India anxiously look east towards VN, says reseacher

VGP - Matching India's Look East policy as part of India's political, economic and security interests in Southeast Asia and in view of the visit to India of National Assembly Chairman Nguyễn Phú Trọng, Việt Nam wishes to encourage India to a large extent and to develop bilateral relations of these countries with India, said a senior researcher of India.

In his February 25 article entitled “Looking east towards Việt Nam” on The Statement, Dr. JK Patel, Director of the Foreign Policy Research Institute in New Delhi, asserted that India's Look East policy conceived in the early 1990s gave a new turn to Indo-Vietnamese relations.

The researcher wrote that Việt Nam's geo-strategic location, its military prowess and national will give it a critical place in Southeast Asia. Economically, Việt Nam with its stress on economic liberalization offers very attractive prospects for Indian foreign direct investment. In terms of energy security, Việt Nam's offshore oil deposit offers opportunities for exploration and eventual supply to India. On political and foreign policy issues, Việt Nam had been a consistent supporter of India, including the scheme for reform of the United Nations and the recent bid for permanent membership in the Security Council.

Both countries have maintained a close cooperation and mutual support in regional and international forums like the UN, NAM and in organizations within ASEAN like ARF, East Asia Summit and the Mekong-Ganga Cooperation.

India can play a vital role in Việt Nam's military deterrent capabilities. The strategic interest has been to support each other's durable growth and prosperity and to work for peace, stability, cooperation and development in the Asia-Pacific and the world,” said Dr. JK Patel.

The author reserved a paragraph in his article to praise Việt Nam’s recent achievements. The paragraph reads: “In spite of the recent global economic crisis, Việt Nam was in a position to maintain its economic stability. Significantly, Việt Nam has assumed the presidency of the prestigious ASEAN in 2010 thereby enhancing its stature at the international level. Moreover, Việt Nam also has maintained a higher standard of development ratio matching the requirements of its population and has preserved its sovereign national security framework. Việt Nam has also embarked upon a long-term strategy to cope with global challenges including epidemics, national disasters and climate change issues.”

Agreements on strengthening security and defense cooperation, especially in training and sharing of information on anti-terrorism, sea piracy and transnational crimes, are also covered.

The visit by Vice State President Nguyễn Thị Doan and Defense Minister Phùng Quang Thanh in October and November 2009, respectively, ushered in bilateral defense and security cooperation.

According to Mr. Patel, the visit to India of National Assembly Chairman Nguyễn Phú Trọng showcases Việt Nam’s wishes to encourage India to a large extent and to develop bilateral relations of these countries with India. Thus, the visit will bolster parliamentary cooperation and promote the existing agreements between the two countries.

“Indian policy makers are anxiously looking forward to strengthening relations with Việt Nam and taking them to greater heights for the benefit of both, especially their economic and trade ties,” Mr. Patel concluded.
