Gov't approves Protocol to realize 11th commitment package on ASEAN air transport service

VGP – The Government has approved the Protocol to implement the 11th package of commitments on air transport services under the ASEAN Framework Agreement on Services (AFAS).

The Ministry of Transport shall take prime responsibility for and coordinate with relevant ministries and agencies in organizing the implementation of the Protocol.

AFAS, signed in Bangkok in December 1995, aims to eliminate substantially restrictions to trade in services by extending the depth and scope of liberation beyond those undertaken by the World Trade Organization under General Agreement on Trade in Services (GATS).

It targets to provide free flow of trade in services covering 12 key sectors and 128 sub-sectors by 2015 and eliminate substantially restrictions to trade in services amongs the ASEAN member States.

Free flow of trade in services is one of the important elements in realizing ASEAN Economic Community. Liberation of services has been carried out through rounds of negotiation mainly under the Coordinating Committee on Services. Negotiation of some specific services sectors such as financial services and air transport are carried out by their respective ministerial bodies./.
