DPM, FM Minh attends informal ASEAN ministerial meeting in New York

ASEAN, China adopt draft framework of COC

This is the annual meeting of the bloc’s FMs.

During the meeting, the regional FMs discussed on ASEAN Community building process and preparations for the 31st ASEAN Summits and related Summits in the Philippines in November this year.

The FMs vowed to continue effective implementation of the contents on the ASEAN Community building reached during their meeting held in August this year.

They agreed to accelerate realization of commitments across all the three pillars of the Community and enhance ASEAN solidarity and role in the region.

In exchanging views on regional and international situation, the FMs expressed deep concerns over complicated developments on the Korean Peninsula and reaffirmed ASEAN common position on the Korean Peninsula issue.

They condemned and called on the Democratic People’s Republic of Korea to immediately stop nuclear weapons testing, fully comply with the United Nations Security Council’s Resolution and return to talks for a long-term and comprehensive solution to nuclear issue on the peninsula.

The FMs also reaffirmed their ASEAN common position on the East Sea situation and acknowledged outcomes of the 22nd meeting of the ASEAN-China Joint Working Group on the implementation of the Declaration on the Conduct of Parties in the East Sea held in Manila, the Philippines from August 29-30.

They agreed to propose ASEAN leaders issuing an official statement in November for start of talks on a Code of Conduct in the East Sea. Earlier in August, ASEAN and China FMs adopted the draft framework of the Code of Conduct in the East Sea (COC) after nearly four years of talks.

Speaking at the meeting, Deputy PM, FM Pham Binh Minh stressed that ASEAN needs to strengthen solidarity and central role in regional and international issues, especially those related to peace, stability and development.

He highlighted the importance of maintaining peace, stability, security and safety of navigation and aviation in the East Sea, urging parties to settle disputes in line with international law, including the 1982 UN Convention on the Law of the Sea, fully respect diplomatic and legal processes.

ASEAN and China need continue efforts to fully implement the Declaration on the Conduct of Parties in the East Sea and formulate a Code of Conduct in the East Sea that is legally biding./.
