The visit was aimed to discuss with Japanese partners about the means to realize the results of the visits made by the Vietnamese and Japanese PMs in 2006. During his stay in Japan, the Deputy PM also worked with Japanese politicians and big economic-financial groups to seek for specific steps in implementing three major projects agreed by the two PMs, namely the North-South express railway, the North-South highway, and the Hòa Lạc Hi-tech Park.

Deputy PM Phạm Gia Khiêm had meetings with Japanese politicians and businesses. He attended and delivered speeches at the investment seminar titled "Toward Vietnam" co-organized by the Japan External Trade Organization (JETRO), the Vietnam Chamber of Commerce and Industry, the Vietnam-Japan Business Forum and the Vietnamese Embassy to Japan. He also met Mr. Oka, Head of the Vietnam Subcommittee of the Japan Federation of Economic Organizations (KEIDANREN), President of the Sumitomo Group. Japanese politicians and economic leaders all agreed to boost the Vietnam-Japan friendship to a new height. They emphasized that it was a good time to develop and deepen a comprehensive bilateral relationship in line with the two people's desire. The Japanese side confirmed to support Vietnam's economic development, international integration, and national industrialization and modernization.

Japan also pledged to continue providing ODA to Vietnam in the next fiscal year, focusing on infrastructure development. The two sides agreed to increase two-way trade turnover over US$15 billion by 2010, encourage Japanese enterprises to increase investments in Vietnam, and  promote cooperation in other fields, such as science-technology, energy, transport, education, and culture.

The Japanese leaders and parliamentarians (decision makers), functional ministries (project makers), and economic groups (implementers) reached a high consensus and  showed supports to three major projects agreed by the two PMs. They affirmed to speed up survey work and design specific plans on construction and credit provision to put these three projects into reality in the most fruitful and practical way.
