External service should be improved in new period

VNGOVNet – On the occasion of the 25th Conference of Diplomatic Services scheduled for November 25 to December 1, 2006, Mr. Phạm Gia Khiêm, Politburo member, Deputy Prime Minister and Minister of Foreign Affairs, has an essay on external service in the new period. The following is a summary of his article made by VNGOVNet.

Under the theme “Improving the efficiency of external service in the new period to successfully implement the 10th Party Congress Resolution”, the Conference will review the performance of the diplomatic services since the last conference in August 2003 and set out orientations and measures to bring the external service's operation to a new height in order to meet the new requirements and tasks of the time of Vietnam's deeper and broader integration into the regional and international economies.

Over the past years, Vietnam’s diplomatic services have gained considerable achievements on both bilateral and multilateral aspects, contributing to creating an environment marked with political stability for economic development, facilitating the country’s active integration into the regional and international economies, and improving its position and prestige in the international arena. Vietnam’s accession into WTO proves a landmark in the country’s process of international economic integration.

In the five and ten years to come, in general, Vietnam stands good chances to maintain its peace and stability and focus on economic development. So, the diplomatic services should become more proactive, dynamic and creative in playing the role of an important front in peace time, protecting the peaceful environment, creating favorable conditions for the cause of national renovation, industrialization, modernization, construction and protection, through fulfillment of the following duties:

- In the light of Vietnam's deeper integration into the regional and world economies, especially after joining WTO, to promptly collaborate with relevant ministries and sectors in setting out an overall strategy on integration with proper roadmaps and steps to proactively make use of opportunities and minimize negative impacts caused by this process;

- To form and strengthen the framework for multi-sided cooperation with other countries, especially the neighbors, great powers and strategic partners; deepening and stabilizing Vietnam’s relationships with these entities to create mutual reliability;

- To make diplomatic work serve economic activities more effectively in order to attract external resources for national industrialization and modernization, enlarge markets, boost cooperation, assistance and investment; assist localities and enterprises in working with foreign partners;

- To build up and maintain borderlines of peace, cooperation and development with the neighboring countries to facilitate development as well as to safeguard national sovereignty and territorial integrity;

- To better play Vietnam’s role in regional and world multilateral fora, broaden multi-sided cooperation with regional and international organizations, more extensively engage in global issues;

- To improve the quality of externally-orientated information and cultural activities to deepen mutual understanding, cooperation and friendship between Vietnamese people and others;

- To take better care of overseas Vietnamese through drastic policies and actions, fortify the attachment of young overseas Vietnamese for the motherland, to pay greater attention to the protection of Vietnamese citizens and legal entities abroad in the context of the current deepened international integration;

- To build a contigence of diplomatic staff well-qualified to meet the new period's requirements, loyal to the nation’s cause and interests, dynamic, creative and efficient./.
