According to the newly-ratified decree, organizations or individuals violating the regulations on civil aviation will face either warnings or pecuniary penalties.

These infringements relate to airplanes, airports, assignment of aviation staff, operation of aircraft, air transport and civil aviation, and aviation safety.

Individuals or organizations will be fined VND 30-50 million for exploiting aircraft or airport without legal certificates of nationality and business licenses.

The heaviest punishment of VND 100 million will be imposed on violations of aircraft operation and transport. Accordingly, any airline carrier will have to pay VND 50-100 million for transporting dangerous commodities, weapons or radioactive wastes without being recognized by Việt Nam’s competent agencies.

The decree also stipulates that inappropriate assignment and arrangement of staff will be penalized between VND 20 million to VND 30 million.

Besides pecuniary penalties, business licenses or working certificates of the violators may be revoked and they themselves are required to repair damages.

The document will take effect on July 20, 2010./.
