Enhancing VN’s position in process of international integration on social security

VGP – The Vietnam Social Security (VSS) has been constantly improving Viet Nam’s position and image in the process of international integration concerning social security through the implementation of its tasks as a member of the ASEAN Social Security Association (ASSA).

Enhancing VN’s position in process of international integration on social security

At the 35th Board Meeting of the ASSA (ASSA 35) in Khanh Hoa province’s Nha Trang city nearly a year ago, the ASSA members unanimously elected the VSS as the ASSA Chair for the 2018-2019 term. In this new position, the VSS has proactively proposed the adoption of an ASSA Action Plan.

This is the first time since its inception in 1998 that the ASSA has agreed to develop and implement a specific action plan to make its cooperation activities more extensive and substantial, commensurate with the potential and strength of ASSA member organizations.

Implementing the aforementioned Nha Trang Joint Statement and ASSA Action Plan, during its ASSA chairmanship tenure, the VSS has chaired and coordinated the implementation of a number of specific activities with practical significance.

Particularly, the VSS successfully organized an international seminar in Viet Nam under the theme “Good management for better social security services”. The event aimed to bring the knowledge and governance experience on modern social security systems, as instructed by the International Social Security Association (ISSA), closer to the regional social security system, with new approaches and appropriate management methods, adapting to the context and conditions of the Fourth Industrial Revolution (Industry 4.0).

This activity also showed the close cohesion and enhanced cooperation between the ASSA and the ISSA through the VSS as the ASSA Chair.

The ASSA 35, themed “Challenges and opportunities of ASEAN social security institutions in the context of Industry 4.0 and free flow of labor”, came to a successful end with the participation of more than 200 domestic and international delegates. The event created a fundamental and strong transition for the VSS in regional multilateral integration in line with the Government’s guiding spirit on new foreign thinking and shifting from “active participation” into “proactive integration and proposing cooperation initiatives”.

The conference took place on the 20th founding anniversary of the ASSA. Under the initiative proposed by the VSS, the ASSA member organizations agreed to adopt and jointly sign the ASSA Joint Declaration, which expressed the association’s common views, perceptions and consensus on social security development goals and orientations.

This was a highlight of the ASSA 35 and also an opportunity to clearly affirm the role and position of the ASSA as a whole and the VSS in particular in the world social security system, while contributing to improving Viet Nam’s position and image in the process of international integration on social security.

The ASSA was established in 1998 and now consists of 20 member organizations from ASEAN countries, serving the aim of promoting cooperation and developing social security across the region in accordance with the aspirations, laws and regulations of the ASEAN member states.

The VSS joined the ASSA in September 1998 and is currently the only official member of Viet Nam at the regional social security forum.

Since its admission, the VSS has been actively engaged in the implementation of cooperation activities among the ASSA member organizations. In this way, the VSS has accessed and updated knowledge and international experience aiming to improve and develop its social security policy implementation system towards professionalism, modernity, effectiveness and international integration, in line with the spirit of the Resolution of the seventh plenum of the 12th Party Central Committee on social insurance policy reforms.
