The construction of the Hydroelectric Plant Sekaman 3 was started on April 5, 2006 in Dak Chung District, Sekong Province (Laos). This is the first hydroelectric plant to be built in the Lao DPR for the purpose of electricity trading to Vietnam.

The Project Sekaman 3 with the total investment of over US$270 million is implemented by the Vietnam-Laos Electricity Development and Investment Joint-stock Company. The Sông Đà Corporation functions as the contractor. With the installed capacity of 250 MW, the Plant Sekaman 3 can produce about 1 billion kWh per year. The plant is expected to be finished in 2009 and reach an annual revenue of US$40 million.
