Cadres and civil servants to be managed via electronic resumes

VGP – The Prime Minister has approved Decision No. 893/QD-TTg regarding a project to build a national database of cadres, civil servants and public employees in State agencies (effective from the date of signing).

Cadres and civil servants to be managed via electronic resumes

Under the project, by 2023, electronic resumes will be used instead of paper resumes aiming to minimize the filing of dossiers and resumes for cadres, civil servants and public employees in the process of recruitment, rank promotion, rank transfer, change of working position, and appointment.

Data and information will be gradually digitized to replace traditional paper records, while the grant of slots for civil servants, employees and labor contracts in the State agencies will be implemented through software systems and databases.

In parallel, information systems, public service portals, other national databases and databases of cadres, civil servants and public employees of ministries, sectors and localities will be connected to collect and integrate data. 

The project is applied to cadres, civil servants and public employees in the all-level State agencies which are adjusted in the 2008 Law on Cadres and Civil Servants, the 2010 Law on Public Employees, and other related laws.

In addition, the project is applied to cadres and civil servants who are being assigned and transferred to hold key positions in associations and non-governmental organizations, as well as the people signing labor contracts under the Government’s Decree No. 68/2000/ND-CP.
