Thang is currently a member of the Politburo, Secretary of the Ho Chi Minh City Party Committee.

He was disciplined for shortcomings and very serious violations in his leadership and personnel work between 2009 and 2011 as former Secretary of the Party Committee and former Chairman of the Member Council of the National Oil and Gas Group (PVN).

Earlier in April, the Party’s Inspection Committee proposed the Politburo and the Party Central Committee consider disciplinary measures against Thang as he was ruled to bear the prime responsibility for the issuance of the resolutions as well as wrongdoings of the Party Committee’s Standing Board and the Member Council of the PVN in the period 2009-2011.

He was found to violate the working regulations of the group’s Board of Directors by signing an agreement on contributing to 20% and upwards of OceanBank’s capital before it got the approval of the Board of Directors.

Thang was also responsible for the Member Council’s issuance of resolutions and decisions relating to the authorization of big bidding packages violating the Government’s related decrees and advising the Prime Minister to designate many bidding packages that failed to meet legal regulations.

He was found to take responsibility for violations of the Law on Bidding of the group’s PVC and PTSC  relating to the Engineering, Procurement and Construction (EPC) contract for Dung Quat Biofuel Plant as well as low investment efficiency in a number of projects, including the Dinh Vu Polyester manufacturing plant and bio-energy projects./.
