Addressing the event, the Government leader stated that the building of strong defensive zones is a righteous guideline of the Party and State, and a strategy to proactively protect the country by mobilizing the combined power of the people.

He applauded the efforts made by the Central Military Commission, the Ministry of National Defense, as well as levels, sectors and localities in effectively implementing the Resolution No. 28 over the past decade.

The system of mechanisms and policies related to defensive zones has been increasingly improved, PM Phuc said, noting that the mechanism in which the Party leads, the authority manages, and local departments, sectors and mass organizations (with military and public security offices as the core forces) give advice and organize the implementation, has been operated in a smooth, synchronous and effective manner, contributing to safeguarding national independence, sovereignty and territorial integrity, and maintaining a peaceful and stable environment for national construction and development.

The leader proposed a number of contents for all levels and sectors to promote the achieved results and address the limited contents in a timely fashion, as well as supplementing measures to improve the quality and efficiency in the implementation of the Resolution 28 in the time ahead.

At the conference, the Central Military Commission and the Ministry of National Defense announced the PM’s decision to award certificates of merit to 16 collectives and the Minister of Defense’s decision to present certificates of merit to 19 collectives with outstanding achievements in implementing the task of building provincial and municipal defensive zones in the 2008-2018 period.
