Half a million poor households get housing assistance

VGP – More than half a million poor households across Vietnam received funding from the State to build their own houses over the past years thanks to the Government’s effective policy on housing assistance.

On December 12, 2008, the Prime Minister issued Decision 167/2008/QD-TTg on housing assistance for poor households in rural areas and on October 20, 2010, he promulgated Decision 67/2010/QD-TTg to add more beneficiaries to this preferential housing policy (the program 167 in short).

Under the program, the State freely provides VND 7.2 million-VND  8.4 million to each of the poor households and the Bank of Social Policy offers VND 8 million to each of them with the preferential interest rate of 3% per year. The beneficiaries will mobilize capital from their own savings and relatives to build houses.

As of 2009, a report showed that Vietnam had 496,025 poor households. After the promulgation of Decision 67/2010/QD-TTg, the total figure increased to 539,540.

After more than three-year implementation, nine provinces completed the housing assistance program two years in advance and many others finished one year in advance.

By now, nearly 510,000 households have got the State’s funding, accounting for 94% of the set target. Of the figure, 224,000 households are ethnic minorities.

The program 167 is the biggest and most effective housing assistance policy so far, stressed Minister of Construction Trinh Dinh Dung at the meeting of the Central Steering Committee on Housing Policy and Real Estate Market held in the Northern province of Bac Giang on Thursday.

If each household has four members, the State has helped some two million people live in stable and safe houses, he added.

The program also helped beautify the traditions of mutual assistance and sharing of hardships in needy times, noted Minister Dung who is also Deputy Head of the Central Steering Committee.

In the time to come, the Government said it will review and increase the number of beneficiaries to this program under newly-adopted poverty line.

Speaking at the meeting, Prime Minister Nguyen Tan Dung urged inferior levels to focus on improving policies and mechanisms for the program. Top priority should be given to people with meritorious services to the country, the poor and lown-income groups.

He also tasked inferior levels to pay due attention to social housing for students and workers in industrial and processing zones.
