Child protection system financed

VGP – The Ministry of Finance has issued Circular No. 98/2017/TT-BTC stipulating the management and use of expenditures to realize the target program to develop a social support system for the 2016-20 period.

The Circular stipulates the expenditures for supporting centers for the social protection of children or components supporting children in the social work centers, offices and centers providing child protection services or child protection consultancy offices at districts.

Accordingly, the expenditures for launching the program include State budget, local budget and other legal resources. 

The maximum sponsor of VND1.3 billion per one for centers for the social protection of children and components supporting children in the social work centers and the maximum of VND500 million per one for offices and centers providing child protection services or child protection consultancy offices at districts. 

The State budget is in charge of sponsoring child protection supply and connection services, establishing a network to connect, receive and process information on announcing child abuse cases. 

By 2020, 80% of children with  special circumstances receive support and care to recover and integrate into the community and have opportunities for development. The program heads to reduce the number of abused children.

The program comprises four projects: Project one: Developing a social support system for vulnerable people; Project two: Developing children protection system; Project three: Supporting implementation of national gender equality targets; Project four: Developing a system of support services for drug addicts, sex workers and victims of trafficking.

The program will be deployed from 2016 to 2020 with total expenditure of around VND10.2 trillion (US$456.2 million).
