Guidelines for domestic passenger transport issued

VGP – The Ministry of Transport has issued provisional guidelines for passenger transport, applicable from October 1, after the Government switched away from “Zero COVID-19” to safe and flexible adaptation to and effective management of the pandemic strategy.

All passengers travel by air, rail, and sea shall have to strictly comply with the Ministry of Health’s 5K message, make health declaration in accordance with instructions of the Ministry of Health. They shall be required to have COVID-19 negative test certificate issued within 72 hours before departure.

COVID-19 negative test certificate shall not be applicable to those who have receive first COVID-19 vaccine jab three weeks before departure or who are fully vaccinated or patients who have recovered from COVID-19 within six months.

Regarding domestic flights, in the first phase (from October 1-10), each airline is allowed to operate 50 percent of flights for each air route it conducted in the first ten days of April (before the fourth COVID-19 wave).

The flight frequency per each air route could be increased to 70% in the second phase (the next ten days).

In the third phase, the flight frequency shall not be allowed to exceed the average number of flight each airline conducted in the first ten days of April.

The Civil Aviation Authority of Viet Nam (CAAV) reported that in Q3, airports handled 429,000 passengers, including 98,000 international guests and 331,000 domestic ones, down 97 percent against the same period last year. Flights mainly served for disease prevention forces, official guests, and goods./.
