Acting on behalf of the PM, Deputy PM Nguyễn Sinh Hùng asked the Ministry of Planning and Investment (MPI) to cooperate with the Ministry of Transport and VNRC in promptly negotiating with the Japanese partners about the funds for hiring international qualified and experienced consultants to make the Report. Within August, the MPI must report to the PM about the negotiation.

The express railway from Hà Nội to Hồ Chí Minh City runs totally 1,630 km. This two-lane railway (1.435m wide each) will serve passenger trains running at the speed of 200-350 km/h. The project requires a total investment of VND 489 trillion in the initial stage (2005-2025). A 280-km section is expected to put into operation by 2020.
