Gov’t introduces six measures in favor of SMEs

Towards a long-term development plan
According to Resolution 22/NQ-CP, adopted recently by the Government,,the Ministry of Planning and Investment (MPI)will be in charge of implementing Decree 56/2009/NĐ-CP of the Government on assistance for the development of SMEs and design the Plan for the Development of SMEs in the next five years (2011-2015).
Facilitating access to capital
The State Bank of Việt Nam (SBV) will be responsible for readjusting monetary policies and managing credit activities in favor of SMEs.
Specially, in Q4, the MPI, in collaboration with the Ministry of Finance (MoF) and SBV, will draft a project on the SMEs development fund.
The MoF is expected to submit the Government a Supplementary Decree on investment and export credits, which give priorities to SMEs.
More land for SMEs’ operations
Provincial People’s Committees will allocate more land for SMEs and do their utmost in helping SMEs seek for premises for production and business activities.
In Q2, the Ministry of Natural Resources and Environment will issue a new circular to help SMEs having environment polluting facilities to move out of urban and residential areas.
Edging competitiveness
The Government will support SMEs to strengthen competitiveness by raising their applications of advanced technologies, upholding human resources and management, and expanding markets.
Reforming administrative procedures
The Government requires relevant ministries, sectors and localities to enhance information integration of the national business registration system and the tax registration system towards the one-stop-shop mechanism.
Reinforcing supportive measures
The MPI will compose a project to improve capacity of the agencies which are in charge of realizing preferential policies for the development of SMEs. Provincial People’s Committees will be responsible for selecting such agencies.
SMEs account for 97% of the registered enterprises, operating nationwide and recruiting massive laborers. The sector makes up 40% of GDP and employs 50% of labor force.
