By late March 2009, Hà Nội had 117,825 poor households, including 4,879 penurious ones sheltering in dilapidated houses.

With the monthly income per capita of VND 500,000 in urban quarters and VND 330,000 in rural areas, these households are incapable of building or repairing their accommodation.

The minimum building costs are estimated at VND 25 million a house and mobilized from the central and municipal budgets, the For the Poor Fund and households.

The Bank of Social Policies will grant the poor households with loans, VND 8 million in maximum, having the annual interest rate of 3% for ten years.

A house built for a poor family covers at least 24 square meters (in urban districts) and 20 square meters (in inner city).
