Gov’t chief sets six key tasks for 2019

VGP – On the occasion of the New Year, PM Nguyen Xuan Phuc had an article on six key tasks on management with a view to accomplishing the preset goals in 2019.

According to PM Phuc, 2019 is the year of speeding up and making breakthroughs in all areas. Under the motto “Discipline, integrity, action, creation, effectiveness, and breaking out,” the Government issued Resolution 01 and Resolution 02 on January 1, 2019 on key measures and solutions to implement the socio-economic development plan and State budget estimate and to improve the business climate and enhance the national competitiveness. 

Firstly, the Government will focus on economic development, with an emphasis on consolidating the macro-economy, implementing stringent fiscal policies, and keeping overspending rate lower than 3.6% of the country’s gross domestic product (GDP). 

In 2019, the Government commits to make strong changes towards restructuring public investment and restructuring of State-owned enterprises and credit institutions. The legal regulations on public investment will be perfected. Operation of SOEs will be put under close supervision. NPLs will be restructured especially weak credit organizations and prevention of banking criminals.  

The Government chief also noticed the importance of implementing measures to boost the country’s rankings in business environment, competitiveness, investors’ protection and cross-border trade would need special attention in 2019.

Secondly, cultural and social development must be harmonious with economic development, in line with the spirit ‘leaving no one behind'.

All agencies and local administrations are told to prepare ahead of the implementation of the Party Central Committee’s resolutions on reforms of salary, social insurance and medical programs.

Thirdly, resources and environmental management must be enhanced, and measures devised to cope with climate change and natural disasters. The land law would need to be consolidated, with stricter controls and harsher penalties expected for violations of regulations on land management and extractive activities.

The Government chief called for “comprehensive solutions” to handle waste in rural areas, highly concentrated residential areas and in major delta areas. 

Fourthly, the Government will accelerate the administrative reform; build the e-Government; strengthen investigation and settlement of complaints and accusations; prevent corruption and wastefulness. 

Fifthly, national security and order would continue to be consolidated. The Government leader also stressed that the national socio-economic and cultural development need to go hand in hand with ensuring national defense and security via proactive measures to foil the plots of ‘hostile forces.’

The Government chief stressed the necessity to make active contributions from Viet Nam to enhance its standing in multilateral forums and organizations, early issuance of the plan to effectively implement the new-generation trade pacts, such as the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) and European Union-Viet Nam Free Trade Agreement (EVFTA).

Sixthly, PM Phuc asked the press to promote information to generate social consensus. Press agencies would hold necessary programs to disseminate the Party and State’s policies and directions, instructions and information on issues of public interest./.
