Gov’t names key solutions for 2012

VGP – The Government has figured out seven solutions to realize the socio-economic development plan for 2012, according to the Cabinet’s latest Resolution No. 01/NQ-CP.

First, for inflation curbing and macroeconomic stabilization, the Government will pursue a tight, cautious and flexible monetary policy, a tight and effective fiscal policy; expand control over the market, prices; and encourage export while reducing trade deficit.

Under the aforesaid direction, the credit growth will be pulled down to around 15-17 percent, total payment means at 14 – 16 percent, and budget overspending will be kept under 4.8% of the gross domestic product.

Second, regarding economic restructuring an growth model renovation to raise competitiveness of the economy, the Government will focus on restructuring public investment, commercial banks, and State-owed economic corporations and groups.

Third, to improve the workforce quality and to accelerate application of scientific and technological advances, the Ministry of Education and Training will be responsible for coordinating with ministries, sectors, localities, and the CPVCC Commission for Popularization and Education to develop a Project on comprehensive education and training innovation, then submit it to the Government in Q2/2012 for consideration.

Fourth, in a bid to ensure social welfare, reduce poverty sustainably, improve the quality of healthcare and cultural-spiritual life of people, the Government assigned the Ministry of Labor, Invalids and Social Affairs to work with other ministries, sectors and localities to finalize and deploy the National Target Program on poverty reduction for 2011- 2015, in which, various resources will be mobilized to lower the poverty rate by 4% in most disadvantaged districts and communes.

Fifth, the Ministry of Natural Resources and Environment will coordinate with relevant agencies to upgrade weather forecast capacity in order to better prevent natural disasters, protect the environment, and cope with global climate change.

At the same time, the ministry was asked to continue upgrading dykes system, giving serious punishments against offenders who infringe the Law on Environment Protection.

Sixth, to continue perfecting legal system, speeding up administrative reform, improving the State management capacity, the Ministry of Home Affairs will be responsible for perfecting decentralization mechanism between the central and local levels.

The Government also ordered the Government Inspectorate and relevant ministries and agencies to take decisive and comprehensive measures to fight against corruption, and increase overtness and transparency.

The Government Inspectorate was assigned to develop legal regulations to protect individuals who detect corruption cases, submit them to the Government for issuance.

Seventh, for enhancing national defense and security, the Government requested the Ministry of National Defense to consolidate and expand defense power.

To realize the above solutions, the Government ordered the leaders of ministries, sectors and localities to quickly devise and deploy their action plans with specific targets, missions, and time, right in January.

In 2012, the Government set to attain the growth rate of 6-6.5 percent and total export turnover of 13 percent; keep the trade deficit at 11-12 percent of the country’s total export value and the consumer price index under 10 percent; and create 1.6 million jobs.
