Gov’t management hallmarks in 2017 (Part 1)

VGP – Under the spirit “Enabling the Government of integrity, drastic action, and serving people” in 2017, the Government and PM issued a string of documents with a view to promoting socio-economic development, ensuring social security, and building a streamlined, professional, and effective State apparatus.

Key solutions to socio-economic development by 2017

The Government issued Resolution 01/NQ-CP, dated January 1, 2017 on major tasks and solutions guiding the implementation of socio-economic development plan and State budget estimate for 2017. 

Raising national competitiveness

Resolution 19-2017/NQ-CP on further implementation of key tasks and measures to improve the business environment and enhance national competitiveness in 2017 and towards 2020 was introduced on February 6, 2017. 

Promoting sectors

On June 2, 2017, the PM issued Directive 24/CT-TTg on key tasks to enhance the growths of areas and sectors to fulfill the economic growth target in 2017. Ministries, agencies, localities were asked to strive for the preset goal for GDP growth rate in every sector and area. Especially, agriculture must expand 3.05%; industry and construction 7.91%; and service 7.19%. 

Gas industry development

PM Nguyen Xuan Phuc ratified Decision 60/QD-TTg on January 16, 2017 approving a development plan for the gas industry of Viet Nam by 2025 with a vision towards 2035. The plan sets to achieve the gas production volume across the country in 2015 - 2035 as follows: (1) 2016 – 2020: The expected volume of gas production is 10 – 11 billion m3/year; (2) 2021 – 2025: The expected volume of gas production is 13 – 19 billion m3/year; (3) 2026 – 2035: The expected volume of gas production is 17 – 21 billion m3/year.

Development of supporting industries

Under the Program on development of supporting industries during 2016-2025 which was passed at Decision 68/QD-TTg, dated January 18, 2017, during the period to 2020 with a vision to 2025, to focus on developing supporting industries in three key fields: (1) components and spare parts; (2) textile, garment and leather, footwear industries; and (3) Hi-tech industries.

Industrial cluster management

The Government issued Decision 68/2017/ND-CP, dated May 25, 2017 on management and development of industrial clusters. Under Decree 68, investment and business projects in industrial clusters will be exempted from land lease fees in seven years and enjoy other incentives in accordance with the legal regulations.

Strengthening approaches to Industry 4.0

The PM issued Directive 16/CT-TTg on enhancing access to the fourth industrial revolution (Industry 4.0) on May 4, 2017. Accordingly, ministers, ministerial-level leaders, local leaders were asked to implement six key tasks to raise approaches to Industry 4.0.

Adjusted master plan on development of coal industry 

In Decision 1265/QD-TTg, dated August 24, 2017, the PM approved the adjusted master plan on development of Viet Nam’s coal industry through 2020, with prospects toward 2030 taken into consideration. The master plan targets to build a developed coal industry with high competitiveness and advanced technologies in comparison to the regional countries in all stages of exploration, exploitation, screening, processing and use of coal; to sufficiently meet domestic demands for coal, particularly coal for electricity generation.

Restructuring SOEs

The PM ratified Decision No. 707/QD-TTg on restructuring SOEs with a focus on State economic corporations during 2016-2020.  

Speeding up SOE equitization

The Government issued Decree 126/2017/ND-CP, dated November 16, 2017 on SOE equitisation. The decree, which replaces Decree 59/2011/ND-CP, dated July 18, 2011; Decree 189/2013/ND-CP, dated November 20, 2013; and Decree 116/2015/ND-CP, dated November 11, 2015, is targeted at ensuring transparency in SOE equitisation and hastening listing on the exchanges.

Restructuring the system of credit institutions 

The PM issued Decision 1058/QD-TTg, dated July 19, 2017 approving a project on restructuring the system of credit institutions in combination with settling bad debt for the 2016-2020 period./.
