reaching 46%; the number of poor households decreasing by 2%, poor districts decreasing by 4%; the ratio of malnourished children under five years of age reducing to below 16.6 %; the number of hospital bed over ten thousand people (excluding sick-bed in medical stations in the communes) numbering 21.5; 79% of seriously-polluted establishments being handled; 70% of industrial, processing zones having certified waste water treatment systems; and forest coverage reaching 41%.

In a bid to successfully realize the resolutions on social - economic development and State budget estimate in 2012 adopted by the National Assembly, the Government asks the ministries, agencies, People's Committees of the centrally-governed provinces, and cities to concentrate on directing, managing and organizing the implementation of the following solutions:

Part 1

KEY SOLUTIONS FOR DIRECTING THE IMPLEMENTATION OF SOCIAL - ECONOMIC DEVELOPMENT PLAN AND STATE BUDGET ESTIMATE IN 2012

I. FOCUS ON CURBING INFLATION AND STABILIZING THE MACRO-ECONOMY

1. Apply tight, cautious and flexible monetary policy

The State Bank of Việt Nam takes the lead in working with the ministries, agencies, localities to:

- Regulate the monetary policy in a tight, cautious and flexible manner  and coordinate harmoniously the monetary policy and fiscal policy to control inflation as preset; Proactively and flexibly regulate tools of the monetary policy, especially those for interest rates, refinancing loans and open market operation, manage credit growth in the whole year 2012 within the 15% - 17% range, raise total payment means by about 14% - 16%, ensure the liquidity of credit institutions, and decrease the level of interest rates to a reasonable level which is suitable for macro-economic developments.

- Take measures encouraging and supporting credit institutions, prioritize credits for the following sectors, namely agriculture, rural areas, production of export products, supporting industry, small and medium sized enterprises, enterprises using intensive laborers, and efficient projects; manage the ratio of outstanding loan balance at reasonable level in the sectors where investment is not encouraged; continue taking measures to closely watch the lending in foreign currencies to ensure that foreign currency credits post a growth rate that matches  the mobilization capacity and guideline to minimize the dollarization in the economy.

- Flexibly regulate the foreign exchange rate and the foreign currency market in line with developments in the market and foreign currency supply – demand, and contribute to stimulating exports, decreasing trade deficit, improving international balance of payment and increasing the State’s foreign currency reserve.

- Take synchronous and effective measures to manage the foreign currency and gold markets; coordinate with the Ministry of Public Security, competent authorities, and localities in reinforcing the inspection, promptly detect and strictly deal with illegal gold transactions and foreign currency exchange activities; continue to improve the legal framework, strengthen the management, inspection, and supervision of all activities carried out by credit institutions; better forecasting capacity and provide transparent information regarding the currency, credit, foreign currency, and gold markets; work out proper solutions for managing and controlling the flow of capital and credit  among these markets.

2. Continue with the tight and effective fiscal policy

a) The Ministry of Finance is responsible for coordinating with other ministries, agencies and localities to:

- Take appropriate measures with a view to decrease budget spending while increasing budget collection to strive to lower State budget overspending in 2012 down to below 4.8% of GDP; closely combine the fiscal policy and monetary policy with other policies to curb inflation, stabilize the macro-economy and realize socio-economic development goals.

-Strengthen the management of State budget collection, prevent revenue leakage, recover outstanding tax debts, especially debts in the areas of land, natural resources, imported goods, and price changes; Step up and diversify the forms of information dissemination, and provision of legal support and consultancy for people. Strengthen the inspection and supervision of tax declaration. Push up tax inspection and supervision and prevent price changes. Review and improve the legal mechanism and legal grounds to ensuring the State's control of activities relating to betting and lottery game. Strive to increase State budget collection and decrease budget overspending to save for debt settlement.

- Provide guidance and control the practice of thrift, minimize expenses for electricity, water, telephone, stationery, petrol and oil, festivals, receptions, conferences, workshops, and business trips at home and abroad… 

- Reinforce the inspection, supervision and monitoring of expenses within State budget balance, and State-funded expenses; loans for re-lending;  Government-guaranteed loans; expenses sourced from the State's financial funds; and loans and advance payments to the ministries, localities. Continue reviewing, supplementing, and improving sanctions for handling violations in State budget use to ensure stringent enforcement of law. Provide transparent information on State budget spending and public investment.

- Study and submit to the PM orientations and solutions for salary reform in the public administrative sector in combination with stepping up social engagement in providing public services. Ensure expenditures for reforming salary, realizing social policies, national target programs, and national programs; Closely manage, inspect, and supervise the usage of State budget for the national and local programs and projects, and the implementation of policies, programs and projects in the field of social welfare and security in a timely and effective manner to see if they are carried out in line with the set purpose and go to the right beneficiaries.

- Continue reviewing and improving institutions, and closely managing, monitoring and restructuring public debts, Government debts, national debt, to ensure these debts are in the safe limit, thus minimizing debt obligations and risks; limit contingent liability, closely control loans used for re-lending and guarantees issued by the Government; strengthen the management, inspection, and supervision works to ensure the effective usage of loans to create a strong and safe foundation for the national finance; allocate financial sources for repaying foreign debts at their maturity to avoid facing overdue debts.

b) The Ministry of Planning and Investment is responsible for coordinating with the Ministry of Finance, other ministries, agencies and localities to:

- Instruct and organize the serious and effective implementation of the Prime Minister’s Directive No. 1792/CT-TTg dated October 15, 2011on enhancing the management of investment capital sourced from the State budget and Government bonds; review and arrange the State’s investment portfolio to the order of investment priority; disburse funding to completed projects, which were put into operation before December 31, 2011 though yet receiving fully their allocated fund, and key, urgent and effective projects which are about to be completed in 2012; draw back from allowing to extend the timing for disbursing investment capital sourced from the State budget and Government bonds as planned in 2011, and get back these investment capital for the central budget to supplement for works and projects which shall be completed in 2012; finish with paying in advance capital sourced from the State budget and Government bonds for works and projects in 2012, except for projects with a high degree of emergency dealing with preventing, fighting and overcoming consequences of natural disasters, epidemic diseases, national defense and security; resolutely transfer or withdraw investment capital from works and projects which are implemented slowly and ineffectively; or investment capital which is disbursed or used for wrong recipients.

- Increase the inspection, supervision and monitoring of works and projects using capital sourced from the State budget in line with law; Intensify the inspection and monitoring of the practice of thrift and combat of waste; strictly handle law violations in the management and use of investment fund sourced from the State budget and Government bonds.  

c) The Ministry of Finance, the Ministry of Education and Training, the Ministry of Health and relevant ministries and agencies, in accordance with their assigned duties, organize the effective implementation of Conclusion No. 37-TB/TW dated May 26, 2011 by the Politburo on renovating the operation mechanism of public non-business units, speeding up the socialization of some forms of non-business services; formulate, issue and implement suitable mechanisms and policies to gradually regulate public service fees in line with  the market rules with regard to proper support policies for the poor and social welfare beneficiaries; renew the financial mechanism for public non-business aspects towards increasing the practice of autonomy and self-determination of agencies and units, such mechanism attached with the order mechanism and the assignment of detailed tasks.  

d) Ministries, agencies and localities grasp thoroughly, instruct and organize the collection of investment for works and projects which are effective and capable of being completed in 2012; not issue or submit to authorities with issuance competence those State budget-funded programs and projects whose capital sources cannot be balanced.

3. Reinforcimg the inspection of market and prices, well organizing the domestic market

a) The Ministry of Industry and Trade takes the lead in cooperation with the Ministry of Finance, other ministries, agencies and localities to:

- Increase and enhance the efficiency of analysis and forecasting works, keep a close eye on developments in domestic and foreign markets, promptly apply measures to regulate supply and demand, stabilize the market, particularly items benefiting from the Government’s price stabilization program, essential items for production and daily life in order to prevent goods shortage and price hikes; closely cooperate with other ministries, agencies and localities to supply concrete guidance and speed up production to ensure enough essential commodities and items enjoying price stabilization measures; take effective measures to ensure the supply of essential goods for remote areas, hinterland, border, islands, particularly during difficult times, natural disasters, and disease epidemics;

- Review and carry out synchronously market management measures; work with the Ministry of Finance, the Ministry of Public Security, localities, market regulators and price inspectors in inspecting and regulating prices and markets; preventing speculation and unreasonable price rise, particularly in seasonal time, festivals, Lunar New Year holidays, etc; and strictly punish law violations pertaining to prices and market;

- Continue speeding up the development of domestic trade; implement synchronously and effectively the Master Planning Scheme on the development of Việt Nam’s trade until 2020; pay attention to boosting rural trade, particularly a system of markets, trade-service cooperatives, and business households; study, build and apply suitable mechanisms to encourage e-commerce development; implement policies and apply suitable measures to create linkage between manufacturers, distribution organizations and consumers to establish stable commodity circulation channels, which are attached closely with quality management and food hygiene and safety; 

- In Q3/2012, submit to the PM the National Program on anti-smuggling and commercial fraud; propose suitable mechanisms to encourage cooperation and participation of enterprises and associations in combating smuggling and commercial fraud;

- Study, amend and supplement mechanisms and policies and work out practical measures to encourage ministries, agencies, localities and enterprises to formulate and deploy their plans on speeding up the campaign “Vietnamese people prioritize using Vietnamese goods”; and ensure that such mechanisms, policies and measures are practical, substantial and effective; further the implementation of the Law on Consumer Protection.

b) The Ministry of Finance takes the lead in the cooperation with the Ministries of Industry and Trade, other ministries, agencies and localities to instruct and organize the synchronous and effective implementation of regulations on price management; increase the check and inspection of the implementation of regulations on the management of prices, tax levels and fees applied to items which are priced by the State, items which are subject to the price stabilization program or items essential for production and life; handle strictly in a timely manner breaches of law on price management; and promptly and effectively prevent speculation and price rise.

c) The Ministry of Health, the Ministry of Finance, the Ministry of Industry and Trade, other ministries and competent authorities cooperate with agencies and localities in continuously applying inspection measures to ensure reasonable prices of medicines and milk; prevent and promptly deal with unreasonable price rises to protect consumers’ rights.

d) Ministries and competent authorities, which are functioned and assigned to undertake State management regarding prices of items that are being managed by the State and other educational and health services, are responsible for cooperating with the Ministry of Finance, agencies and localities to proactively implement measures that lead prices of items which are being managed by the State such as power, coal for power generation and clean water, etc… to go along with market rules, ensuring the encouragement of investment in production and the efficiency of thrift practice; at the same time, pay attention to improving forecasts of impacts resulted from changes in prices of these items on consumer price index, then propose suitable control measures; apply reasonable mechanisms and policies to regulate prices of educational and health services to step by step agree with market rules in combination with the adoption of a proper  supporting mechanism for the poor and beneficiaries of social welfare; speed up the social engagement in increasing the quality and efficiency of these services.

đ) Ministries and agencies in charge of State management cooperate with the Ministry of Industry and Trade, agencies, localities, economic groups and corporations, and associations to continue developing and perfecting the systems of distribution and circulation, first of all, the distribution system of essential products for production and daily life such as food, petrol and oil, steel, cement, fertilizer, insecticide, etc…

e) The Ministry of Agriculture and Rural Development takes the lead in cooperating with other ministries, agencies and localities to instruct and speed up the development of agricultural production to ensure food supply for domestic demand and exports.

g) The Ministry of Construction is responsible for coordinating with other ministries, agencies and localities to study and submit to the Government and the PM policies to promote a healthy, public and transparent development of the real estate market.

h) The People’s Committees of provinces and centrally-governed cities proactively summarize and assess the implementation of the price stabilization program; and rest on that to continuously organize and implement measures in accordance with their capacity and conditions to stabilize prices; inspect and monitor to ensure that enterprises use soft loans for the price stabilization program effectively in accordance with the set purposes; enhance measures to check and inspect the market and prices, particularly that of essential commodities for production and daily life. The People’s Committees of Hà Nội and Hồ Chí Minh City proactively cooperate with neighboring provinces, ministries and related agencies to establish a belt area producing food and vegetables, and a convenient and effective distribution system to ensure supply is sufficient, regular with  reasonable prices. 

i) The Ministry of Information and Communications takes the lead in cooperation with the Ministry of Finance, the Ministry Industry and Trade, the State Bank of Việt Nam, the Việt Nam Television, Radio the Voice of Việt Nam, the Việt Nam News Agency, other ministries, agencies and localities to instruct and organize the implementation of information and communication campaigns to popularize guidelines, mechanisms and policies; provide information on the financial and monetary performance, prices and markets in a timely, accurate, full and clear manner, so that enterprises and people understand and support actively and take part in realizing these policies and mechanisms.

4. Encouraging exports, controlling imports and reducing trade deficit

a) The Ministry of Industry and Trade is responsible for coordinating with other ministries, agencies and localities to:

- Sum up partially, and assess the implementation of the Law on Commerce, determine which regulations on export and import management need to be amended and supplemented to facilitate exports and close control of imports and goods which are imported provisionally for re-exporting; take control measures to prevent the provisional import of scrap, low quality, environmental polluted food for re-exporting. Strive for a trade deficit level in 2012 to be equal to that of 2011; or, if condition is favored, lower the level to below 10%.

- In Q2/2012, finalize an Action Plan for the implementation of the goods export and import Strategy - Phase 2011-2020, and orientations towards 2030.

- Proactively amend, supplement or submit to competent agencies to amend and supplement: mechanisms, policies, and supportive measures for key export lines and industries with competitive advantages and capacity; plan and develop a commercial infrastructure structure. Coordinate with ministries, agencies, and localities in strengthening the inspection of exports. Organize, and instruct enterprises to absolutely save energy, materials, and input cost, and apply new technologies to improve the quality and competitive capacity of export goods.

- Improve the efficiency of market forecasts, timely popularize information of the world market, especially key export markets and key export lines, changes in policies, and take protection measures; study and apply measures to improve the efficiency of operation of trade missions and  trade promotion activities abroad; increase the popularization and protection of export trademarks of Việt Nam in foreign countries; provide early warning of risks of being sued for anti-dumping and countervailing against made-in-Việt Nam exports to actively take safeguard and response measures. Broaden the implementation of the national trade promotion Program and the national trademark Program to ensure their conformity with reality in an economic and efficient manner.

- Continue organizing the implementation of the Master Plan on free trade agreements (FTAs) negotiations; popularize, instruct, and take reasonable measures to support and facilitate enterprises’ effective operation in the markets that Việt Nam has signed a FTA with; be proactive and active in FTAs negotiations to expand export markets.

- Deploy the implementation of the Project to promote the development of supporting industry. Coordinate with ministries, agencies, and localities in studying, issuing or proposing the issuance of policies on preferential and supportive treatments for the fields of tax, credit, land, human resources training, science and technology etc.. to speed up the development of supporting industries and consumer good industry, encourage the linkages between manufacturing industries and product standardization

- Review, amend and supplement mechanisms and policies to encourage enterprises to invest in production projects, and ensure the quality and competitive capacity of products with high added value so to put these projects put into production and these products into market soon to meet domestic demand.

- Implement measures to control imports comprehensively and effectively, especially for groups of non-essential goods and those goods which are produced domestically and have good quality. Continue reviewing, amending, supplementing, and publish the lists of non-essential goods, domestically-produced commodities, and imported goods containing  high risks of harms to production and life.

- Promote the signing of mutual recognition agreements with big and potential export markets; take measures to mitigate and overcome technical barriers, reduce costs for exports, especially agricultural, forestry and aquatic products and seafood.

- Review, amend, supplement, complete and implement strictly legal regulations on preventing and combating commercial fraud, import price fraud and cross-border smuggling, especially in the case of petrol, oil, tobacco and minerals...

b) The Ministry of Finance is responsible for coordinating with the ministries, agencies, localities to:

- Manage tax policy flexibly to encourage business, production, and export activities, control and limit imports, reduce trade deficit; gradually reduce and limit exports of raw minerals, agricultural, forestry and aquatic products, etc. Continue reforming tax and customs clearance procedures to create favorable conditions for exports of goods.

- Coordinate with competent authorities and local authorities in strengthening the inspection and close supervision of imports of goods, materials, and equipment for projects funded by the State budget, ensure regulatory compliance in the use of goods, materials, and equipment which can be produced domestically with ensured quality.

- Continue to speed up the pilot implementation of export credit insurance.

c) The Ministry of Planning and Investment takes the lead in coordinating with other ministries, agencies, and localities in reviewing, amending, and supplementing mechanisms and policies to attract Official development assistance (ODA) and Foreign direct investment (FDI)  and speed up the disbursement of these capital sources.

d) The State Bank of Việt Nam works with the Ministry of Finance and relevant ministries and agencies inspect and supervise inward and outward investment flows, especially foreign indirect investment (FII); review the regulations on foreign exchange management, create favorable conditions for attracting more overseas remittances and foreign investment inflows; improve analyzing and forecast work of inward and outward investment flows.

đ) The Ministry of Science and Technology collaborates with the Ministry of Industry and Trade and other relevant ministries to:

- Continue to review, build and introduce regulations on standards and technical criteria and quality of imports, guarantee the quality in line with national practise and international norms, prevent the import of outdated goods, and others which fail to meet required standards, or those which are discouraged for imports. 

- Work with the Ministry of Industry and Trade to instruct enterprises, business associations and localities to register trademark protection and geographical indications for imports; set up mechanisms on legal assistance for enterprises to address trade disputes, protect intellectual property rights and brand names for Vietnamese commodities.  

e) The Ministry of Agriculture and Rural Development works with relevant ministries and agencies to intensify the inspection and supervision of the quality of agro-forestry and aquatic exports; compose, issue and put into use necessary standards and criteria to control and prevent infringements of regulations on export quality. 

g) The Ministry of Public Health, the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade, the Ministry of Natural Resources and Environment work with relevant ministries, agencies and localities to strictly enforce mechanisms and policies on food hygiene and environmental protection for imports.  

h) The Ministry of Transport reviews and finalizes the investment and develpment planning of parking lots and deports at overland, airway and maritime border checkpoints.

II. FOCUSING ON CENTRAL TASKS TO RESTRUCTURE THE ECONOMY, RENOVATE GROWTH MODAL TOWARDS MORE EFFICIENCY AND COMPETITIVENESS

1. Focusing on central tasks of restructuring the economy 

a) Investment restructuring, focusing on public investment 

- The Ministry of Planning and Investment chairs and works with other ministries, agencies and localities to: 

Review and propose the Government and the Prime Minister to adjust and supplement investment mechanisms and policies in an appropriate, effective, central and orderly manner. Take synchronous measures to mobilize resources including capital, land, manpower, energy, etc for infrastructure development. Allocate investment from the State and other resources for the development of synchronous infrastructure structure. Strengthen the mobilization of private and foreign investment in potential and competitive industries and economic zones. Review and build appropriate incentive mechanisms in labor-intensive projects, agricultural sector and rural areas. Closely control the licensing and management of projects with intensive use of energy and natural resources; suspend and revoke licenses of projects which waste energy, natural resources and pollute the environment.

Submit to the Government an action program to realize the Resolution which was adopted at the fourth plenary of the 11th Communist Party of Việt Nam Central Committee on infrastructure investment to serve industrialization and modernization for issuance in Q1, 2012. 

Submit to the Prime Minister for amendment and supplement in Q2, 2012 mechanisms on decentralization of investment towards national socio-economic efficiency at sectoral, regional and local levels in short, medium and long terms. Enhance the management role of the State, ministries, central agencies in some fields like exploitation of resources, minerals, casinos, electronic games, key and large-scale projects, projects that use a large amount of land, natural resources, electricity as well as water and heavily affect the environment.

Submit to the Prime Minister in Q1, 2012 a project on restructuring investment, focusing on public investment, steering the State capital into key infrastructure projects of great significance to national, sectoral, regional and local socio-economic development. Build and implement mechanisms and policies to raise public investment efficiency; amend the regulations on public investment decentralization and management, first of all, State budget investment and Government bonds to ensure the principles that each level decides its budget allocation for investment; and clearly define capital source and capital capacity before making a decision on specific investment projects.  

Strengthen the inspection and supervision of the use and efficiency of use of investment sourced from the State budget and Government bonds nationwide, at every ministry, agency and locality. Uphold the role of socio-political organizations, business community and people in practicizing thrift, combating waste, and fighting corruption in public investment. 

Push up social engagement in development investment; review, finalize the legal framework, and take appropriate measures to lure social investment resources for infrastructure, encourage PPP investment models, private and foreign investment in the field.

Sum up and make comprehensive assessment of foreign direct investment (FDI); study and amend mechanisms and policies to raise the FDI efficiency; define and announce the lists of areas that encourage investment, discourage investment, and prohibit investment; and policies encouraging and attracting  big groups and transnational corporations with large capital potentials and modern technologies to invest in Việt Nam. Review, amend and supplement the regulations on decentralization of foreign investment, guarantee the pro-activeness and responsibilities of local authorities and enhance the inspection, supervision and investigation of ministries and central agencies. Impose tough punishments on infringements of foreign investment law, especially in land use, natural resources, price distortion and environmental pollution. Reinforce the management, investigation, supervision and evaluation of FDI activities in Việt Nam and Việt Nam’s investment abroad.

Study, design and submit to the Prime Minister in Q3, 2012 a Project on basic renewal of investment promotion measures towards selecting key partners and fundamentally addressing administrative obstacles. Work with the Ministry of Finance and relevant ministries and authorized agencies to research and propose adjustments in prices and public services in order to create a more favorable environment for attracting investment from all economic sectors and generate a source of capital for re-investment in public services.  

Research, build and submit to the Government in Q1, 2012 a Decree on medium-term investment. Build and submit to the Government in Q3, 2012 an investment plan for the 2013-2015 period.

The Ministry of Finance chairs and works with relevant agencies to:

Review, adjust and supplement mechanisms and policies to mobilize capital through financial and securities markets to effectively mobilize and tap all capital sources for socio-economic development, especially in the business sector. Improve the efficiency of the financial market by developing intermediary financial institutions; diversify and better the quality of financial services; modernize IT system and transaction infrastructure; and openly and transparently publish market information.  

Study and build financial mechanisms for PPP model to lure more private and foreign investments in infrastructure. 

Seriously comply with the regulations on the Government’s guarantees; strengthen the investigation and supervision of the use of capital to ensure its right purposes and efficiency.

Reinforce the control of lottery activities; perfect mechanisms and policies to ensure that lottery business activities operate soundly.

- The Ministry of Natural Resources and Environment chairs and collaborates with ministries, agencies and localities to:

Continue reviewing, issue in accordance with their authority scope or submit to competent agencies the stipulation of mechanisms and polices on land managment and use to guarantee a financial source for the State budget and at the same time legitimate rights of people; propose synchronous measures to improve land use efficiency. 

Intensify the investigation and supervision of land use of investment projects, businesses, organizations, and individuals; drastically reclaim land which was used wastefully and inefficiently and not in line with the Law on Land. Seriously handle speculation, price distortion, price rising, and violation of legal regulations on land management and use.  

Review, amend and supplement the policy on compensation, assistance and resettlement to ensure the rights and interests of people, speed up construction pace and put projects into use. Review, amend and supplement compulsory procedures on environmental protection for enterprises and investment projects.

Work with the Government Inspectorate, ministries, agencies and localities to timely and completely resolve land-related denunciations and complaints; strictly punish infringements upon law on land management and use.  

- The Ministry of Transport chairs and works with ministries, agencies and localities to conduct short-term and long-term solutions to raise the capacity of investors, designing consultants, project, supervisors, management of transport projects. Intensify the supervision and examination of transport  projects and works to ensure their quality and efficiency.  

- The Ministry of Construction works with ministries, agencies and localities to research and submit to the Government a Project on renewal of construction management mechanism; a Project on strengthening investment quality and state management efficiency in real estate business in the 2011-2020 period. 

- The Ministry of Science and Technology chairs and works with the Ministry of Planning and Investment and other ministries, agencies and localities to review, amend and supplement compulsory regulations on technological standards, and transfer of technology in enterprises and foreign-invested projects.

- The Ministry of Labor, Invalids and Social affairs cooperates with the Ministry of Planning and Investment, ministries, agencies and localities to compose a Project on salary policy for enterprises; to continue to reform and supplement compulsory regulations on employment and training, mechanisms and policies on salary, income, social insurance, and treatment mechanisms in businesses.

- Ministries, agencies and localities proactively review and transfer investment capital sourced from the State budget and Government bonds in 2012 which is within their management scope for key, urgent and nearly finished projects to be completed in 2012; push up disbursement pace of capital sources, especially FDI and ODA, in infrastructure and high-tech projects, etc. 

- The Việt Nam Development Bank reviews and puts aside State credits for building processing facilities for agro-forestry and aquatic products, and products for exports; growing concentrated forests, planting long-term industrial trees and fruit trees; developing aquaculture infrastructure development; projects on breeding and aquaculture, construction of storages to keep farm and aquatic products, and planting vegetables and flowers using high technologies; and designing projects to implement the Government’s orientations on social engagement in education, healthcare, sports, transport infrastructure, water supply and social housing, etc…

b) Restructuring the financial and banking system,  focusing on commercial banks

- The State Bank of Việt Nam chairs and works with ministries, agencies and localities to:

Instruct, guide and support credit organizations to restructure their assets and capital towards safety and sustainability.

Review, amend and supplement credit mechanisms and policies on banking safety in accordance with the Law on credit institutions and practical conditions, guarantee their operation in a safe and effective manner; strengthen the supervision and investigation work of the State Bank of Việt Nam; inspect and audit credit institutions in terms of credit quality and their compliance with the legal regulations on credit operation.

Reinforce the supervision and inspection of the operation of credit institutions, branches of foreign banks; keep a close watch on the fulfillment of safety ratios; monitor outstanding debt rates; guarantee the establishment of a risk hedge; ensure liquidity and safety for the system; provide early warnings of systematic risks.

Accelerate the implementation of the project on promoting non-cash payments in the 2011-2015 period which focuses on non-cash services, firstly in state agencies, tax collection, power, telephone, and water bill, etc…Review and finalize the regulations on the use of credit cards in foreign countries; foreign currency transactions and payments and transferal of foreign currencies.  

Push up the realization of measures and roadmaps to restructure the banking system to avoid an unexpected breakdown, gradually improve the financial capacity, governance and operation to develop the system in a sound, safe and effective manner. Take drastic measures to resolve badly-performing banks and offer favorable conditions for credit institutions to operate safely and effectively. 

- The Ministry of Finance chairs and collaborates with ministries, agencies and localities to:   

Intensify the control, inspection, supervision and transparent and open publishing of information on the financial market, especially the stock, bond, insurance and real estate markets. 

Monitor a plan to mobilize capital for the State budget and development investment projects using Government bonds to ensure the efficiency of market in accordance with its capability, disbursement pace and capital use. Restructure the portfolio of Government bond debts and raise the liquidity capacity for the market.

- The Ministry of Justice chairs and cooperates with local authorities to increase State management over notary work, certification, registration of guaranteed transactions, legal assistance work in favor of transparency, openness, accurate regulations, contributing to ensure the safety of the financial, banking and credit system.

c)  Restructuring enterprises, focusing on SOEs

- The Ministry of Planning and Investment chairs and works with ministries, agencies and localities to:

Review and finalize mechanisms, policies and models on state management and ownership management in SOEs, separate the function of state administrative management and the function of state ownership representative in enterprises; guarantee the effective implementation of the function of ownership representative for SOEs; apply appropriate measures to strengthen financial discipline and legal obligations in SOEs. Regarding SOEs where the State continues to hold 100% of capital, their structure and organization model will be perfected in line with the regulations that were stipulated in the Law on Enterprises. Focus on renovating business administrative mechanism.

Perfect mechanisms and policies to encourage the development of enterprises, raise the efficiency and competitiveness of enterprises and non-State economic organizations; create an equal environment among different corporations of all economic components, especially  opportunities and capability to access resources like land, capital, credit, manpower, information infrastructure, etc.; build mechanisms, policies and solutions to create effective and sustainable development for small and medium-sized enterprises (SMEs) and collective economic organizations.     

Strengthen the management, inspection and supervision of business organizations, ensure their observation of sectoral and regional schemes, mobilize and effectively tap resources, protect the environment and comply with other regulations of law.

Inspect, inspect and review investment activities of economic groups and state corporations, SOEs, and propose the Prime Minister to resolve and dismiss inefficient and cumbersome investment projects, even overseas investment projects.  

- The Ministry of Finance chairs and works with ministries, agencies and localities to:

Select some economic groups and state general corporations for piloting financial restructuring. Work with ministries and agencies to deploy measures to restructure SOEs, focusing on economic groups and state corporations.

Review and perfect mechanisms on investment management, state capital business; management mechanism, enhance the State management agencies’ inspection, supervision and surveilance of economic groups, corporations and SOEs. 

Perfect mechanisms and policies to speed up the equitisation progress of SOEs and convert wholly State-invested corporations into joint-stock companies. Continue to withdraw State capital from enterprises which were equitized and whose dominating shares are not necessary for the State to hold.

Reinforce the supervision, inspection and monitoring of activities of economic groups and state corporations, especially those operating in the sectors whose prices are managed by  the State (like petrol, electricity, coal) to define correct profits, losses, their obligations to the State budget to ensure openness and transparency.   

Reinforce the supervision and monitoring of loans, loan use and payments of SOEs. Take drastic measures to dissolve and bankrupt SOEs which face losses and inefficiency and lose State capital.

Review, perfect mechanisms and policies to mobilize capital for spurring businesses’ production  and business. Continue speeding up the pilot implementation of export credit insurance models, agricultural credit, credits for SMEs, employing other assistance measures or appropriate guarantees provided by from the State. 

Finalize and submit to the Prime Minister a Project to establish the General Department on financial management and supervision of enterprises under the Ministry of Finance.

- Ministries, agencies and localities are in charge of effectively implementing the Politburo’s Resolution 09-NQ/TW, dated December 16, 2011 on building and promoting the role of Vietnamese entrepreneurs in the period of accelerating industrialization, modernization and international integration.   

- The Ministry of Justice works with the Ministry of Planning and Investment, other ministries, agencies and localities to fruitfully conduct the legal assistance program for enterprises; guide and supervise SOEs to perfect their organization and train a staff who deal with legal and mechanism matters; intensify financial disciplines and law enforcement in businesses… and cooperates with other ministries, agencies and localities to inspect and handle legal documents, keep track on law enforcement, especially those relating to the restructuring of the economy.    

- Ministries, agencies and localities, boards of directors, board of members, CEOs, and directors of economic groups, State corporations and SOEs have to:

Seriously conduct the overall scheme on SOEs restructuring for the 2011-2015 period which had already been ratified by the Prime Minister. Promptly map out specific projects to restructure every enterprise in line with the Government’s orientation and the Prime Minister’s instruction, focusing on restructuring the organization, renovating business governance, business strategies toward modern thinking, to meet market principle-governed competitive requirements.

Review member businesses, joint-stock and associated companies to speed up the equitization and capital withdrawal in the sectors and fields which do not need the State’s involvement. Review investment portfolios; resolutely slash down and suspend unnecessary and inefficient projects. Prioritize investment in core business lines, avoid non-core business investment, especially in finance, insurance, real estate and security fields. Work out plans to withdraw capital from  investments in business lines out of the core field in appropriate roadmaps.      

Closely supervise and practice thrift in production; cut 5-10% of management costs, reduce product cost; raise production and business efficiency in economic groups and State corporations.

2. Converting economic restructure in combination with renovating growth model

a) The Ministry of Planning and Investment works with other ministries, agencies and localities to:

- Perfect the overall scheme for economic restructuring in combination with growth remodeling and submit it to the Government in Q2, 2012. Review and complete the overall scheme for socio-economic development, sectoral and field development schemes towards more quality, efficiency and closer linkages among different schemes. Supervise and verify the enforcement of the schemes in ministries, agencies and localities, especially the combination of regional schemes and sectoral schemes. Timely propose competent levels to resolve shortcomings in management and realization of the schemes.     

- Sum up and assess 10-year development of industrial parks and processing zones; host economic region conferences in line with the Prime Minister’s instruction. Review and evaluate the development and effectiveness of economic zones, industrial parks, processing zones, border gate economic zones. Resolutely and transparently deal with projects which violate legal regulations. Assess comparative advantages in terms of geo-economy; propse measures to make full use of economic zones.

- Continue to review and finalize mechanisms and set up new mechanisms and policies to tap potentials and resources for socio-economic development, security guarantee and national defense in waters of Việt Nam.

- Deploy the implementation of the Project on “Solutions for improving growth quality, efficiency and competitiveness of the economy”. 

b) The Ministry of Industry and Trade works with the Ministry of Planning and Investment, other ministries, agencies and localities to inspect, assess, and select branches, sectors, products and services with competitive advantages in the industrial and trade sectors to build appropriate mechanisms and policies to mobilize investment resources for their development in a bid to raise their added value, reduce the proportion of outsourced goods as well as energy and natural resource-intensive goods.     

c) The Ministry of Culture, Sports and Tourism is responsible for working with ministries, agencies and localities to review and finalize mechanisms and policies, focus investment in tourism development, fruitfully conduct tourism promotion programs; intensively instruct and compose schemes, invest in constructing tourism infrastructure, training workforce for the tourism industry.

d) The Ministry of Transport is in charge of cooperating with ministries, agencies and localities to research and conduct appropriate and effective measures to better public transport capacity in urban centers; diversify transport models; improve transport system and services to meet rising demands for transporting passengers and commodities in terms of quantity and quality and contribute to easing trafic congestions, especially in big cities. 

đ) The Ministry of Science and Technology works with other ministries, agencies and localities to effectively implement the Program on national product development; the national program on enhancing productivity and product quality by 2020. 

e) The Ministry of Construction chairs and cooperates with localities to review construction plans of regions, provinces, and urban areas; manage construction works in line with plans; instruct localities to adjust overall schemes in urban areas, speed up the making of specific planning and subregion planning in urban areas; instruct and study adjustments to a construction plan for Hà Nội, a construction planning for the Central Highlands; continue composing a rural construction plan in accordance with the Program on reviewing plans for building new rural areas.

3. Concentrating resources for agricultural and rural development

a) The Ministry of Agriculture and Rural Development works with other ministries, agencies and localities to:

- Continue allocating resources for agricultural and rural development; push up the fulfillment of National Targeted Programs on building new rural areas, clean water and environmental hygiene in rural areas. Concentrate on instructing the building and implementation of the agriculture and rural areas development plan in communes.  

- Work with the Ministry of Labor, Invalids and Social Affairs to provide vocational training for rural laborers in accordance with the Project on vocational training for rural workers in the 2010-2020 period.  

- Build new production models in agriculture, eco-agriculture, clean agriculture, apply high technologies and produce agricultural products with high economic values. Select agricultural products which have competitive advantages, high demand, and potentials in domestic and foreign markets, and those which are heavily influenced by the domestic and foreign markets like sugar and salt in order to apply appropriate mechanisms and policies to promote production and consumption of these products.   

- Speed up the construction, completion and use of a system of reserve stocks for key agricultural products, build commodity production regions in parallel with developing processing industries.

- Review, perfect and apply appropriate assistance regulations on credit, technology, infrastructure and others for agricultural and rural development. Conduct measures to assist enterprises and farmers in protecting Vietnamese agricultural trademarks, especially high export earners.

b) The Ministry of Finance works with the Ministry of Agriculture and Rural Development, ministries, agencies and localities to deploy the pilot program on agricultural insurance; review and make assistance policies to encourage farmers and enterprises to insure essential products which would have big effects on production and people’s livelihood.  

c) The State Bank of Việt Nam chairs and works with ministries, agencies and localities to instruct and encourage credit institutions to provide more credits for the poor, the agricultural area, rural areas and farmers.

4. Electricity supply for production and consumption 

a) The Ministry of Industry and Trade chairs and works with ministries, agencies and localities to:

- Resolve difficulties, take uniform and drastic measures for contractors to speed up project progress, ensure the quality and construction tempo of electricity projects and put them into operation.

- Review, amend and supplement regulations on electricity production, supply and consumption; inspect and supervise electricity consumption in enterprises, investment project, exercise thrift practice; make incentive mechanisms and policies on saving power in production and consumption; impose tough punishments on infringements of regulations on power production, supply and consumption. 

- Provide sufficient electricity for production; minimize electricity cut. Review and strictly observe the National Power Saving Program with concrete and proper measures to encourage power saving.

b) Ministries, sectors and localities focus on comprehensively and drastically implementing measures on facilitating the process of construction, hand-over and operation of power projects, resettlement for those who give land to projects, and site clearance; develop and implement specific programs and plans for saving power in production and people’s daily consumption within each ministry, agency, and locality.

c) The Ministry of Information and Communication takes prime responsibility to coordinate with the Ministry of Industry and Trade and other ministries, agencies, and localities to accelerate information dissemination of mechanisms and policies in favor of power production, supply, and use; conduct radio and television broadcasts with practical content to encourage businesses and people to save power.

III. IMPROVING THE WORKFORCE QUALITY, ACCELERATING APPLICATION OF SCIENTIFIC AND TECHNOLOGICAL ADVANCES

1. Implementing the Master Planning on Human Resource Development in 2011-2020

a) The Ministry of Planning and Investment is responsible for coordinating with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs to provide instructions to ministries, agencies and localities to finalize their own planning schemes for realization of the Master Planning on Human Resource Development in the 2011-2020 period, focusing on establishing educational cooperation and linkages; and gradually improving the quality of education and training at all educational levels in close combination with market demand.

b) The Provincial People’s Committees, particularly in the localities having key economic zones, industrial parks, and high-tech parks, proactively work with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Construction, and educational facilities to meet workforce demand in terms of both quantity and quality; at the same time, adopt proper mechanisms and policies to improve living and working conditions for laborers, particularly meals, accommodation, means of transport and working tools.

2. Improving the workforce quality

a) The Ministry of Education and Training is responsible for collaborating with other ministries, sectors and localities to:

- Submit the Strategy for education and training development for 2011-2020 to the PM in Q1/2012.

- Review and adjust the Planning Scheme of a network of colleges and universities until 2020, and submit to the PM in Q1/2012.

- Effectively implement the above Strategy for education and training development; deploy National Target Programs on education, Program on education universalization for children under five; projects on education development in disadvantaged areas; firmly consolidate the universalization of primary and junior education, Program on concretizing class-rooms, schools, public houses for teachers; renovate and improve education of ethics and lifestyle for pupils and students. Design and submit to the PM in Q3/2012 the Project on teaching Vietnamese for ethnic minorities who do not speak Vietnamese .

- Actively deploy the National Assembly’s Resolution 35/2009/QH12 dated June 19, 2009 on guidelines and orientations on renovating some financial mechanisms applied by the education and training sector from the  2010-2011 academic year to the 2014-2015 academic year, the PM’s Directive on innovating tertiary education management in the 2010-2012 period; increase school fees under a roadmap to promote the practice of self-reliance of educational facilities to further improve education quality.

- Study, design and submit  to the PM in Q1/2012 solutions to encouraging public investments in the education and training sector to serve the 2011-2020 ten-year Strategy for socio-economic development and the 2011-2015 five-year Socio-economic development plan.

- Take the prime responsibility and coordinate with other ministries, localities, and the CPVCC Commission for Popularization and Education to develop a Project on comprehensive renovation of education and training, and submit it to the PM for consideration in Q2/2012 before sending it to the CPV Central Committee for issuing a concerned Resolution.

b) The Ministry of Labor, Invalids and Social Affairs is responsible for coordinating with other ministries, sectors and localities to:

- Submit a Strategy for vocational training development in the 2011-2020 period to the PM in Q1/2012.

- Review and supplement the planning scheme on developing vocational facilities until 2020 in order to provide adequate high-quality workforce for domestic and foreign markets.

- Review and evaluate the performance of vocational training, propose measures to address emerging problems, then report the results to the Government in Q2/2012.

- Effectively deploy the Government’s Resolution on renovating and developing vocational training, Project on vocational training for rural laborers; mobilize resources for building infrastructure, purchasing equipment, and hiring teachers for vocational training; diversify forms and methods of vocational training meeting trainees’ ability and production requirements; robustly develop forms of vocational training for rural laborers, expand forms of contract-based vocational training. Step up the socialization of vocational training.

c) The Ministry of Construction is responsible for coordinating with the Ministry of Education and Training, other ministries, agencies and localities to take actions to push up the construction progress of dormitories for students as defined in the Program on building dormitories for students.

d) The Ministry of Finance is responsible for collaborating with the Ministry of Education and Training, the State Bank of Việt Nam, the Ministry of Labor, Invalids and Social Affairs, the Ministry of Planning and Investment, and the Social Policy Bank to allocate sufficient capital for the deployment of the program on providing preferential loans for students.

đ ) Ministries, agencies and localities are responsible for coordinating with the Ministry of Education and Training, the Ministry of Labor, Invalids and Social Affairs and investors to organize the training of high-quality human resources for businesses, particularly in industrial parks, economic zones, high-tech zones, and other specific fields.

e) The Ministry of Culture, Sports and Tourism is responsible for coordinating with the Ministry of Health, the Ministry of Education and Training, the Việt Nam Women’s Union and relevant agencies to provide instructions to and organize the implementation of the Planning scheme on human resource development for culture, sports, tourism areas until 2020 with the vision to 2030; Program on improving the physique of Vietnamese people; Program on sustainable development of Vietnamese families.

g) The Committee for Ethnic Minorities is responsible for coordinating with ministries, agencies and localities to finalize and submit to the PM a draft Project on human resource development for mountainous and ethnic minority areas and then instruct the implementation of the Project once it is approved.

h) The Ministry of Justice is responsible for coordinating with ministries, agencies and localities to quickly finalize “Pilot project on training some of judicial titles“. Continue to finalize and quickly implement the “Master Plan for upgrading the quality of Hà Nội University of Law, Hồ Chí Minh City University of Law, and Judicial Academy.”

i) The Ministry of Science and Technology is responsible for coordinating with relevant ministries and agencies to design and submit to the PM in Q1/2012 a Project on developing a highly-skilled workforce and a contingent of professionals.

3. Hastening the application of scientific and technological advances

The Ministry of Science and Technology is responsible for working with other ministries, agencies and localities to:

- Instruct and organize the effective implementation of orientations, targets and tasks set for the science and technology sector in 2011-2015. Finalize and deploy the Strategy for science and technology development in 2011-2020. Study and supplement the Law on Science and Technology, then submit it to the Government and the National Assembly for approval.

- Finalize and submit to the PM in Q1/2012 a Project on continuing renovating comprehensively and synchronously the organizational structure, management and operation mechanisms for scientific and technological activities, focusing on strengthening the capacity of the State management agency in this field; clear obstacles against public science and technology organizations to step up the practice of self-reliance and self-responsibility; basically renovate the creation and State management over key scientific and technological tasks; renovate financial mechanisms and investment methods for scientific and technological activities.

- Enhance the supervision and evaluation of the efficiency of State-funded scientific and technological tasks.

- Focus on developing and implementing central State-level scientific and technological tasks in terms of basic scientific research, particularly in the fields of high demand and development potentials; effectively realize key scientific and technological tasks in support for national defense and security, climate change adaptation, marine-based economy, and public healthcare.

- Focus resources on national scientific and technological programs and projects approved by the PM. Finalize legal procedures for the official operation of the National Fund for technology renovation.

- Issue mechanisms and policies to overcome scattered State-funded investment in science and technology development. Step up the socialization and the mobilization of all resources for science and technology development. Create favorable conditions and take strong measures to get enterprises involved in creating their own funds for science and technology development. Closely combine scientific education and research with production and business towards creating science and technology arboreturms, and establishing science and technology businesses at universities and academies. Step up vigorously the technology transfer activities and commercialization of technology, provide assistance to the registration and exploitation of inventions at universities, academies and enterprises.

- Enhance information dissemination and education on intellectual property ownership, provide assistance to the management, establishment, exploitation and protection of intellectual properties of enterprises, organizations and individuals. Promote the enforcement of intellectual property rights; prevent infringements or illegal use.

- Develop a complete national standard system for all fields towards increasingly matching regional and international standards.

- Continue to prepare necessary conditions in terms of infrastructure, legal regulations, manpower, techniques, and safety for nuclear power development. Study and put forth to the Government mechanisms and policies on workforce training and make a complete legal system in favor of nuclear power development. Actively implement the Master Planning on the development and application of atomic energy for peaceful purposes until 2020.

IV. ENSURING SOCIAL WELFARE, REDUCING POVERTY SUSTAINABLY, IMPROVING THE QUALITY OF HEALTH CARE, SECURING PEOPLE’S CULTURAL AND SPIRITUAL LIFE

1. Ensuring social welfare and sustainable poverty reduction

a) The Ministry of Planning and Investment is responsible for coordinating with ministries, sectors and localities to:

-  Instruct and implement National Target Programs for 2011-2015. Verify targets, tasks, and resources allocated to each project of every National Target Program; develop principles, criteria, and plans for capital allocation, then summarize and report them to the PM prior to January 31, 2012 so he submits the works to the National Assembly Standing Committee for consideration before transferring them to ministries, agencies and localities for implementation.

- Continue actively with negotiations with international financial organizations, foreign governments and organizations to mobilize external resources and preferential loans to supplement funding for poverty reduction, job creation, preferential credits for students and poor households, and other social welfare targets.

b) The Ministry of Labor, Invalids and Social Affairs is responsible for coordinating with other ministries, agencies and localities to:

- Develop, finalize and submit to the PM a Strategy for social welfare for 2011-2020 for issuance.

- Finalize and carry out the National Target Program on poverty reduction in 2011-2015 with the focus on the provision of instruction and resources to reduce the poverty rate by 4% in poorest districts and communes, and extremely disadvantaged villages.

- Instruct and organize the effective implementation under the set roadmap: The Strategy and program on gender equality; the National Plan of Action for children; the Action Plan for prostitution prevention and control; the Program on sustainable poverty reduction for 2011-2020, etc…

- Speed up the implementation of solutions for fast and sustainable poverty reduction in poorest districts and communes and extremely disadvantaged villages; focus resources on effectively and timely realizing the National Target Program on sustainable poverty reduction for 2011-2015.

- Continue perfecting policies for people who rendered meritorious services to the nation, volunteer young men, and social welfare policies; beef up the settlement of cases relating to the verification of the status of ex-servicemen who are eligible for benefiting from preferential policies. Diversify forms and models of social assistance and relief. Educate and raise the public awareness and exercise of gender equality. Heighten the quality and efficiency of health care and children protection.

- Review and make planning of, and invest in detoxification centers and post-detoxification management; and centers providing rehabilitation, nursing, caring and consultancy services for people with meritorious services to the country, and other beneficiaries of social policies; design policies to support community-based detoxification.

c) The Ministry of Finance is responsible for coordinating with other ministries, sectors and localities to continue reviewing and perfecting credit mechanisms and policies for the poor, students, and other policy-based beneficiaries.

d) The Ministry of Construction is responsible for coordinating with other ministries, sectors and localities to: Implement the National Strategy for housing development until 2020, with the vision to 2030; speed up, instruct, study and supplement mechanisms and policies as well as solutions to accelerate the effective realization of Programs on building houses for those who can’t afford accommodation and policy-backed beneficiaries. Continue to beef up the implementation of policies on assisting poor households in building houses. Focus on studying the establishment of savings funds and housing projects for poor households and social beneficiaries.

đ ) The Ministry of Agriculture and Rural Development is responsible for coordinating with other ministries, sectors and localities to instruct and well organize the supervision and assessment of impacts and damages caused by natural disasters and epidemics for proactively managing the funding reserved for natural disasters and epidemics and further mobilizing all resources from society for repairing the consequences to secure quick restoration of production and stabilization of people’s life.

e) The Committee for Ethnic Minorities is responsible for coordinating with other ministries, agencies and localities to:

- Fruitfully realize policies for ethnic minorities like land for housing and production, water supply for poor ethnic minorities, population migration, resettlement for migrant people, Project on poverty reduction assistance in extremely poor communes and villages, ethnic minorities-inhabited and mountainous areas under the National Target Program on poverty reduction.

- Review, finalize and submit to the PM the Strategy on ethnic minorities work for 2011-2020 for approval and implementation. Continue reviewing, amending, supplementing, developing and finalizing specific socio-economic development policies for ethnic minorities and mountainous areas in 2011-2015.

g) Ministries, sectors and localities review and re-assess the outcomes of the implementation of national target programs, national programs within their assigned competence; propose proper solutions towards clear identification of targets, scope, and subject in order to mainstream the content of these programs and streamline management units in the new context, then send them to the Ministry of Planning and Investment for summarizing and reporting to the PM.

2. Focusing on job creation

The Ministry of Labor, Invalids and Social Affairs is responsible for coordinating with other ministries, sectors and localities to:

- Expand the scope and improve the quality of vocational training, combining it with creating jobs and improving laborers’ income.

- Synchronously deploy mechanisms and policies on job creation and vocational training, especially for the poor, rural laborers, demobilized soldiers, and urbanized areas. Instruct and organize the effective implementation of the National Target Program on employment and vocational training. Continue to build database and enhance forecast of labor supply and demand; develop forms of job placement, consultancy, and labor market information.

- Expand labor export markets, particularly high-income and safe ones; productively implement policies, programs and projects on manpower exports; enhance vocational training, education of social knowledge, and provision of necessary assistance for guest workers.

- Take measures to encourage and assist businesses, production facilities to use intensive labor; effectively implement regulations on salaries, social insurance, unemployment insurance and other supportive policies for those people who lost jobs; develop harmonious and healthy labor relations in businesses.

- Instruct and implement fruitfully labor safety, improve working conditions and environment; develop harmonious, healthy, and progressive labor relations among businesses.

3. Improving the quality of healthcare for people

a) The Ministry of Health is responsible for working with other ministries, agencies and localities to:

- Proactively supervise epidemics to early detect and put them under control, to prevent big epidemics, particularly newly-emerging ones, from breaking out, etc. Speed up the completion of hospitals funded by Government bonds to put them into operation; continue to take measures to address the overload in central or provincial hospitals, particularly the ones specializing in tumor, children, trauma and orthopedics, cardiovascular diseases.

 - Deploy effectively national programs and national target programs on health; eliminate polio and tetanus; keep HIV/AIDS infection rate at communities under 0.3%. Continue to effectively implement the Plan of Action on improving the quality of medical examinations and treatment; effectively deploy policies on assisting those living under the poverty line to acquire medial insurance cards. Study and renovate medical insurance towards compulsory minimum levels for all people; develop mechanisms and policies to encourage the private sector to engage in providing these services. Synchronously implement the Project on expanding the production and application of Methadone.

- Continue consolidating and developing the healthcare system, especially at the grass-roots levels, and the preventive medicine network. Carry out the application of National Health Standards in provincial preventive centers. Develop and realize a Project on rural health development; and deploy the application of new National Health Standards in communes  for 2011-2020.

- Closely manage the quality of treatment, particularly in private facilities, and prescription, and combat the abuse of medicines, tests, high technologies as they are costly and harm patients’ health.

- Continue upgrading hospitals and healthcare facilities, enhancing the quality of treatments using traditional medicines. Beef up the development of Oriental medicines and pharmaceuticals, and combine traditional medicine practices with modern medicine ones in treatment.

- Renovate the financial management mechanism of public hospitals; study the adjustments to hospital fee framework in couple with improving the quality of medical services, particularly in big cities. Encourage economic sectors to invest in medical services development and non-public hospitals.

- Pump more investment in public medical education facilities; broaden forms of medical education to secure sufficient manpower for medical facilities in the time to come. Focus on in-depth training to meet the technical requirements, technology transfer, and improvement of management capacity. Continue to expand the rotation of medical staff working in municipal and provincial health facilities to district and communal health centers so as to raise the quality of treatment and reduce the overload that are rampant in central hospitals; speed up the exercise of comprehensive self-reliance at public medical service delivery units.

- Prepare the sufficient stock of essential medicines for treatment, take measures to stabilize medicine prices, manage imports, distribution, and supply of medicines; control bidding, purchasing, and use of medicines; tightly monitor medicine prices and quality. Develop a Planning scheme on production and distribution of medicines.

- Review, evaluate and take strong measures to push up the socialization, and improvement of the quality of healthcare services; encourage the development of high-tech medical services. Enhance the mobilization of all resources for the development of a medical waste management and treatment system.

- Conduct the effective implementation of strategies on protecting and caring for people’s health, population and reproductive health, and malnutrition prevention for 2011-2020; the National Program on food safety for 2011-2020 with the vision to 2030. Accelerate the observation of legal regulations on quality management and hygiene and safety fo food, supervise food pollution and prevent food poisoning.

- Enhance communication and education works and implement synchronous solutions to control the demographic growth at a reasonable rate, lessen gender imbalance at birth and improve the quality of the population. Deploy productive health works and healthcare for the elderly.

b) Ministries, agencies and localities proactively develop and deploy the application of proper preferential mechanisms and policies relating to land, site clearance, human resources, credits, etc to strengthen the socialization of health services to meet people’s demand.

4. Ensuring people’s cultural and spiritual life

a) The Ministry of Culture, Sports and Tourism is responsible for coordinating with other ministries, agencies and localities to.

- Review existing mechanisms and policies; develop plans and programs to develop culture in combination with tourism and economic activities; adopt proper mechanisms to encourage the creation of cultural, literary, and art works. Continue organizing the effective implementation of the movement “All people unite to build up the cultural life.”

- Finalize and submit to the PM in Q2/2012 a Strategy for the development of Vietnamese families.

- Enhance the preservation, embellishment and promotion of tangible and intangible cultural values of the system of cultural and historical relics in combination with tourism development, particularly UNESCO-recognized cultural heritages. Coordinate with localities to well manage festivals, cultural and sport activities to ensure the practice of thrift and social security and order; mobilize all resources in society for the organization of festivals, and bar the use of State budget to organize festivals.

- Perfect the planning of a system of new culture and sports facilities  until 2020 and submit it to the PM within Q2/2012.

b) The Ministry of Information and Communication is responsible for coordinating with ministries, agencies and localities to take measures to increase the quality of information, press and publication activities and enhance the management over them; expand the coverage of radio and television broadcasts in ethnic minority languages to remote and disadvantage areas. Study, develop and effectively implement scientific and technological development plans and application of information technology in information and communication activities. Deploy the effective implementation of the National Target Program on expanding information coverage to remote, mountainous and border areas and islands.

- Organize regular staff meetings and press briefings to provide the mass media with information regarding the socio-economic performance. Expand the development of telecommunication and Internet services; push up the application of information technology among State agencies and society, contributing to further energizing socio-economic development and international integration.

V. ENHANCING NATURAL DISASTER PREVENTION, ENVIRONMENTAL PROTECTION, AND CLIMATE CHANGE RESPONSE

1. Enhancing natural disaster prevention and climate change response

a) The Ministry of Natural Resources and Environment is responsible for working with other ministries, agencies and localities to focus investment on providing equipment and training a staff for facilities in charge of researching and forecasting natural disasters and climate change; enhance the capacity of weather forecast and hydrometeorology bureaus in service of production and people’s life. Instruct and organize the effective implementation of the National Target Program on climate change response, especially sea level rise, prioritize resources for vulnerable and coastal areas. Continue studying, surveying and evaluating impacts of climate change so as to mainstream this issue in strategies, planning schemes, plans, and programs on socio-economic development of sectors, zones, localities, and the whole country as well.

b) The Ministry of Agriculture and Rural Development is responsible for coordinating with ministries, agencies and localities to continue deploying effectively programs on dyke upgrading, solutions for combating flooding in big cities; proactively cope with natural disasters, storms and floods; at the same time,  take timely and productive measures to deal with droughts to service production and people’s life; continue to carry out population settlement programs and the evacuation of residents out of natural disaster-prone areas.

c) The Ministry of Construction is responsible for coordinating with ministries, agencies and localities to design a Project on development of Việt Nam’s urban areas which are capable of adapting to climate change; study and popularize the designs of typical house models which are capable of responding to natural disasters, and suitable for specific conditions of provinces, geographical features and areas prone to storms, floods and other natural disasters, and provide instructions for the construction of these housing models.

2. Enhancing environmental protection, and raising the efficiency of natural resources exploitation and use

a) The Ministry of Natural Resources and Environment is responsible for coordinating with ministries, agencies and localities to:

- Center on instructing the effective implementation of the National Target Program on addressing pollution and improving the environment in 2012-2015. Study and submit to the Government for issuance of a Resolution on urgent environmental issues in 2012-2020.

- Review, develop and submit to competent agencies proposals for  issuance or revisions and amendments to legal documents, focusing on those prescribing administrative and criminal punishments for violations of environmental protection regulations; systemize criteria and technical standards on environmental protection.

- Reinforce the inspection, supervision and detection of activities infringing upon legal regulations on environmental protection and give strict punishments against those activities. Focus on addressing environmental problems in traditional craft villages, industrial parks and urban areas.

- Accelerate the dissemination of information to raise the whole  society’s awareness of environmental protection. Proactively beef up international cooperation, particularly in managing and exploiting rivers mutually used by relevant countries.

- Review, study, amend, and supplement mechanisms and policies to raise the efficiency of State management on natural resources, exploitation and use of natural resources, and minimize negative impacts on the environment. Review, amend, and supplement mechanisms for the decentralization of competent agencies in managing, exploiting and using natural resources, focusing on minerals, land, forests, water, and other areas that greatly affect the environment.

- Closely monitor the granting of licenses and the management of exploitation of natural resources and minerals; stop extending the operation duration of existing licenses or granting new licenses for natural resources and minerals exploitation of enterprises which fail to meet legalized requirements on environmental protection. Strictly handle cases violating legal regulations on management and exploitation of natural resources and minerals.

b) The Ministry of Construction is responsible for coordinating with other ministries, agencies and localities to:

- Instruct and organize the effective implementation of the Program on prevention of clean water leaks; the Program on solid waste treatment; projects to build urban water supply and drainage systems; instruct localities to finalize planning schemes on solid waste management within their administrative boundaries; speed up the progress of making planning schemes on technical infrastructure in Hà Nội and Hồ Chí Minh City; organize the implementation of planning schemes on water supply and drainage and solid waste treatment in the four key economic zones, planning schemes on medical waste treatment once these schemes are approved by the PM.

- Check, review, amend, and supplement or propose proper and immediate revisions and supplements to regulations, mechanisms and policies relating to the exploration, exploitation and processing of minerals to produce construction materials, to ensure environmental protection and economical use of minerals and energies. Speed up the implementation of the Program on unburned construction materials, make planning schemes for development of unburned construction materials until 2020 with the vision to 2025.

c) The Ministry of Industry and Trade is responsible for coordinating with other ministries, agencies and localities to review, amend and supplement or propose proper and timely amendments or supplements to regulations, mechanisms, policies, and planning schemes on types of minerals under State management, ensure economical use of minerals and energy, and environmental protection.

d)  The Ministry of Agriculture and Rural Development is responsible for coordinating with other ministries, agencies and localities to instruct and deploy synchronously and effectively solutions for sustainable protection and development of forestry resources; enhance the protection of specialized-use forests and protective forests; encourage the speedy planting of productive forests. Review and develop proper mechanisms and policies to ensure rights and interests and encourage people to engage in planting, protecting and exploiting forests appropriately and effectively. Coordinate in instructing and handling strictly those who violate legal regulations on forest management and protection.

VI. CONTINUE PERFECTING LEGAL SYSTEM, PUSHING UP ADMINISTRATIVE REFORM, IMPROVING EFFECTIVENESS AND EFFICIENCY OF STATE MANAGEMENT, EXERCISING THRIFT, COMBATING WASTE AND REINFORCING THE FIGHT AGAINST CORRUPTION

1. Pushing up administrative reform, improving effectiveness of State management

a) The Ministry of Home Affairs is responsible for coordinating with ministries, agencies and localities to:

- Instruct and organize the effective implementation of the Master Program on State administrative reform for the 2011-2020 period; focusing on reforming the civil service system under the valid Law on Cadres and Civil Servants; issue, pilot and apply the code of criteria for supervising and assessing the administrative reform throughout the State administrative system. Continue to implement on a trial basis a policy on discovering, attracting, appointing and treating talents. 

- Review and complete the decentralization mechanism between the State and localities to guarantee the consistence of the central management and bring into full play the proactiveness, creativity and reality of localities, especially in the fields of land, natural resources, minerals and budget; combine decentralization with enhancing the senior level’s inspection and supervision and the inferior level’s responsibility and promoting the head’s responsibilities.

- Coordinate with the Ministry of Justice and other ministries, agencies and localities to check, study, develop and announce the compulsory standards on legal knowledge for cadres and civil servants.

- Design and enforce effectively documents guiding the implementation of the Law on Public Employees and the Law on Cadres and Civil Servants. Coordinate with relevant ministries and agencies to complete a system of criteria and titles for civil servants and public employees and organize promotion-to-higher-rank examinations in a competitive manner.

- Focus on developing human resources for the State organization sector in ministries, agencies and localities; consolidate the organizational structure of bodies in charge of forecast work; improve the recruitment method as well as the use and incentives for civil servants in charge of forecast work.

- Develop and submit to the government a Project on promoting the reform of civil service system; speed up and timely instruct the establishment of the structure for civil servants and public employees by job positions in administrative agencies, public non-business units; strengthen the supervision of civil service and the observation of administrative disciplines and improve the morality of those in charge of civil service.

b) The Office of Government is responsible for coordinating with ministries, agencies and localities to carry out the Project on streamlining administrative procedures and enhancing control of administrative procedures; continue to supplement and complete the national database on administrative procedures; urge ministries, agencies and localities to seriously simplify administrative procedures as approved by the Government; improve the quality of consultancy for individuals and businesses during the administrative procedure reform.

c) The Ministry of Planning and Investment takes prime responsibility to cooperate with other ministries, agencies and localities to:

- Continue reviewing and completing the institutional system, mechanisms and policies to create a favorable investment and business environment; set up a common legal framework for business registration for domestic and foreign investors; expand the investigation and supervision of investors’ observation of the content of business licenses to find out investment projects that are slow in deployment and incapable investors and transfer them to other eligible investors; strengthen the transparency of business information and provide a single provider of legal business information.

- Study and propose the Government to modify and supplement legal tender regulations; develop and submit to competent agencies to issue legal documents on making and evaluating plans, the Law on Public Investment and Public Procurement associated with the making of the Law on State Budget, the Law on Planning, the Decree on mid-term investment plan and the Law on co-operatives (amended).

- Improve the effectiveness and efficiency of designing and implementing strategies, planning schemes, plans, and policies; enhance the quality of information,  and analysis and macro forecast capacity in the policy making and implementation process.

d) The Ministry of Justice is responsible for coordinating with ministries, agencies and localities to:

- Quickly study and put forth to the Government proposals for amending the Constitution 1992; effectively launch missions defined in the Government’s Plan on reviewing the implementation of the Constitution 1992.

- Develop and submit to the Prime Minister for assigning and implementing the Program on making law and ordinances of the 13th National Assembly; speed up and monitor the making of laws, ordinances and documents on detailing the implementation of laws and ordinances; strengthen the legal system to improve the effectiveness of law-making, focusing on ensuring the quality and progress as set previously.

- Continue with strong renovation to improve the quality of preparations and plans for the making of laws and ordinances and submit to the National Assembly Standing Committee a law and ordinance making program for 2013 and adjust and supplement the law and ordinance making program for 2012 of the 13th National Assembly, guaranteeing the basic completion of the market economy institution and prioritizing it in the program on making bills related to breakthroughs of the Socio-economic development strategy for the 2011-2020 period; continue to complete legal regulations on organizational structure and operations of judiciary and legal agencies involving in criminal and civilian areas and legal assistance.

- Study and propose to the Government and the National Assembly to ratify the modality and content of legal documents pertaining to the mergence of the Law on normative act laws of the people’s council and the people’s committee; make the legal system simple and easy to access and convenient to apply.   

- Promptly establish, modify and supplement laws related to completing the institution of the socialist oriented market economy and build a number of laws to concretize the basic rights of citizens regulated by the Constitution such as: the Civil Code (amended), the Criminal Code (amended), the Law on administrative violation sanctions, the deaths and marriages Law, and the Certification Law, etc.

- Continue to complete and implement policies and regulations on leval assistance to poor people and submit to the Prime Minister a draft Decision on legal assistance policy for the poor based on Resolution No. 80/NQ-CP issued on May 19, 2011 by the Government on sustainable poverty reduction policy in the 2011-2020 phase; a draft Decision on legal access standards at communes and districts. 

- Effectively launch the Law on law propagation and education; continue organizing the realization of Directive No. 32-CT/TW issued on December 9, 2003 by the Secretariat of Communist Party of Việt Nam Central Committee, the IX tenure.

- Focus on mobilizing resources and proficient officials and civil servants to push up  the drafting and commenting to guarantee the progress and quality of assessing legal documents.

d) The Ministry of Construction hosts and cooperates with ministries, agencies and localities to:

- Continue researching and setting up a draft Urban Law and submit to the authorities to consider and decide.

- Continue to check, mend and supplement related mechanisms and policies such as the ones on construction licensing and urban management and development to replace Decree No. 02/2006/NĐ-CP on new urban areas regulations issued on January 5, 2006 by the Government; and policies on development and management of houses for rent, resettlement houses and transformation of old apartment buildings and apartment blocks to replace Resolution No. 34/2004/NQ-CP issued by the Government on reforming old apartment buildings; mechanisms on construction work quality management, etc.

- Screen and launch the new rural construction planning scheme and instruct the building of sample houses at residential areas in accordance with the National Target Program on new rural construction in the 2010-2020 phase.

- Further check and complete economic mechanism and policies for urban construction and development in accordance with international norms; study and submit to the Government a project on improving the economic management capacity in the construction field; set up a database on building prices, announce construction price index, mobilize investment capital for projects and new construction technology.

- Realize tasks prescribed in the PM’s Directive No. 2196/CT-TTg issued on December 6, 2011 regarding solutions to strengthen the management of the real estate market.

e) The Ministry of Labor, Invalids and Social Affairs takes prime responsibility in coordinating with ministries, agencies and localities to:

- Focus on consolidating the labor, invalids and social affairs apparatus at all levels,  enhance the capacity and responsibilities of staff and civil servants, and improve the effectiveness of information technology application in management.

- Strengthen labor, invalids and social affairs inspection works, and concentrate on inspecting sensitive and vulnerable fields such as investment projects, aid, agencies using State budget, public property use, labor export, social insurance, the implementation of policies for people rendering services to the nation, loans for job generation, poverty reduction, law observation in businesses; timely handle law violations.

g) Ministries, agencies and localities hold on their assigned functions and tasks to  strictly implement the administrative reform, announce transparently, publicly, fully and timely administrative procedures under their competence; mobilize resources to guarantee effectively the simplification of administrative procedures; strengthen and enhance the quality of consultancy for citizens and businesses.

2. Stepping up the practice of thrift and combat against waste and corruption

a) The Ministry of Finance hosts and coordinates with ministries, agencies and localities to strengthen the investigation, supervision, and information dissemination to raise people’s awareness of exercising thrift and combating waste.

b) The Government Inspectorate hosts and coordinates with ministries, agencies and localities to implement synchronously and stringently solutions to prevent and combat corruption, focusing on carrying out preventive measures and increasing transparency and publicity; cooperate with the Ministry of Public Security to build and submit to the Government for issuance regulations mandating the protection of those people who detect and report on corruption cases.

c) The Ministry of Public Security directs and boost investigations and coordinates with relevant agencies to deal with corruption cases; study and propose solutions to raise the efficiency of detection and investigation of corruption cases.

d) The State Bank of Việt Nam hosts and coordinates with ministries and agencies to screen specific management regulations to prevent and combat corruption in the banking system.

d) The Ministry of Justice hosts and works with ministries, agencies and localities to implement effectively the Project on renewing and improving the effectiveness of justice assessment, focusing on dealing with complaints and accusations on the implementation of civil verdicts and arising issues.

e) The Ministry of Information and Communication hosts and cooperates with ministries, agencies and localities to establish the propaganda program to campaign for a strong change in awareness and practice of thrift, combating  waste and corruption, in combination with the implementation of the campaign “to study and follow the moral example of President Hồ Chí Minh”.

VII. Strengthening national defense and security, guaranteeing social safety and order and increasing effectiveness of external relations

1. Strengthening national defense and security, and guaranteeing social safety and order

a) The Ministry of Defense hosts and coordinates with other ministries, agencies and localities to:

- Strengthen the power of national defense, firmly protect national independence, sovereignty, unification and territorial integrity; mobilize all of the resources for developing the military; improve the quality of the all-people defense in the new circumstance; continue to consolidate and enhance the military training capacity and preparedness for fighting of military men, push up the building of the regular army and enhance the capacity of dealing with unexpected missions arising; be active and proactive in preventing and combating natural calamities, floods, and disease epidemics, search and rescue activities, and social issues such as traffic accidents, crimes and drug.

- Hold tightly on plans to organize forces based on new tasks, hasten the progress of re-arranging the organization and personnel of agencies and units; stabilize and improve soldiers’ material and spiritual lives; invest in infrastructural facilities and stations for units; give priority to newly-established units, the removal and construction of infrastructural facilities to receive new weapons, and troops stationed in border, islands, remote and disadvantaged areas; maintain technical coefficients, preserve, repair, extend expiry and supplement new types of armament and supplies; invest into programs to procure, produce and improve weapons, concentrate on manufacturing accessories and technical equipment for replacement (limiting imports), continue to invest comprehensively, gradually modernize the weapons for combat units, full divisions of the land forces, and technical units; raise the quality of national defense industrial products, bring into full play the National defense industry program, implement Resolution No. 06-NQ/TW issued by the Political Bureau XI, continue to implement the Sea Strategy, deploy the second phase of Project 1492 and programs to build ships to defend water territorial and island sovereignty,…

- Guarantee all the conditions for the army to actively and effectively contribute to the country’s socio-economic development through implementing national target programs and big economic projects, eliminating hunger and reducing poverty, building new rural areas, developing and protecting the national border, building the national defense economic zones, pushing up the structuring, renovation, development and improvement of military businesses’ production, and coordinating economic production with guaranteeing national defence and security.

- Implement well guidelines on military foreign affairs and defense cooperation to create a peaceful and stable environment for the national development; strengthen bilateral and multilateral national defense cooperation, and friendly cooperation with neighboring countries, establish  the borderlines of peace and cooperation for mutual development. Elevate the relations with partners in a deep, stable and sustainable manner. 

b) The Ministry of Public Security hosts and cooperates with other ministries, agencies and localities to:

- Continue completing the legal foundation for launching uniformly solutions to prevent, discover, struggle, prevent and timely and strictly deal with crimes involving national security and social safety order, especially at key locations to ensure the safety for important events in 2012; establish plans to realize effectively the Political Bureau’s Directive No. 48-CT/TW dated October 22, 2010 on strengthening the prevention and combat of crimes in the new situation.

- Implement comprehensive solutions to minimize traffic accidents and traffic jams in big cities’ strengthen fire prevention and behaviors violating the law on food hygiene and safety.

- Launch information dissemination and education campaigns to improve the awareness and responsibilities of the entire political system and citizens on the people’s security posture in combination with the all people’s defense, fight and prevent crimes.

- Enhance measures to protect economic security, prevent activities by hostile forces who want to sabotage the national economy. Focus on protecting security for major projects, and spearhead fields like finance, currency, investment, environment, construction, energy and food security. Timely uncover and propose the Government to give instructions to settle wrongdoings committed by state economic corporations and groups.

- Effectively deploy plans and projects to combat criminal, economic, environmental, high-tech crimes, especially drug-related crimes. Further detect and fight  crimes in the key economic sectors, especially in gold and foreign currency smuggling.

c) The Ministry of Planning and Investment is responsible for coordinating with the Ministry of Agriculture and Rural Development, the Ministry of Public Security, other ministries, agencies and localities to review foreign-funded afforestation projects which belong to a group of projects with conditional investment. Direct localities to revoke investment licenses of FDI afforestation project in sensitive areas in terms of national defense and national security and then reallocate these areas to local residents and army units to combine socio-economic development with national defense and security.

d) The Government Inspectorate is responsible for coordinating with other ministries, agencies and localities to deploy well citizen reception work and settlement of complaints and denunciations in conformity with the Law on Denunciation, and the Law on Complaints; continue inspecting the handling of complaints and denunciations of  authorized individuals; timely settle in accordance with the law the cases relating to denunciations and complaints immediately when they are emerging, especially crowded petitions relating to land, natural resources, environmental protection; focus on adressing outstanding, complicated and time-consuming lawsuits and denunciation-complaint cases; study and deploy comprehensive measures to handle crowded lawsuits at the central level.

d) The Ministry of Justice hosts and cooperates with the Ministry of Public Security, the Supreme People's Procuracy, the Ministry of Foreign Affairs and other ministries, agencies and localities to:

- Deploy the implementation of the Law on judicial support and carry out research activities to prepare for revising and supplementing it.

- Complete and organize the implementation of the project on dealing with outstanding cases to contribute to guaranteeing social order and stabilizing economic and civil relations

- Guarantee the implementation progress of the project “Building head offices and material evidence stores for civil execution agencies and building training schools under the Ministry of Justice in 2011-2015 based on Decision No. 49-NQ/TW”.

e) The Ministry of Transport hosts and cooperates with ministries, agencies and localities to propose short-term and long-term solutions to reduce traffic accidents and traffic jams in big cities. The year 2012 is launched as the year of traffic safety, thus reducing traffic accidents to 5-10%

g) The Ministry of Finance hosts and cooperates with relevant ministries and agencies to do research, amend and supplement regulations on management of State budget and property applicable to some activities in national defense and security

2. Improving the efficiency of external relations

a) The Ministry of Foreign Affairs hosts and coordinates with relevant Ministries and agencies to:

- Take initiative in researching, consulting and determining the cooperation focus, set up programs and practical cooperative projects to enhance and develop external relations in a deep, stable and practical manner to create intertwined benefits in the relations with neighbouring and regional countries, strategic partners, big countries and traditional friendly countries; promote cooperation with potential partners in various regions. Urgently implement the Prime Minister’s Directive on carrying out a number of measures for proactive and active international integration adopted at the 11th Party Congress; proactively and actively participate in and bring into full play the country’s role and initiatives at important multilateral forums, including ASEAN.

- Speed up economic diplomacy and organize the effective implementation of Directive No. 41-CT/TW issued on April 15, 2010 by the Secretariat of the Communist Party of Việt Nam Central Committee on strengthening economic diplomatic affairs in the period of boosting up industrialization and modernization; proactively consult and issue warnings of international economic problems to aid the Government, ministries and agencies in handling socio-economic affairs; improve the effectiveness of monitoring and implementing international agreements and commitments reached during high-ranking visits; assist ministries, agencies and businesses in launching external economic activities, including the expansion of export markets, attraction of foreign investment, Official Development Assistance (ODA) and modern technologies in service of domestic needs for development, pushing up labor exports and attracting tourists 

- Promote research and consultation on strategies, forecast capacity and propose policies and guidelines for implementing international integration.

- Speed up political and diplomatic campaigns to provide active assistance to diplomatic economic activities, especially canvassing for other countries’ recognition of Vietnam’s market economy regulations and solving economic and trade problems.

- Continue to speed up the settlement of border and territory issues with other countries, well handle arising problems, actively exchange discussions with concerned countries to boost maritime cooperation, resolutely counter any actions violating Việt Nam’s national sovereignty violation and national benefit in the East Sea.  

- Actively promote cultural diplomacy, campaign for the United Nations Educational, Scientific and Cultural Organization (UNESCO)’s recognition of new cultural and natural heritages of Việt Nam. Implement effectively Party and State policies on Overseas Vietnamese affairs; strongly and effectively mobilize the Vietnamese communities abroad to work foir the Fatherland; and speed up the protection of citizens.

- Continue to speed up the implementation of the Law on representative agencies of the Socialist Republic of Việt Nam in foreign countries; enhance local foreign services activities; strengthen the coordination between governmental agencies in external affairs.

b) The Ministry of Industry and Trade hosts and coordinates with relevant ministries and agencies to organize the implementation of agreements on international economic integration with the aim of  strictly implementing commitments, making the best use of advantages of these agreements for Vietnamese businesses and economy, utilizing the space of policies reached during negotiation to build mechanism and policies to encourage production and operation and develop regulations on cautious management of the national economy and the financial sector, gain technical assistance from other countries and international organizations to establish managerial capacity including a legal framework and human resources training.

c) The Ministry of Education and Training and the Ministry of Science and Technology are responsible for coordinating with the Ministry of Foreign Affairs, other ministries, agencies and localities to build a project on International Integration in education and science to submit to the PM in Q1 of 2012

d) The Ministry of Justice is responsible for working with Ministry of Public Security, the People’s Supreme Procuracy, the People’s Supreme Court and the Ministry of Foreign Affairs to implement effectively the Judicial Assistance Law and carry out research activities to prepare for revising and supplementing this Law, well implement Judicial Assistance Agreements signed with other countries, propose the expansion of cooperation on judicial assistance with other countries abd territories, especially in terms of economic, investment, trade and anti-crime, contributing to enhancing our country’s effective and sustainable partnerships with other countries and territories. 

e) The Ministries and agencies coordinate to strengthen the mechanism, organization and activities of Vietnamese subcommittees in the Intergovernmental Committees.

Part 2

Organization of Implementation

1. Based on this Resolution and the Government’s Working Program in 2012, Ministers and Leaders of Ministerial-level agencies, Leaders of the agencies under the Government, Chairmen of the centrally-run provincial and municipal People’s Committees need to:

- Quickly establish, issue and immediately organize the implementation in January 2012 specific action programs of each Ministry, agency and locality as well as identify goals, tasks, time and in-charge units.

- Concentrate on guiding and managing in a drastic, flexible and effective manner solutions contained in the Resolution, and policies and guidelines of the Party, the National Assembly and the Government; assign a leader to take prime responsibility and directly guide the implementation of the Resolution; the centrally-run provincial and municipal People’s Committees step up instructions to synchronously carry out solutions that aim to mobilize all resources for development investment, push up production, reinforce the control of prices, market and food hygiene and safety in association with ensuring social security, cultural and social development and environmental protection in their areas.

- Regularly check and supervise the progress and results of implementation of the set programs and works; organize monthly meetings to review the implementation of the Resolution; synthesize, evaluate and report the implementation of the Resolution and send to the Ministry of Planning and Investment before the 20th day of a month and at the end of each quarter; the Ministry of Planning and Investment plays the host and cooperates with other ministries, agencies and localities to check and supervise the implementation of the Resolution and report to the Government at the monthly regular meeting.

2. The Ministry of Information and Communications proactively coordinates with other ministries, agencies, localities and the Commission for Popularization and Education of the Party Central Committee to popularize the Resolution broadly in sectors and branches at all levels; increase information dissemination to help businesses and local people understand, actively respond and join in implementing.

3. The Ministries, Ministerial-level agencies under the Government, and the centrally-run provincial and municipal People’s committees:

- Attach special importance to strengthening coordination between ministries, agencies and localities; at the same time closely coordinate with the Party agencies, the State, the Vietnam Fatherland Front and other mass organizations to successfully achieve the goals set forth in the Resolution; uphold the community’s awareness while making clear functions, tasks and authority of each agency, organization and individual in carrying out the implementation.

- Proactively monitor and supervise the organization of implementation in order to take measures appropriately, timely and flexibly; organize task groups to study sectors and fields assigned or issues related to socio-economic development in their fields to propose instructive and executive solutions timely and effectively; increase transparency and responsibilities of public service activities, reinforce the supervision, inspection and evaluation of the implementation of tasks of each agency, organization and individual; apply a mechanism to give awards or disciplines timely and strictly during the process of implementing assigned tasks.

- Guide the effective implementation of democratic regulations at the grassroots, heighten people’s role of supervision over activities of State officials and agencies; promote contact and dialogues and concentrate on solving legitimate petitions of businesses and citizens.

4. The ministers, leaders of ministerial-level agencies and Chairmen of centrally-run provincial and municipal people’s committees take full responsibilities before the Prime Minister for carrying out the implementation of the Resolution within their assigned fields, function and tasks; proactively provide informational fully and promptly and strengthen exchanges and reception of feedbacks from people and businesses on mechanisms and policies, especially those related to lives of people and operation of businesses; intensify coordination with the mass media to better information dissemination to create a high consensus and aggregate strength of the entire nation for successfully realizing the goals and tasks of 2012.

The Ministries, agencies and centrally-run provincial and municipal People’s Committees review, sum up and evaluate the implementation of the Resolution within the scope of their assigned function and tasks, propose instructive and executive solutions of the Government for the next year, and report to the Prime Minister and also the Ministry of Planning and Investment before December 10, 2012. The Ministry of Planning and Investment synthesizes and assess the outcomes of the realization of the Resolution of each ministry, agency and locality and report to the Government at its regular meeting in December, 2012./.
