Accordingly, the central budget will be allocated with VND495,189 billion and the local budget gets VND287,511 billion.

The NA agreed with the policies and guidelines of ministries and agencies to pay debts for fundamental infrastructure and projects, which will come into operation in 2014 as well as reduce the construction of new projects.

In term of the central budget’s allocation, disadvantaged regions and localities and areas seriously affected by natural calamity will be given priority. Besides, the budget will be used to upgrade traffic, healthcare and irrigation projects.

The NA suggested the Government support these localities with Official Development Assistance, foreign non-refundable aid and other legal capital to finish big projects to help mitigate consequences caused by natural calamity.
