Under the planning schem, the historical inner of Ha Noi city (urban core) will have a total population of 672,000 by 2030 including 100,000 in Hoan Kiem district, 160,000 in Ba Dinh district, 255,000 in Dong Da district, and 157,000 in Hai Ba Trung district.

Nguyen Duc Hung, deputy director of the Ha Noi Urban Planning Institute announced that the urban zone H1-1A,B,C (Hoan Kiem district) covers the Old Quarter, Hoan Kiem Lake, surrounding areas, and ancient streets, having a total area of 347.65 hectares with a population of 100,000. The zone will be preserved, embellished, and supplemented with social infrastructure. Buildings in the Old Quarter are limited to four floors only, or 16 meters in height, in accordance with the planning project.

The urban zone H1-2 (Ba Dinh district) comprises a total area of 703.93 hectares and a projected population of 160,000. The zone will be added with social infrastructure in which new high buildings are limited.

The urban zone H1-3 (Dong Da district) has a total planning of 994 hectares and 255,000 population. Social infrastructure projects will be added. High building construction is limited.

The urban zone H1-4 (Hai Ba Trung district) covers 664.37 hectares and 157,000 population. Social infrastructure projects will be built while high buildings are limited.

Especially, the planning targets to avoid building skyscrapers in downtown areas and reduce population density.

Specifically, about 120,000 people would be relocated as new roads are built and intrusive public structures are removed. Meanwhile, 100,000 people would be relocated together with administrative entities. The capital would also relocate facilities like universities, hospitals and administrative entities, among others./.
