Household poverty rate to drop by 4.5% at end of 2019: official

VGP – The household poverty rate (according to the multidimensional approach) is expected to drop 1-1.5% to 4.5% by the end of the year, meeting the target set by the National Assembly, said Deputy Minister of Labor, Invalids and Social Affairs Le Quan.

Mr. Quan made the remark during a meeting to review the six-month implementation of the national target programs (NTPs) in Ha Noi on July 25.

According to statistics, as of June 219, 42 out of the 44 communes in coastal areas recently removed out of the list of difficult communes met the criteria for new-style rural communes. In addition, eight coastal districts escaped poverty, while 14 districts entitled to Program 30a were lifted out of difficulties.

A representative of the Committee on Ethnic Minority Affairs stated that ethnic communities reported a poverty reduction rate of over 4%, exceeding the target (4%) set by the National Assembly in its Resolution No. 69/2018/QH14 on the socio-economic development plan for 2019.

Addressing the meeting, Deputy Prime Minister Vuong Dinh Hue, head of the Steering Committee for NTPs, asked ministries, branches and localities to grasp and implement a series of projects and solutions issued by the Government, the PM and the Steering Committee, in order to boost sustainable poverty alleviation.

He assigned the State Bank of Viet Nam to direct the Viet Nam Bank for Social Policies to work with ministries and branches to propose an institutional framework on policy credit from now until 2020 and the next five years, and increase the growth rate of credit for the NTPs on sustainable poverty reduction and new-style rural development, in the principle of mobilizing social credit and capital turnover.

Deputy PM Hue asked ministries, branches and localities to accelerate disbursement of public investment for the NTPs on sustainable poverty reduction and new-style rural development to promote the significance of social security for the people, especially poor households, in a timely fashion.
