Directive on drunk driving prevention

VGP - PM Nguyen Xuan Phuc has recently issued a directive on implementation of the Law on preventing harmful effects of alcohol, Decree 100/2019/ND-CP (Decree 100) on administrative sanctions for road traffic and rail transport violations.

Over the past time, relevant ministries, agencies, and localities have deployed a series of measures to prevent drunk driving with initial good outcomes. 

The Government chief tasked ministries, agencies, local authorities to work with the Vietnamese Fatherland Front of Viet Nam, socio-political unions to disseminate the Law and Decree 100 and launch a campaign on ‘no driving after drinking.’ 

The Ministry of Public Security was assigned to investigate and handle infringements on transport safety in accordance with Decree 100 especially during the upcoming Lunar New Year Festival and Spring festivals. 

The Ministry of Transport was requested to enforce Decree 100 and relevant regulations on transport safety and report the PM. 

The Ministry of Information and Communications was asked to direct the press to disseminate the humane spirits of the Law and Decree 100; work with the Ministries of Public Security and Transport to reinforce confidence; generate social consensus and support. 

Earlier, the Government has issued Decree No. 100/2019/ND-CP on administrative sanctions for road traffic and rail transport violations, applicable since January 1, 2020.  

Under the Decree, drunk car drivers shall be fined up to VND 30-40 million (about US$ 1,300-US$ 1,818) instead of the current fine of about US$814, if tests show that alcohol content exceed 80mg per 100 ml of blood or 0.4mg per liter of breath.

In addition their licenses shall be revoked for 22-24 months compared to just 4-6 months at present.

Meanwhile, drunk motorcyclists shall be imposed fines of VND 6-8 million (about US$ 272-US$ 363) and their licenses shall be suspended for 22-24 months./.
