Gov’t to focus on resolving institutional obstacles to free resources for development

VGP – In 2020, the Government will spare no effort to specifically resolve institutional bottlenecks to free resources for development and make breakthroughs in all sectors and areas.

These are important tasks which were mentioned by PM Nguyen Xuan Phuc in recent events. 

2020 is an important year for Viet Nam to fulfill the socio-economic development plan; prepare for the socio-economic development plan in the 2021-2025 period and the ten-year strategy in 2021-2030; celebrate the 90th founding anniversary of the Communist Party of Viet Nam; the 75th founding anniversary of Viet Nam and the 13th National Party Congress in 2021. 

At the Government’s regular meeting for November and another meeting of the Government on Resolution 01, PM Phuc stressed that there are obstacles in law making work and it is time to directly point out where they are, at which laws, decrees, circulars, or articles.

The Government chief also announced a plan to set up a special working group which is led by the Minister of Justice, is in charge of reviewing and handling the obstacles. PM Phuc noticed the importance of policies which facilitate growth; empower sectors and localities; release resources and production strength. 

Earlier, PM Phuc published an important article on continuous reform to optimize and utilize all resources and create new impetus for the country to develop in a fast and sustainable manner. 

Six key management tasks 

The Ministry of Planning and Investment proposed a group of six key management tasks of the Government in a draft Resolution 01/NQ-CP for 2020 as follow:

Firstly, accelerating law making; perfecting the legal system, strengthening policies which help release resources and ensure law enforcement;

Secondly, managing the macro polices in a flexible manner; maintaining macro-economic stability; controlling inflation; ensuring big balances; practically perfecting the investment and business environment; upholding the role of key economic regions and big urban areas; speeding up national important projects; 

Thirdly, ensuring harmonious combination between economic growth and cultural development, national defense and security; tightening management of land, natural resources; environmental protection, natural disaster and disease prevention, climate change response, and improving people’s living standards;

Fourthly, continuously supervising rearrangement of the apparatus and reduction of the workforce, implementing administrative and judicial reforms; enhancing disciplines; combating corruption, wastefulness and negative behaviors;

Fifthly, consolidating national defense; raising diplomatic operation efficiency and international integration; and successfully assuming the United Nations Security Council non-permanent seat and ASEAN Chairmanship; effectively realize free trade agreements which Viet Nam is a member;

Sixth, conducting dissemination and communication work to generate social consensus; successfully prepare for the National Patriotic Emulation Congress and the 13th Party Congress, elections of the 15th National Assembly and People’s Councils at all levels in the 2021-2026 period./.
