In November 2006, former PM Phan Văn Khải was also presented with this noble order thanks to his great contributions to the development of Vietnam-Japan relationship. Former Deputy PM Vũ Khoan was recognized to have significant efforts in promoting economic cooperation and other exchange activities between the two countries over the past years.
