The project’s main goal is to help Việt Nam establish a complete framework for natural calamity risk management which helps to reduce loss of flood-hit localities; effectively implementing post-calamity recovery and reconstruction; and improve capacity of relevant organizations at local and central levels.

The project consists of four components: to prevent and mitigate natural calamities; to conduct the community-based management of risks; to support the post-calamity reconstruction; and to consolidate institution and capacity.

The Government assigned the State Bank of Việt Nam to work with the World Bank to revise and extend the three agreements. Meanwhile, the Ministry of Agriculture and Rural Development must draft out a detail plan to carry out the project.
