The festival, the second of its kind, aims to celebrate the 45th founding anniversary of the VBA and respond to Viet Nam Disabled People's Day.

President of the Ha Noi Blind Association Le Trung Quyet expressed his hope that the event will help raise public awareness, especially of young people, of the capacity of people with disabilities, including the blind.

He encouraged the visually-impaired and those with disabilities to try to overcome difficulties and excel in their lives, with support from society.

Ha Noi now has 8,746 visually-impaired people, many of who are role models in efforts to overcome difficulties and contribute to social development.

On the occation, the Ha Noi Youth Union and the Ha Noi Blind Association signed a cooperative programme, aimed at promoting exchanges between students and the blind and honouring outstanding blind people who have made contributions to community development.

The first festival of its kind was held in 2011./.
